The City Council of the City of Mound, Hennepin County, Minnesota, met in special
session on Wednesday, February 6, 2002, at 7:00 p:m. in the council chambers at 5341
Maywood Road in said City.
Councilmembers Present: Mayor Pat Meisel; Councilmembers Bob Brown, Mark
Hanus, David Osmek, and Peter Meyer.
Others Present: City Manager, Kandis Hanson; City Clerk, Bonnie Ritter, Community
Development Director, Sarah Smith; Parks Director, Jim Fackler; Fire Chief, Greg
Pederson; Finance Director, Gino Businaro; Police Chief, Len Harrell; Tim Palm, Greg
Palm, Jeff Anderson, Jim Prosser of Ehlers & Associates; Mary Ippel of Bdggs &
Morgan; Nancy Schultz of SEH; Kevin Flaig, Scott Alden.
1. OPEN MEETING
The meeting was celled to order at 7:05 p.m. by Mayor Meisel.
2. INTRODUCTIONS
People in attendance introduced themselves and indicated their affiliation with the City.
3. RESPONSES TO COUNCIL qUESTIONS
Mary Ippel of Briggs & Morgan reviewed the regulations on multiple questions in a
referendum proposal and answered related questions.
4. FINANCIAL IMPACTS
Jim Prosser of Ehlers & Associates reviewed answered questions regarding the two
basic options for financing a municipal building. These options are a lease revenue
bond through another government unit, and a general obligation voted bond.
5. DISCUSSION
Lengthy discussion followed regarding opinions about a referendum versus the
lease/purchase option of financing the proposed public safety facility. The time factor,
plus need for education of the public was also discussed, along with the financial
feasibility of building a facility now versus next year (with construction costs down where
they are now).
Mayor Meisel asked the Council what direction they would go, should they have to
decide now. Hanus and Osmek expressed that they think the issue should go to the
voters in form of a referendum. If the project can be reduced from $6.6 million to $5
million, Brown and Meisel would agree with the lease/purchase option. Meyer is in
favor of the lease/purchase option.

City Manager Henson was asked to meet with the appropriate people to refine numbers
to determine if it's feasible to geta "20-year' building for $5 million, and to report back to
the Council at their February 26'" meeting.
6. ADJOURN
MOTION by Brown, seconded by Osmek to adjourn at 9:45 p.m. All voted in favor.
