2002-12-23 MOUND CITY COUNCIL MINUTES
DECEMBER 23, 2002
The City Council of the City of Mound, Hennepin County, Minnesota, met in special
session on Monday, December 23, 2002, at 7:00 p.m. in the council chambers of City
Hall.
Members Present: Mayor Pat Meisel; Councilmembers Bob Brown, Mark Hanus, David
Osmek and Peter Meyer.
Others Present: City Attorney John Dean, Acting City Manager Gino Businaro, City
Clerk Bonnie Rifler, Building Official Matt Simoneau, Carl Palmquist.
1. OPEN MEETING
Mayor Meisel called the meeting to order at 7:00 p.m.
2. PLEDGE OF ALLEGIANCE
3. APPROVE AGENDA
MOTION by Brown, seconded by Hanus to approve the agenda. All voted in favor.
Motion carried.
4. UNITED STATES POST OFFICE LEASE EXTENSION
Discussion took place as to the history of the lease and events leading to this point.
MOTION by Meisel, seconded by Brown to extend the current lease with the USPS from
December 16, 2002 through January 5, 2003 for a one time payment of $2542 plus
legal and administrative costs. All voted in favor. Motion carried.
5. DISCUSSION/ACTION ON SECOND AMENDMENT TO SUBDIVISION
AGREEMENT AND APPROVING DECLARATION OF EASEMENT (METROPLAINS)
John Dean explained that the amendment is to allow earlier conveyance of the trail
easements.
MOTION by Osmek, seconded by Brown to adopt the following resolution. All voted in
favor. Motion carried.
RESOLUTION NO. 02-121: RESOLUTION APPROVING SECOND AMENDMENT TO
SUBDIVISION AGREEMENT AND APPROVING DECLARATION OF EASEMENT
6. TEMPORARY OCCUPANCY PERMIT - 4500 DENBIGH ROAD
Matt Simoneau reviewed the request for temporary occupancy permit by Carl & Patricia
Palmquist, 4500 Denbigh Road.
Discussion followed regarding the amount of, and need for an escrow deposit to ensure
the completion of the retaining walls, along with a time deadline for completion of the

walls, and a deadline for applicant returning the signed occupancy agreement to the
City.
MOTION by Brown, seconded by Osmek to adopt the following resolution as amended.
Brown called for the vote. The following voted in favor: Brown, Hanus, Meisel and
Osmek. The following voted against: Meyer. Motion carried.
RESOLUTION NO. 02-122: RESOLUTION TO APPROVE A TEMPORARY
CERTIFICATE OF OCCUPANCY FOR THE SINGLE-FAMILY HOME LOCATED AT
4500 DENBIGH ROAD.
7. ADJOURN
MOTION by Osmek, seconded by Brown to adjourn at 7:52 p.m. All voted in favor.
Motion carried.
