Preschool (3-5) and early elementary (6-8) tied as the most checked age groups, and when asked for a single top priority, those same two groups split the vote evenly, with a few respondents preferring a balanced all -ages design. Three pieces of equipment dominate. Across all write-in responses to the question "If only three types of equipment could be installed, which would you choose?" swings, slides, and climbing structures were mentioned by nearly every resident who answered. These should be considered must -haves. Shade and caregiver seating is the #1 inclusive feature. It ties with accessible swings in the survey questions, and multiple open-ended comments reinforced it. This is a low-cost, high -impact addition worth emphasizing. Safety surface matters. Respondents requested rubber surfacing and explicitly opposed sand and cement. The backstop is a low priority. Only two respondents currently use it, and more said it's "not important" than said it's important to keep. Green space and open lawn should be preserved. Multiple comments asked the City to keep as much open, grassy, natural space as possible - the playground footprint shouldn't crowd out unstructured play areas. Council members told her they would be interested in hearing her proposal on a project that would generate tax revenue or jobs. Presentations a. Utility Rate Study — Long Term Financial Management Plan, Imihy Imihy said the City has had the Financial Management Plan (FMP) in place since 2023 which provides data to the City to assist in setting taxes and utility rates to address the deficits in the City Sewer and Water Funds. Imihy said the FMP and Utility Rate Study allows for the City to set the 2027 City Budget. Why does the City need a Water treatment plant? Imihy provided the following: • Manganese removal from water supply • Remove iron and other contaminants • Steward taxpayer dollars and save money spent on in -home water solutions • Protect and preserve infrastructure Imihy said the City has begun a portion of the Water Treatment Plant (WTP) through the Infrastructure Improvements Phase 2 Project. Imihy said this project is funded through $12.3 Million in funds the City received from State and Federal sources. 26 Imihy said it is unclear at this time if the City will receive the request for $15Million in state bonding funds for the future project improvements. Imihy listed potential sources of funding: $5.4 Million in additional revenue from increases in gas and electric franchise fees in 2027,2029 and 2031 $3 Million in a Public Facilities Authority PFA Grant Cost of the Water Treatment Plant $12 Million in site preparation is underway and is funded $30 Million in construction costs which is unfunded Funding of WTP project $12 Million in State and Federal Funds $3 Million through the PFA Grant $27 Million in a PFA Loan Discussion ensued on the terms of the PFA loan which is proposed to be a 20-year loan at a 2% interest rate. Imihy said the interest rates and loan duration is subject to change. Imihy said the City Water Fund is at a cash deficit with the only way to get out of the deficit is to raise water rates. Imihy said by 2033 the Water Fund will have positive cash flow and the City will not have to issue bonding for future projects. Kyle Sawyer from Ehlers said he didn't have the exact percentage but it was significant. Discussion on where does the Franchise Fees go for the WTP to which Imihy stated the proposed increases in Franchise Fees will go to the WTP and the current fees go to debt service and building the fund balance. Imihy said the current Mound Franchise fees are low compared to neighboring cities. Holt said the City didn't raise franchise fees for a number of years until recently. Holt said residents over the last five years are worried about their fees increasing too much for the WTP but also want the project to be completed. The Council discussed the history of City utility rates and Imihy said the Council set the direction to use water rates to pay for the WTP instead of property taxes. Imihy said after the legislative session is over the Council can discuss different funding scenarios and communication strategies so residents understand the path the City is on and how the City came to these fees. Lost Lake Commons Interpretive and Wayfinding Signs, Bauman City Engineer Brian Simmons presented the Lost Lake Commons Interpretive and Wayfinding Signs. Council Member Pugh mentioned that the first sign does not call out Surfside Park as a place for swimming, and that Lost Lake does not allow for fishing off the public docks. The Council discussed fishing at Lost Lake but determined that they would table this for a future time. Council generally liked the signs and had questions about the font size and where photos for the signs came from. Paula Larson from the Parks and Open Space Commission brought up the fact that Carmens Bay is not in Mound, and that "Westonka Bays" should be changed to "Mound Bays" or "Lake Minnetonka Bays." The Council discussed desired changes to the "bays" section of the first sign. The Council directed the Consultant to research Dutch and West Arm bays, revise the signs and have the final signs approved by City Manager Dickson. Council Member Pugh requested that when the signs are finished there be a dedication. Assistant City Engineer provided an update on the status of the reminding construction on the park. MOTION by McEnaney, seconded by Pugh, to approve the proposed interpretive and wayfinding sign layouts for Lost Lake Commons Park project with the discussed amendments for production. Certificate of Insurance Event Description and Overview What is Adventure Racing? as described at: https://www.wisconsinadventureracingseries.com/ is noted as follows: Adventure racing is an off -road multidisciplinary sport that involves biking, paddling, running trekking, and other special challenges, all while navigating with a map and compass (GPS is not allowed). It is a team sport in which groups of 2-4 racers must stick together for the duration of the entire event and cross the finish line together. While some races do allow soloists, the premier division is usually comprised of 3-4 person mixed gender teams. Every race course is different. Teams might do each discipline multiple times throughout a race and the order in which they are required to do them varies from race to race. Most often the official race course is kept a secret until the morning of the race, when racers arrive and are given maps detailing the locations (checkpoints) they must navigate to, which order they must find them in, and which disciplines they will need to do during the event. Races are measured in hours instead of miles, as the exact route each team takes will be different depending on their navigation. In order to win, a team must reach the most check 39 points in the shortest amount of time, however, some racecourses are designed so that no team will be able to obtain all of the checkpoints and all teams will be racing the full duration of the allotted time. Shorter "sprint" adventure races can last anywhere from a few hours up to 24-48 hours of continuous racing, usually without sleep. Longer "expedition" length races are typically 3-7 days of non-stop "on the clock" racing, and it is here that sleep strategy becomes critical. Adventure racing is unique in that racers must be proficient in many different disciplines, and strength and speed are not the only factors determining the race outcome. Elements ofstrategy, navigation, route choice, outdoor survival skills, knowledge of local terrain, and teamwork are equally important. Adventure racers are a unique group ofpeople in that the fiercest competitors are often very close friends. The adventure racing community is both welcoming and supportive, and you'll often find more experienced racers helping new teams out both on and off the race course. Summary of the MNOC 2026 proposed event: MNOC will host its annual adventure race on Saturday, July 11, 2026. MNOC is partnering with the Three Rivers Park District to host this event. Event headquarters will be at Lake Minnetonka Regional Park. The overall event will include Carver Park, Lake Minnetonka Regional Park, Gale Woods Farm and the bike trails and routes that connect these Three Rivers parks. Canoe paddling will take place entirely on Whaletail Lake. The start and finish of the event will be located at event headquarters at Lake Minnetonka Regional park. While detailed course design is on -going, the essential big -picture details are in place. Cities and other entities which may be included in the total course design include the Three Rivers Park District (including bike trails), Whaletail Lake (Hennepin County), Whaletail public access (DNR), and bike routes on public roads in Minnetrista and Carver County. Tentative summary details of the proposed 2026 MNOC Urban Adventure Race • Date: July 11, 2026 • Event Headquarters: Osprey picnic area and shelter at Lake Minnetonka Regional Park. • Event Start/Finish location — at Event Headquarters at Lake Minnetonka Regional Park. • Host partner: Three Rivers Park District • Check points: identified by small orange and white flags as shown in the image below. Most flags will be set out the day before the event or early morning of the event. Check point flags will be retrieved immediately following the event. Flags will not be placed on private property without written permission from the landowner. • Attendance: Approximately 120-150 competitors on teams of 2-4 people or solo. • Event Duration/Start/Finish Times 0 8 hour long course — start time 8:00 am 0 4 hour intro course — start time noon We o Finish time — 4:00 pm for all participants (possibly adjusted to 5:00 pm) Event Discipline Descriptions o Note: Courses have yet to be finalized. A general overview is as follows: Paddling Biking Check points will be located on shorelines at strategic locations along the paddling route. All paddling activity (canoes and solo kayaks) will be on Whaletail Lake. The event organizers will staff this boating "headquarters" with boat monitors. In the case of dangerous weather conditions (high winds, lightning, etc.) the boat monitors will not send participants out onto the waters. The short (4-hour) paddle segment will start at the boat access at Gale Woods Farm and may finish at the DNR public access (depending on final course design). The long (8-hour) paddle segment will start and finish at the Gale Woods access. No overland portages will be required for either course. Race rules require all participants to wear an approved bike helmet and have a functioning rear blinking taillight while riding on any public roads or bike trails. Race rules will require obeying of all traffic rules/regulations as well as yielding right-of-way and courtesy to the general public who will be sharing the routes. Failure to yield such right-of- way may result in loss of points and/or disqualification. Within the parks, biking will be on a combination of paved, un-paved, and single track trails. 8-Hour Course: As shown on the overview map in black, the bike course is described as follows: • Bike approx. 5 miles from Lake Minnetonka Park north to Gale Woods Farm via Cry. 44, Westedge Blvd, and the Dakota Rail Trail. Participants will spend time in Gale Woods trekking and paddling before heading back out on bikes. • Bike approx.. 9.5 miles from Gale Woods to Carver Park via the Dakota Rail Trail, Cry 155, Laketown Pkwy, and Parlay Lake Road. Bikers will enter Carver Park in the SW corner of the park as approved by Three Rivers. Participants will spend time in Carver Park trekking, doing archery, and mountain biking before heading back out on bikes. • Bike approx. 7 miles from Carver Park back to the race headquarters at Lake Minnetonka Park via Carver Park paved bike trails and possibly a short distance on Cry Road 11. 4-Hour Course: As shown on the overview map in pink, the bike course is described as follows: • Prior to reporting to race headquarters, participants will drop bikes off at a designated location at the DNR public access on Whaletail Lake. • Immediately upon starting at Lake Minnetonka Park, participants will load a bus and be transported to Gale Woods Farm where they will do trekking and then paddling to the DNR access. • Bike approx. 6 miles from the DNR access to Carver Park via Highland Road, the Dakota Rail Trail, State Hwy 7, and Victoria Drive (Cry 11). Riders will cross to the north side of Hwy 7 by crossing on the regional bike trail bridge, then looping back north to the wide paved shoulder on Hwy 7. Smith stated that, as Planning Commission is aware, the City added regulations related to murals to the sign code. Those regulations limit the placement of murals away from the front of the lot. As the 2378 Wilshire Boulevard lot is a corner lot, these regulations impact two facades. The applicant is requesting a variation to allow artwork / murals on all building elevations. The request was distributed to the customary list of agencies. Information about the Planning Commission consideration of the proposed murals was also sent to neighbors. No comments have been received. Staff is supportive of this request as it seen as an enhancement to the building and adds brightness to an otherwise light fayade. During discussion Rosener asked if the murals were on a rear or side fayade, would it have to come before the Planning Commission. Smith noted that it would come before Planning Commission regardless of the side as murals require their review. Smith also noted that the regulations for murals are new, and upon applying them, Staff may consider moving the regulations out of the sign code to another location within the city code. The process for review would likely remain the same52cEnaney noted that the proposed design looks cheery and cohesive and appreciates the limited scope of the murals. Rosener expressed appreciation to the applicant for what she has been doing to remodel the building. The applicant, Molly Williams, noted that she will not be painting the mural, she is hiring an experienced mural artist from St. Paul. She also noted that the building faces the school, so it is nice that the mural will face the kids. Williams also explained how the imagery in the mural is representative of their company branding and intentions. McEnany stated she appreciated what had been done to the interior of the building and noted that the mural on the outside will be complimentary to the other improvements. Wacker stated that the mural meets the intent of the mural regulations. She also noted that the building is architecturally odd, so the addition of the mural is a good enhancement to the building. The Bright Spot is being developed as a community -centered space designed to bring people together for connection, creativity, and collaboration. As part of this vision, we are proposing a series of professionally designed exterior murals on select fagade elevations to create a welcoming and visually engaging environment. Scope of Request We are requesting approval to install mural graphics on the following building elevations: • North/side elevation: approximately 10'l" length x 14'9" height ft (150 square feet) • West elevation: approximately27' length x 14'9" height ft = (400 square feet) + 11'4"H x 16'3"L = (185 sgft) • South elevation: approximately 11'4" height 26'9" length ft (307 square feet) + 12"H x 16'3"L = (195 sgft) • East elevation: approximately29'6" length x 13'6" height ft (390 square feet) Mural Design Intent The proposed murals consist of abstract, colorful geometric forms designed to complement the building's architecture. Instead, it is intended to function as public art —adding visual interest, warmth, and a sense of identityto the buildingwhile contributing positivelyto the surrounding area. Basis for Variance Request • Hardship due to buildingform and scale: The size and blank fagade surfaces of the building create a unique condition where strict adherence to the sign code limits the ability to activate the exterior in a meaningfulway. • Alignment with ordinance intent: The murals are not signage in the traditional sense, as they do not advertise a business or product. Rather, they serve as architectural and artistic enhancements that support the visual quality of the built environment. 57 • Positive community impact: The murals are designed to create a welcoming presence, contribute to placemaking, and reflect the community -oriented purpose of The Bright Spot. Meisel also stated she had calls from residents in the neighborhood stating that they use private property for fishing. After discussion it was decided that the no fishing regulation was meant for the Lost Lake Greenway area, which is public property. John Dean asked for direction from Council as to what area they want included in the no fishing regulation. The findings in the proposed ordinance state there would be an inherit risk to the public and he disagree because he believes the Greenway is community open space, public lands and waters, it's being financed by public funds, and he thinks fishing is an important youth and family activity and should be allowed in part of that area. Discussion followed regarding the Council's different opinions about fishing adjacent to a public pedestrian walkway. MOTION by Brown, seconded by Hanus to pass the following ordinance. The following voted in favor: Brown, Hanus, Meisel and Osmek. The following voted against: Meyer. Motion carried. Comments & Suggestions from Citizens Present on Any Item Not on the Agenda David Beede of Harrison Harbor Twinhomes Association, presented a letter to the Council requesting change in the present ordinance that regulates trapping of beaver. He stated that by the time the situation is brought before the Council, the beaver have already done extensive damage. John Dean suggested checking with the Police Chief and state statute to determine if we can permit the Police Department, or designee, to issue a trapping permit. Signs to be posted, be amended to read as follows: Signs shall be posted at suitable locations within the regulated area of city lands at that portion of the Lost Lake Channel as described in city Resolution 03-28 and at or near the entry of multiple slip dock complexes that contain 10 or more multiple slip sites, informing the public that fishing is prohibited, along with other prohibited activities, within the area where signage is posted. That Chapter 78, Section 78-101, Application Procedure, be amended to read as follows: (d) Refund of Submitted Fees/Surrender of License. An applicant/licensee who is withdrawing from the program and surrendering the dock license may request a refund of fees paid less an administrative fee as established by the City, if a request to terminate is made in writing to the Dock Administration. Requests must be received at City offices by/on May March 15th or must have the postmark of the United States Post Office by May -March 15th of the boating season. If an abutting property is sold between March 16th and December 31 st antes Raid by the seller will be credited to the new owner and the seller will not be entitled to any refunds. This is subject to their discretion and can change as boat sizes change or other unforeseen issues arise. (2) Before being eligible to be a Secondary Site Holder, that individual must have been on the waiting list the previous season and must have renewed their waiting list 76 Waterways Sec. 78-10. Signs shall be posted at suitable locations within the regulated area of city lands at that portion of the Lost Lake Channel as described in city Resolution 03-28 and at or near the entry of multiple slip dock complexes that contain 10 or more multiple slip sites, informing the public that fishing is prohibited, along with other prohibited activities, within the area where signage is posted. The following words, terms, and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning: Hire means the asking or receiving of compensation in the form of money, good, or thing of value. Motor boat includes any watercraft of any type whatsoever and propelled by motor. Passenger means any human being. 78:3 77
