MINUTES - MOUND CITI COUNCIL - BOARD OF REVIEW
MAI 27, 1986
Pursuant to due call and notice thereof, the Board of Review
convened in the Council Chambers of the City of Mound, Hennepln
County, Minnesota, at 5341 Maywood Road, in said City on May 27,
1986, at 7:00P.M.
Those present were: Mayor Bob Polston, Councilmembers Phyllis
Jessen, Gary Paulsen and Russ Peterson. Councilmember Steve
Smith arrived at 7:20 P.M. Also present were: City Manager Ed
Shukle, City Clerk Fran Clark, Hennepin County Asessors Milt Hilk
and Keith Rennerfeldt.
Mayor Polston opened the Board of Review and explained that this
meeting is to give property owners a chance to question the
market value placed on their property by the County Assessor as
of January 2, 1986. He explained that each person would, be heard
and the Board of ReView will reconvene ~at a later 'date and bring
back their final decision on each property·

all asked to have the value of their property rechecked because
they felt it was too high.

The City Council of Mound, Hennepin County, Minnesota, met in
regular session on Tuesday, May 27, 1986, at 7:50 P.M. in the
.Council Chambers at 5341 Maywood Road, in said City.
Those present were: Mayor Bob Polston, Councilmembers Phyllis
Jessen, Gary Paulsen, Russ Peterson and Steve Smith. Also
present were: City Manager Edward J. Shukle, Jr., City Clerk
Fran Clark, City Attorney Jim Larson, City Engineer John Cameron,
Building Official Jan Bertrand, Finance Director John Norman,
City Auditor Gary Groen, Fire Chief Don Bryce, Park Director Jim
Fackler, and the following interested citizens: Reuben Hartman,
Vern Nichols', Buzz Sycks, Larry Connolly, Barry Schneider, Creigh
Thompson, Richard Williams, Leonard Koehnen.
The Mayor'.opened the meeting and welcomed the .people in
attendance. He then asked that certain items on the Agenda be
taken first so people did not have to wait'.
The Minutes from the May 13, 1986, Regular Council Meeting were
presented for consideration. Councilmember Peterson asked that
the vote on the motion at the top of page 989 be corrected to
read as follows: "The vote was 3 in favor with Peterson and
Polston voting nay."
MOTION made by Peterson, seconded by Smith to approve the
Minutes of the May 13~ 1986, Regular Meeting as corrected.
The vote was unanimously in favor. Motion carried.

PUBLIC HEARING: DELINOUENT UTILITY BILLS
The Mayor opened the public hearing and asked if there was anyone
present who wished to address the Council regarding a delinquent
utility bill. No one responded.. The Mayor closed the public
hearing.
The Council then moved to item #4 on the Agenda.

discussion the Council stated that item #8 should .read as

The Building Official explained that the applicant has requested
a lot split/subdivision as shown on Exhibit "A" or "B"'~ Staff
and the Planning Commission are recommending the plan as shown on
Exhibit "A" which would bring one parcel to 5,930 square feet
(within 10% of the required 6,000 square feet) and would require
the existing home on Lot 14 to be removed to allow the division
line .'through the west portion of the house. The topography on
Lot 13 has an approximate slope of 10 to 12% and this would not
be allowed, to increase. The Building Official also recommended
that the driveway entrance for Lot 13 be restricted'.to Windsor
Road. The other recommendations are in the proposed resolution
on Pages 1024 and 1025 of the packet. Mr. Reuben Hartman asked
if there would only be one drivway for the two parcels. The
Building Official answered that there would be 2 separate
driveways, one on each lot.

for a variance to allow the construction of a 20 x 26 foot
attached garage to be placed 4 feet from the side lot line with a
one foot gable overhang. The Staff and the Planning Commission
recommend approval due to the topography of the lot. They
further recognized the existing 9 foot setback to the north
property line; and required that the applicant install 5/8 inch
type X sheetrock or equal to the inside garage wall on the south
lot line; allowing a maximum of a 2 foot overhang.

lq85 FINANCIAL AUDIT
The City Manager introduced Gary Groen from'Abdo, Abdo & Eick.
Mr. Groen and Finance Director John Norman highlighted the
General Fund, Special Revenue Funds, Special Assessment Funds and
the Enterprise Funds in the 1985 Audit.

Mr. Groen reported that the reserves in the General Fund, which
are used to cover expenses until revenue payments are received,
are at about 28% of the budgeted expenses. He stated that with
the elimination of Federal Revenue Sharing Funds~ these reserves
will have to be evaluated on an ongoing basis, because Revenue
Sharing was where most of the capital outlay items were funded.
Councilmember Smith asked what percentage Mr. Groen would advise
was a healthy reserve balance. Mr. Groen stated that he thought
35 to 40% of next years budget would be a good percentage.
In the Special Revenue Funds Mr. Groen pointed out that two items
would have to be reimbursed by the General Fund, CDBG in the
amount of $5,534. and LAW CON in the amouht of $1,194. He
explained that these were probably ineligible expenses for the
particular grants. The Council asked for a list of the
ineligible expenses to be brought to the next meeting.
The Special Assessment Funds were explained.
The Enterprise Funds were reviewed. These are the Liquor, Water
and Sewer Funds. The Council discussed having a 3 to 5 year plan
for the Water Fund which would consist of production costs, etc.
and a projection of rates needed to fund to the Water Dept. The
Council was reminded that water rates had not been increased
since 1983 until January 1, 1986.
'The Mayor asked that a copy of the Audit be placed in the Library
for the~ public as well as having extra copies at City Hall if
someone wished to look it over.
Smith moved and Jessen seconded the following resolution:

DISCUSSION: LOST LAKE MARKET ANALYSIS
The City Manager asked 'for direction from the Council on which of
the 3 firms who submitted proposals they would like to see do the
study. Jessen, Paulsen, Peterson and Smith stated they would
like to let the City Manager choose one of the proposals and
firms. Mayor Polston stated he still cannot understand why we
should spend taxpayers money doing a market study which is the
responsibility of the ultimate developer.
Mr. Buzz Sykes stated that his group has already done a market
study with co-developers, Kraus-Anderson, who are number one in
the area.

MOTION made by Peterson, seconded by Paulsen directing the
City Manager to proceed with interviewing the firms who
responded to the Request for Proposals and hiring the one he
feels is most qualified. The vote was 4 in favor with Mayor
Polston voting nay. Motion carried.
The Mayor stated he would like a letter from Larry Blackstad of
Hennepin County stating that this study is an eligible expense
under the CDBG funding guidelines.
The Council then moved to item #8 on the Agenda.
CITY OF MINNETRISTA'S REOUEST FOR UTILITIES
The City Engineer reviewed his letter of May 22, 1986, and the
Fire Chief's letter dated May 21, 1986, with the council. The
loop which was proposed from the main at the end of Maple Road
through the proposed plat (Maple Hills) to the main at the
intersection of County Road 15 and West Edge Blvd.'would.provide
adequate pressure for domestic use, but it would not provide
enough residual pressure to provide adequate water supply for
fire protection in the proposed Maple Hills Estates without the
use of tanker procedures. The Council discussed this problem at
great length and decided that they need to address this problem
with a permanent solution if there is to be future development in
this area of. Minnetrista which will require the use of Mound
.utilities.
The City Engineer stated that there'is another option and that is
to loop the entire system in the Dutch Lake area with the
Highlands water tower. This would significantly improve the
residual pressure for fire fighting and also the static pressure
for domestic, use. A ballpark figure for the approximate 2100
feet of main to be installed would be $75,000. Then any future
development in this area would be covered. Approximately 650
feet of 10" watermain would be the requirement of the developers,
leaving roughly 1500 feet to finish the loop.
MOTION'made by Paulsen, seconded by Jessen to authorize the
Staff t° negotiate with the City of Minnetrista on sharing
the costs of placing a 10" watermain loop from the Dutch Lake
area to the Highlands water tower to accomodate Minnetrista's
future development in that area. Secondary would be the loop
for Maple Hills. The vote was unanimously in favor. Motion
carried.
DOCK PROPOSAL FOR LOST LAKE ADDITION
Park Director Jim Fackler, was present and stated that Mr. Barry
Schneider is requesting that we make the 280 feet of shoreline on
the already dredged Lost Lake Channel, available for nine dock
sites (30 foot spacing). He is asking that these dock sites then
be restricted to the residents from this Lost Lake Addition.

All the provisions in the Dock Ordinance #332 would apply and the
City would maintain control of the dock area. The City would
collect dock fees for all nine sites and inspections would be
made by the Dock Inspector. Mr. Fackler stated that 3 of the
sites would be only for abutting property owners and would be
guaranteed and 6 docks would be public.
The Council discussed the need for a public access across the
drainage area. Councilmember Jessen asked that the drainage area
not be filled in.
Mayor Polston stated that he would like to have the City Attorney
look into this proposal before the Council acts.
MOTION made by Paulsen, seconded by Peterson to ask the City
Attorney to review this proposal to make sure the Council
would not be violating any Commons laws by dedicating this
dock site area for a private subdivision and having him write
up some covenants for this area including that the
subdivision would maintain the drainage area and provide
a public access. The vote was unanimously in favor. Motion
carried.
PROPOSED BUDGET RESOLUTION - COUNCILMEMBER SMITH
Councilmember Smith presented a resolution entitled, "Resolution
Establishing Policy Directions, Goals and Objectives for the City
Manager on Developing the 1987 Budget Requests". There was
discussion on the proposed resolution. The City Manager stated
that the Budget process has not started yet and all the factors
are not in to give a clear picture of what will be required in
1987.
Smith moved the following resolution:

HOUSE OF MOY RESTAURANT LICENSE
The Fire Chief reported that the fire extinguishers are now in
place at the House of Moy.
MOTION made by Paulsen, seconded by Peterson to authorize the
issuance of a Restaurant License to the House of Moy.
License to expire on April 30, 1987. The vote was
unanimously in favor. Motion carried. "
CABLE T.V. COMMITTEE APPOINTMENT
The Council asked that the Committee meet and interview the
people who have expressed an interest and then they make a
recommendation to the Council on who they would like to see fill
the one position that is open. No action was taken.
PAYMENT OF BILLS ..
The bills were presented for consideration.
MOTION made by Jessen, seconded by paUlsen to approve the
payment of bills as presented on the pre-list, in the amount
of $418,875.69, when funds are available. A roll call vote
was unanimously in favor. Motion carried.
COMMENDATIONS FOR CIVIC LEADERS
Mayor Polston stated that he would like to offer to suggested
commendations for civic leaders.
Polston moved and Peterson seconded the following resolution:

MOTION made by Polston, seconded by Jessen to make a
presentation to Bill Goblirsch who is retiring as Chairman of

and declare that day Bill Goblirsch Day in the City of Mound.
The vote was unanimously in favor. Motion carried.
EXECUTIVE SESSION
The Council then went into Executive Session to discuss the
Contel matter at 10:30 P.M. The Council returned from Executive
Session at 10:40 P.M.
MOTION made by Paulsen, seconded by Peterson to give Contel
until June 30, 1986, to provide our rate analyist with the
correct figures and information that they have stated was
incorrect when our rate analyst presented his report sometime

SUBJECT: Lot Size and Existing Setback Variance
EXISTING ZONING: R-2 Single Family Residential
The applicant, Mr. Green, has applied for a variance to recognize the existing
three foot side yard setback and lot size of 4,425 square feet+ to allow emer-
gency construction repairs and improvements to his existing building at 1724
Shorewood Lane. The applicant has enclosed a letter of explanation for the
removal of the second story from his home. During the Memorial Day weekend,
it was discovered after a permit was issued for squaring up the south second
floor of his existing building that there were rotted conditions within the
wall and more repairs were necessary to continue remodeling. The applicant
has proceeded to start roughing up a new second story to conform with a total
floor area wall heights of 7 foot 6 inches. The former second floor had
approximately one half the floor area of the new framed portion.
The R-2 single family zoning district requires 6,000 square foot of lot area;
side yard setbacks of 6 feet and front yard of 20 feet, lakeshore setback of
50 foot.
RE.COMMENDATION: Staff recommends the approval of the requested variance to
allow the homeowner to complete the second floor addition to
his home by making the necessary stkuctural modifications to
the entire building. Upon the condition that the homeowner
have the property surveyed, the entire building be brought up
to current building Code requirements for wiring, plumbing,
and heating, all structural modifications are to be drawn up
with scaled drawings (blueprints) and listed on the specifi-
cation sheet to be submitted to the Building Official within
thirty days. Upon further condition, the applicant will be
allowed to secure the second floor addition through the framing
stage to weatherize with proper roofing, siding and windows.
The abutting neighbors have been notified.

WHEREAS, Mr. Green has applied for a variance to recognize the
the existing 3 foOt+ side yard setback to the dwelling and an undersized
lot of 4, 425 square feet+ to allow emergency construction repairs and
improvements and to raise the second floor of the home to make improvements
to his existing building at 1724 Shorewood Lane; and
WHEREAS, the City Code requires 6,000 square foot of lot area in
the R-2 Single Family Zoning District with a side yard setback of 6 feet; and
WHEREAS, the Planning Commission has reviewed the request and does
recommend~approval of the lot size and setback variances due to the narrowness
and shallowness of the lot with certain conditions.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Mound, Minnesota, does hereby approve the variances as requested upon the
following conditions for Lot 18, Block 4, Shadywood Point, PID Number 13-117-24
11 0018 (1724 Shorewood Lane):
1. The second floor addition of this home and to make necessary
structural modifications to the entire building.
The building is to be brought up to current building code require-
ments for wiring, plumbing and heating; all structural modifications
are to be drawn up with scaled drawings (blueprints) and listed on
the specification sheet to be submitted to the Building Official.
3. The applicant will be allowed to weatherize the second floor
addition with proper roofing, siding and windows.
4. A registered land survey will be submitted of the property.

As requested, we have reviewed the proposed street vacation and land
exchange and have the following comments and recommendations.

As far as we are aware there a~e no City utilities that would be
affected by this street vacation.
From an engineering standpoint and after a field investigation, the
land exchange did not appear to be detrimental to the City property,
but upon reviewin9 the survey and talkin9 with the City Parks
Department, we would have to recommend against this street vacation.
We feel that the portion of Cresent Road bain9 considered for vacation
is more usable to the City than that portion of Lots 2 and 4, which
they would receive in trade.

We would suggest that the Park Commission review this proposal and
9ive a'recommendation to the Planning Commission and City Council.

trading portion of Lots 2 and 4 for the portion of Cresent proposed to be
vacated. James' L. St. George was present.
The Building Official, Jan Bertrand, explained that Mr. St.. George is suggesting
that we trade land with him in'order, to make Lot 1 more of a rectangle shape:and a
buildab)e:.site. His survey shows that he is surrounded by 4 streets' Heron
Lane is unimproved as is Cresent.Road.. Sparrow Road ls improved and so is
Sumach Lane to the park. The City sent.out.notifications to the abutting
neighbors and utility companies. Hinnegasco, Contel and the Police Department
have responded'and'seeno need for this .portion of. the street. The City Engineer
stated there are. nD.utilities in' this. portion, but his recommendation would go
along wi.th, the 'Public Works Departmen-t; They use thi. s portion of land for
storing snow )n the winter, She stated applicant would probably need variances
in order to make proposed lot a buildable site.
Mr. St. George stated'the City'has been dumping snow on his land for years. He
thought they could dump off of Sumach and push'Snow back. He believes he will
be able to get another building site (6,O00.square foot rectangular lot) if
portion 'of street'iS vacated and trade is made....He stated shoreline'is eroding
and there is only about 15 feet between Lot.4 and the-lak~ Sumach Lane is im-
proved'down to the entrance to Cresent Park.
The. commission dis'cussed"the request. C°mmissioner Byrnes stated Cresent is
flat' and.he thought there might be more of an area to pile snow and it was low
enough not to interfere with.view from hous&, He thought they could drive .in
and drop the 'snow. Tax base would be increased if a house were built.
The Chair opened the.public'hearing. No one responded, so Chair closed the
public hearing..
Byrnes moved to-recommend granting this request. There was no second, so'
motion died.
Michael moved a second moti.on, which.was seconded by Reese to recommend the
denial of ~he request based on'.the. Ci'ty'Englneer's and City Street Superin-
tendent's recommendations.
The'Commission questioned.what the Park Department's recommendation was. The
Building Official stated the Park Commission denied the request at their meeting'
and the Park Director, whi)e they don't use the park that much, reiterated that
the Street Department needs a place to store things and drop off the snow. It
would narrow the access. The Commission suggested applicant find out number of
square feet proposed lot' would have 'and setbacks for a proposed building before
the public hearing.
The vote on the motion was all in favor of denial except Byrnes voted against.
Motion carried.
The Council will be asked to set the public hearing for the June lOth meeting.

The position that the proposed project is fundable as an activity benefiting
ow and moderate income persons is supported by the following discussion of
previous commitments of CDBG funds and HUD support for the reuse of the Tonka
Toys Plant.
In mid 1982~ Tonka Toys publicly announced the relocation of its production
and distribution operations from Mound and Spring Park, Minnesota to E1 Paso;
Texas and Cudad Juarez~ Mexico, with suspension of these activities in
Minnesota by July~ 1983.
Subsequent to the Tonka Toys announcement~ the Mound City Manager contacted
Hennepin County to explore if and how CDBG funds could be used to assist the
public/private efforts aimed at finding reuses for the Tonka Toys facility.
OD December 7~ 1982~ representatives for Tonka Toys; the City of Mound.
Hennepin County and Congressman Sikorski's staff met with Robert Gerber~
Acting Area HUD Office Manager and the Community Planning and Development
staff to discuss the question of how CDBG funds could be used to aid the
Tonka Toys reuse efforts and to evaluate the possibility of UDAG eligibility
and any other available funding programs. At this meeting HUD assured that
CDBG funds could be used for economic development consistent with the
Hennepin County Statement of Objectives and that specifically public improve-
ments necessary to support the redevelopment/reuse efforts were appropriate
for funding.

As directed by the City Council at their regular meeting on December 17,
1985, we are herein submitting the preiiminazy report for an improvement
project to upgzade portions of Lynwood Boulevard and Falrview LanE. The
Puz'pose of 'the project is to strengthen 'the existing pavement to a degree to
which it can accomodate the heavier volumes of L~uck L~afflc generated by the
~dditton of truckloadfng docks to.the 8aIboa building.
~ENEP~: Both Lynwood Bouievard and Fairview Lane are M.S.A. designated
streets and were upgraded with city monies as part of the 1980 Street
Improvements. The abutting p~operties were 'assessed for these improvements on
'the same basis as properties adjacent to standard city streets included in the
overall Improvement Program. The street section used was designed for a 5 ton
loading, which as was stated at the council meeting, needs to be posted each
spring.' Lynwood Boulevar~ .was constructed'32 feet wide with a vertical face
concrete curb and gutter, where as Fairvtew Lane was cOnstructed 28' wide With
a surmountable concrete curb and gutter.
~DESI9~: The initially proposed Oesign would bring the strength of these
two streets into conformance with Minnesota Department of Transportation
standards for a M.S.A. 9 ton street. These standards require a gravel
equivalency (9.E.) rating between 18 and ig. The 9. E. ratin9 of the present
street is 10.4. To increase the rating to meet the standard for a 9 ton street
required approximately ~-l/2 inches of bituminous wear course (Mn/DOT 2~4l)
aOded to the present surface. -This presented a problem because this amount of
overlay would practically fill the existing gutters.

We recommend an alternate phased approach to be take. The first phase
involves upgrading the streets to a 7 ton design.. If future traffic and road
wear necessitated additional strength, then phase, two wouid construct the road
to a 9 ton design. The first step of.phase one wouid be to mill off the
present 1-1/2" wear course to a distance of 4 feet out from the lip of the
existing concrete gutter. This area would then be filled with a bituminous
wedge tapering from i-1/2" down to 1/2" at the edge of ~the concrete gutter.
Any patching or ieveiing on the .remainder of the street Wouid aiso be done at
this time. The third step would be to overlay the entire street with a 2"
bituminous wearing course with a smai1 taper at the edges. EnCiosed is a
drawing which shows the proposed sections. This procedure wouid resuit in a
street with a G.E. of 14.9 in the traffic area, which is a 7 ton.design- The
performance of this section would be .closely watched and if it appears to be
failing, ~he additional 1-1/2" bitu~nous overlay would be added. This last
1-1/2" overlay would overlap the existing concrete gutter.
We are proposing that the work to be done on Lynwood Boulevard incluOe-°nlY
that portion between Belmont Lane and the point where trucks will enter the
street from the Balboa.parking lot. The remainder Of Lynwood Boulevard to the
east would be posted for no truck traffic. Fairview Lane would be improved
from coUnty Road' 15 south to the railroad tracks.

CO_~ST: Enclosed is -- two estimates of $17,000.00 is the

savings that could be realizeO by using the 7 t
include 15% for engineering, legal, fiscal and administrative costs.
ASSESSMENTS: We would sugges{ that total cost of this project be assessed
against the Balboa property. The reason for the project is to accom~date
truck traffic generated by the new tenants. The existing 5 ton design on
Lynwood Boulevard and FairvieW Lane was strong enough for the passenger vehicle
traffic from Tonka Toys but not for the trucks from the proposed uses.

~ONCLU~IO~: As Previously s~ated in this report, we would recommend that
the two streets be upgraded to a 7 ton. design. Further more they should be
monitored closeiy and if any signs of fa/lure occur, they shouid.be overlayed
with the addttonai i-i/2,, of bituminous wea~lng course. The cost for this
additional overlay, if needed, would also be the responsibility of the 8aiboa
Property.

As directed by the Council at their last meeting, we have prepared a
detailed cost estimate and proposed assessment roll for connecting the 10"
watermains in West Edge Boulevard. Enclosed are these estimates and the
proposed assessment.
The 10" watermain extension (Part A) necessary to serve the proposed 22 lot
subdivision adjacent to West Edge Boulevard between County Road 15 and Wood
Edge Road is estimated to cost $29,~00.00. We are suggesting that this 680
foot extension be paid for by the Developer in Minnetrista, except for the cost
of oversizing the main from 6" to 10". The oversizing cost of approximately
$4,760.00 (680 L.F. ~ $7.00/LF) would be paid by the City of Mound. This
portion of the 10" watermain extension should be constructed in conjunction
with the proposed street improvements of West Edge Boulevard between County
Road 15 and Wood Edge Road.
The remaining 10" watermain extension (Part B) necessary to loop the system
back to the highlands water tower is estimated to cost $79,000. The oversizing
cost for this project is estimated at $10,850.00 which we are suggesting be the
City of Mound's responsibility. The remaining estimated project cost of
$68,150.00 is proposed to be assessed to the benefitting properties.
Due to the fact that this watermain project is located within the City
limits of Minnetrista, the City of Mound can not access these costs directly.

If the parcels responsible for paying for the project do not wish to have these
costs assessed to their property by Ninnetrista, then Mound would need to defer
the assessments and charge the individual parcels at such time water service is
requested. This charge should not only include the original assessment but
also interest charges. The problem with this method of financing the project
is that Nound would need to provide the project money up front and then be
reimbursed as the assessments are paid or the connection charges are collected.

questions you may have.

Dear Honorable Mayor and Council Me~oers:
As requested by the Council, we have investigated further .~the affects the
proposed watermain extension would have on domestic use and fire fighting
capabilities. Under separate cover you should have a report from the ~ound
Fire Chief, which we assume explains his findings on the existing conditions
relating to fire fighting. We will address the question of what the impacts to
domestic service would result from the proposed extension serving the 9
residential lots in Minnetrista.
First, we would like to confirm our findinDs as stated in our letter of
April 22, 1986, a copy of which is enclosed. By looping the proposed watermain
from the main at the end of Maple Road through the proposed plat to the main at
the intersection of County Road 15 and West Edge Boulevard, the 9 lots would be
provided with pressure adequate for domestic use. By adequate pressure, we
.would anticipate a range of 35 to 37 P.S.I. static pressure at the proposed
hydrants. This additional demand should not affect the water pressure to any
of the homes in-Mound served by the present system.
As stated in Don Bryce's letter, currently the pressure drop is very
sign£ficant when a pumper is connected to the hydrants in this area, especially
the one at the end of Maple Road. The hydrant on County Road 15 at-West Edge
Boulevard drops from 40 R.S.I. to approximately 20 R.S.I. with a nozzle
pressure of 140 P.S.I. from th? pumper. We can predict what will happen at
these two hydrants and the proposed hydrants if a main is looped through the
proposed subdivision. The residual pressure on the hydrant at the end of Maple
Road would be increased from 0 to 5 or 10 P.S.I. with a fire pumper connected
using one 2 1/2" hose. On the other hand, the hydrant at CountyRoad 15 will
probably drop to approximately 15 R.S.I. under the same conditions. The
residual pressure at the new hydrants in the proposed subdivision will fall
somewhere in between.
One other item we would like to bring to the Council's attention is the
possibility of connecting this section of the water system to the existing 10"
main which presently ends at the intersection of West Edge 8oulevard and

Halsted Lane. This additional main would loop the entire system in the Dutch
Lake a~ea with the Highlands water tower, and 'significantly improve the
residual presstme for fire fighting and also static pressure for domestic use.
At the p~esent time, approximately 2100 feet exists between the ends of the two
iO" mains. We would estimate this connection to cost in the neighborhood of
$75,000.00. If the other development proposed in Minnet~ista for the a~ea
south of County Road 15 and west of West Edge Boulevard proceeds, this

The Hound Fire Department has been requested to comment on the proposed
Haple Hill Estates development and associated water main extension'by
John Cameron of HcCombs-Knutson. Assoclates, Inc. 'We were specifically
requested to comment on the water supply that would result from the
proposed water main extension. ..
On Wednesday, Hay lq, 1~86, the Hound Fire.Department conducted a series
of water flow tests to evaluate the static and residual water pressures
at the'hydrants that the proposed water main extension would be tied into.
The static hydrant pressure is the pressure at a hydrant with no other
sources of water in demand~ The residual pressure is the pressure re-
maining at a hudrant when there is demand, such as a fire truck, which
lowers the remainlng'available water supply. This concept is'improtant
in determining .the available water supply for fire fighting.
The fire department checked three hydrants in their evaluation.

Based on these results, it is my opinion that the proposed water main
extension will not provide an adequate water supply for fire protection
in the proposed Maple Hill Estates development. Additional water would
have to be hauled |n by tanker to fight a structural fire with the water
main extension as proposed.
Last, the ISO rating of the City of Hound will not be affected by this
new development, while the new development will have the ISO rating of
the City of Minnetrista.

OF MOUND. RELATIVE TO PROVIDING UTILITY SERVICE TO
MINNETRISTA PROPERTY OWNERS IN MAPLE HILLS ESTATES
SUBDIVISION
THIS AGREEMENT, made and entered into this day of
, 1986, by and between the City of Minnetrista, a municipal
corporation, of the County of Hennepin and State of Minnesota, hereinafter
called "Minnetrista", and the City of Mound, a municipal corporation of the
State of Minnesota, hereinafter called "Mound",
County of Hennepin and
WITNESSETH:
WHEREAS, Mound
has inplace water main and sanitary sewer lines
adjacent to the City limits along its boundary with Minnetrista; and
WHEREAS, the area in Minnetrista being sUbdivided into the Maple
Hills Estates Subdivision is isolated from existing water main and sanitary
sewer in' Minnet~ista; and
WHEREAS, Mound has indicated that they will allow water and
sanitary sewer extensions from Mound inplace lines to be connected with the
new construction so that the new construction in the Maple Hills Estates
Subdivision in Minnetrista can be served by said extensions; and
WHEREAS, the parties have mutually agreed that iris in the best
interest of both parties to provide sanitary sewer and water service from
the Mound system to the Minnetrista property owners within the Maple Hills '
Estates Subdivision, and that Minnetrista and residents of the Maple Hills
Estates Subdivision will pay to Mound the following established amounts and
will abide by the rules and regulations established for the Mound system and
as set for.th in this Agreement,
NOW, THEREFORE, in consideration of the mutual covenants and
agreements herein described,
IT IS HEREBY AGREED as follows=
Minnetrista shall construct water and sanitary sewer
extensions from above described Mound utilities to serve
the Maple Hills Estates Subdivision. All plans and
specifications must be reviewed and approved'by the Mound
City. Engineer.
Within the limits established in this agreement, property
owners in Minnetrista shall be allowed to connect to and
become part of the sewer and water system of Mound, and
shall be subject to the .same charges and regulations as
property owners of Mound.
At the time that Minnetrista constructs water and sanitary
'Sewer lines in' the MaPle Hills Estates Subdivision an~

In addition thereto, Minnetrista agrees to pay to Mound
'all costs incurred by Mound for Engineering, Legal, and
Administrative expenses.
Since no property in Mound will be served by the proposed
utility extensions, the entire cost of construction of the
water and sanitary sewer extensions shall be borne by
Minnetrista.
Users in Minnetrista connected to the Mound systems shall
be billed usage charges on the basis of the same water and
sewer rates applicable to users in Mound, said charges tu
be billed directly to the user by Mound. Minnetrista
shall guarantee payment of these charges, subject to the
cooperation of Mound in providing information to
Minnetrista' which will allow Minnetrista to ~pecially
assess unpaid water and sewer use charges against
Minnetrista properties.
Property owners in Minnetrista connecting to the Mound
systems shall be required to obtain connection permits
from Mound for all sewer and water connections and shall
Pay all connection fees in the same amounts and manner as
Mound residents, prior to making any connection to the

Mound shall not be responsible to any person, firm, or
corporation for damages claimed as a result of backing up

Last Fall, the City of Hound was approached by the City of Minnetrista
about allowing a connection to Mound's sanitary sewer and watermain, to provide
City utilities for the proposed plat, Haple Hill Estates. The Council gave
conceptual approval, and we were instructed not to do any additional work until
.the approval process for the proposed plat was further along. Since that time,
the developers have received preliminary approval from Minnetrista and would
now like to finalize their projected development costs and gain approval for
extending Mound'S utilities.
One question'raised by the Hound property owners in the area is the lack of
sufficient water pressure in the Dutch Lake area. We had Mound Rublic Works
take pressure readings at three locations various times of the day, with the
following results. The average main pressure at the hydrants on the end of
Walnut Road and at the last hydrant on West Edge Boulevard south of County Road
No. 15 was 40 R.S.I. The pressure on the hydrant located at the intersection
of County Road No. 15 with West Edge Boulevard and at the hydrant on the end of
Maple Road was 50 R.S.I. The difference in pressure is due mostly to the
difference in elevation between these hydrants. The problem that we foresee in
exfending the watermain in Maple Road and looping it through the proposed
subdivision to:the main in County Road No. 15 will be the pressure, drop within
the new plat. Our calculations show the pressure would be approximately 35
R.S.I. at the end of the proposed cul-de-sac. A desirable City watermain
pre:sure would be approximately in the range of 50 to 60 P.S.I. We do not see
any disadvantage to the City of Hound in allowing this watermain extension; in
fact, Mound would be eliminating 2 dead end watermains. The extension of these
mains should not lower the water pressure to any of the existing homes in
Mound.
We have reviewed the preliminary plat, including the proposed utilities,
that was approved by Minnetrista. The proposed sanitary sewer extension meets
with our approval since the flows do not end up in any of Mound's lift
stations. We do recommend that the City of Mound have the opportunity to
review and approve the final utility plans, because we see items missing, such
as hydrants, gate valves, etc. As was discussed previously, the nine

Residential Equivalency Units (REV'S) will be charged to the City of
Minnetrista and not come from Mound's allotment. Also, the billing for both
water and sewer would come from the City of Mound, but Minnetrista would be
responsible for the maintenance of both the sanitary sewer and watermain
extensions.
We have also arrived at a dollar amount which we feel is a fair figure that
the City of Mound should charge the developer as a fee to connect to the City's
utiiities. The amoun, of $i2,979.89 was arrived at by charging the nine
proposed lots in Minnetrista the same as they wouid be charged if they were
located in Mound and had never paid a sewer or water assessment. Enclosed is a
breakdown of these proposed charges.
We assume that the City Attorney will need to prepare an agreement' which
includes our recommendations and any additional items that the Council may wish
to include. If any Counciimembers shouid have questions or require additional

An Ordinance Amending Sections 11.15,
11.50, 11.80, and 32.07 of the City Code
Relating to Under Age Persons and
Liquor Liability Insurance
The City Code of the City of Mound is hereby amended as follows:
Section 11.15, subsection d. is amended to read as follows:
d. No liquor shall be sold to a-m~mew any person under
the minimum a~e allowed by Chapter 340A of Minnesota
Statutes.
Section 11.50, Subdivision 12, subsections (6) and (7) are amended
to read as follows:
(6) No person under t9 18 years of age shall be employed in
any rooms constituting the place in which intoxicating
liquors are sold at retail "on-sale", except that persons
under t9 18 years of age may be employed to perform the
duties of-~ bus boy or dishwashing services in hotels
or restaurants licensed under the provisions of this
section.
(7) No intoxicating liquor shall be sold' or furnished or
delivered to any intoxicated person, to any habitual
drunkard, to any person under tg-yea~s-e~-age the minimum
a~e allowed by Chapter 340A of Minnesota Statutes.
Section 11.40, Subdivision 14, subsection (1) is amended to read
as follows:
(1). Prior to the issuance of an "on-sale" liquor license,
the applicant shall file (a) a public liability insurance
policy providin~ coverages of at least $ because
of injury to any one person in any one occurrence and
because of injury to two or more persons in
~ny one occurrence and (b) a liquor liability policy
covering liability under, the provisions of Minnesota
Statutes, Section ~40=9~ 340A.801 providing coverages

Section 11.50, Subd. 16 is amended to read as follows:
Subdivision 16. Restrictions Involving Sale to Minors.
(1) No licensee, his agent or employee shall serve or dispense
upon the licensed premises any intoxicating liquor to
any person under the age-e~-t~-yea~s minimum age allowed
by Chapter 340A of Minnesota Statutes; nor shail any
licensee, or his agent or employee, permit any person
under the age-e~-tg-yeaes minimum abe allowed by Chapter
340A of Minnesota Statutes to be furnished or consume
any such liquors on the licensed premises.
(2)
Any person who may appear to the licensee, his employees
or agents to be under the age-e~-tg-yeaes minimum a~e
allowed by Chapter 340A of Minnesota Statutes shall upon
demand of the licensee, his employee or agent, produce
and permit to be examined an identification card, including
a driver's license.
Section 11.80 is amended to read as follows:
Section 11.80. Liability Insurance for Sellers of Intoxicating,
Non-Intoxicatin~ Liquor and Wine. Every person licensed to sell
at retail intoxicating liquor, non-intoxicating malt liquor or
wine at on-sale or off-sale in the City shallv-a~ee-Maeeh-tv-t98~v
demonstrate proof of financial responsibility with regard to liability
imposed by Minnesota Statutes Section ~40=9~ 340A.80I, to the City
Clerk and to the Commissioner of Public Safety as a condition of the
issuance or renewal of his license. Proof of financial responsibility
may be given by filing:
(a) A certificate that there is in effect an insurance policy or
pool providing the following minimum coverages ee-seeh-highe~-ameem~s-as
p~ese~bed-by-$ee~em-t½~0~-$~bd~-t4-e~-~he-~y-~ede-~ee-em-sate
im~e~iea~img-½iq~ee-½ieemses:
(1) $50v~ $ because of bodily injury
to any one person in any one occurrence and, subject to the limit
for any one person, in the amount of $t~v0~D $ because
of bodily injury to two or more persons in any one occurrence,

or destruction of property of others in any one occurrence.

to any one person in any one occurrence, and, subject to the

means of support of two or more persons in any one occurrence.
(3) The certificate shall provide that no payment of any
claim by the insurance company shall in any manner decrease
the coverage provided for in respect to any other claim or
claims brought against the insured or company thereafter.
(b) A bond of a surety company with minimum coverages as
provided in clause (a), or
(c) A certificate of the state treasurer that the licensee has
deposited with him $t0~v~ $ in cash or securities
which may legally be purchased by savings banks or for trust funds
having a market value of $½0~ $ .
(d) The licensee shall provide the certificate and proof
to the City Clerk at the time be applices for a new license or renewal
of his license. The certificate of insurance shall show that all
coverages meet or exceed the requirements of Minnesota Statutes,
Section ~40~tt~-$ub~-~t340A.409~ Subd. (1) and that the insurance
company cannot cancel said insurance until at least 30 days written
notice of said cancellation has been served upon the City. If a
new certificate of insurance is not filed with the City Clerk during
the 30 day period after notice of cancellation, the license to sell
at retail intoxicating, non-intoxicating malt liquor or wine shall
be suspended until a new certificate of insurance is filed with the
City Clerk and the Minnesota Commissioner of Public Safety.
(e) The City Clerk is hereby authorized to waive the foregoing
requirements for non-intoxicating liquor and wine licensees with
sales of less than $10,000 per year ~s i_~f said licensee files an
affidavit from a Certified Public Accountant to show that sales
are under $10,000 per year. The licensee must also file a written
commitment with the City Clerk that if sales reach $10,000, the
licensee will not continue to sell non-intoxicating liquor or wine
until he has filed a certificate of insurance meeting the requirements
set forth in 11.80, Subsections (a) through (d) of this ordinance.
(f) Coverages contained in this ordinance shall be considered
minimum to meet the requirements of Minnesota Statutes, Section
'~4~,ttv-$~b~v-~½ 340A.409, Subd. (1) and shall apply to all
intoxicating, non-intoxicating liquor and wine licenses issued by

or renewal of his license, provided this subdivision does not apply to licensees who
by affidavit establish that they are on-sale nonintoxicating malt liquor licensees with
sales of less than 510,000 of nonintoxicating malt liquor for the preceding year, or
off-sale nonintoxicating malt liquor licensees with sales of less than 520,000 of
nonintoxicating malt liquor for the preceding year, or holders of on-sale wine
licenses under subdivision 20, with sales of less than 510,000 of wine for the
preceding year. The issuing authority must submit to the commissioner the proof of
financial responsibility or exemption affidavit submitted by the license applicant.
Proof of financial responsibility may be given by filing: "
(a) A certificate that there is in effect for the period covered by the license an
insurance policy or pool providing the following minimum coverages;
(1) 550,000 because of bodily injury to any one person in any one occurrence,
and, subject to the limit for one person, in the amount of 5100,000 because of bodily
injury to two or more persons in an), one occurrence, and in the amount of 510,000
because of injury to or dest~'uction of property of others in any one occurrence.
(2) $50,000 for loss of means of support 'of any one person in any' one
occurrence, and,' subject tO the limit for one person, 5100,000 for loss of means of
support of two or more persons in any one occurrence; or
(b) A bond of a surety ..company with minimum coverages as provided .'in clause
(a)~ Or ~ .
(c) A certificate of the state treasurer that the licensee has deposited with him
$100,000 in cash or securities which may legally be purchased by savings banks or
for trust 'funds having a market value of $100,000..
This subdivision does not prohibit a local governing unit frOm ~equi~g higher
insurance or bond coverages,, or a larger deposit of cash or securities than is required
hereunder, as a condition of issuance or renewal of a retail intoxic~, ting liquor or
nonintoxicating malt liquor on-sale or off-sale license.
The commissioner of commerce shall advise licensees and municipalities subject
to the lrmancial responsibility requirements of this subdivision of those persons
offering insurance coverage. The commissioner of commerce shall establish .a
program to assist licensees in obtaining insurance coverage. The program shall
include a committee appointed by the commissioner of commerce of a representative
group of insurance carriers and producers. The commissioner of commerce shall
serve as.an ex officio member of the committee. The committee shall review and act
upon all properly executed applications requesting liquor liability market assistance.
The market assistance program shall be established by the ~ommissioner of com-
merce 'by AUgust 1, 1983, and-shall continue to function so long as its services are
deemed by the commissioner'of commerce to be necessary to relieve, perceived
aviilability problems in the liquor liability insurance market. If the committee finds
that it cannot assist in securing insurance coverage 'it shall notify the applicant in
'writing with a full explanation and recommendation for enhancing its ability to
secure insurance. The commissioner of commerce shall, if necessary, establish an
assigned risk plan pursuant to subdivision 23.

'(f) Coverages contained in this ordinance shall be considered

RESOLUTION TO TRANSFER $1,194 FROM THE GENERAL FUND
TO THE LAWCON FUND TO CLOSE OUT THAT ACCOUNT
WHEREAS, a Lawcon Fund was established in 1982 for the
purpose of landscaping and improving the swimming area in Mound
Bay Park; and
WHEREAS, the City received a total of $26,839 from the
State Lawcon Grant and matched that money by a special levy in
1982 for $26,839 giving the City a total of $53,678 to spend on
the improvements; and
WHEREAS, after the tax levy (including penalties &
interest), the Lawcon Grant, and the interest, the total revenue
was $54,655; and
WHEREAS, the total expenditures for the Mound Bay Park
improvements were $55,849 leaving the fund short by $1 ,194.
NOW, THEREFORE, BE IT RESOLYED that the City Council of
the City of Mound, Minnesota, does hereby authorize, the transfer
of $1,194 from the General Fund to the Lawcon Fund to close this
fund out.

the City declined.

We have completed additional research on the slope easement of record

it. Thls property is only a 40 foot wlde lot with a home on it, which we
believe was constructed sometime in the 40's. The easement covers the westerly
30 feet of the lot and was placed of record in 1967, we assume in conjunction
with the Tuxedo Boulevard Improvements. The City owns the adjacent Lot 14,
which is where the actual slope is located.
We would recommend the City vacate this slope easement.

AUDIT
The 1985 audit is over and the City as a whole is in good financial condition.
The management letter gave some recommendations for-improvements in our
oPeration. I plan on evaluating these recommendations and implementing
policies and procedures to comply with the comments. At the presentation
of the audit to the Council, questions were raised regarding losses or
deficits in three funds as of 12-31-86.
1. Lawcon Fund - Resolution to fund deficit by transfer from the General
Fund at 6-10-86 Council meeting
2. CDBG Fund - Accounting errors - see explanation below
3. Water Fund
- The Mayor requested a 3-5 year rate and cost projection
for the water fund. This request will require time to
study and evaluate the water fund in detail.
CDBG FUND DEFICIT
At the May 27th Council meeting, I had speculated that the deficit was
caused by disallowed expenses by Hennepin County. Fortunately, this is not
the case and the reason for the deficit were accounting errors. The net effect
is the deficit will not be funded from the General Fund. Following is an
explanation of the 19--8-~deficit: ..
2% Revolving Loan Entry
A loan of $22,943 was awarded in June 1985.
Hennepin County funded $15,168 of this loan with the
remainder to be funded from the receipts of the other
2% loan receipts received by the City of Mound (the City
has 6 busineses'~with:a'2% revolving'fund~loan). The error
was caused by coding all of the loan awarded in dune as an
expense ($22,943) while the revenue coming from Hennepin County

The correct entry would have been an expense of $15,168 with
$7,775 as a reduction of our liability due NennepinCounty. If
done correctly, the revenues $15,168 Would have equaled expenses
15,168 and fund balance' would have been zero. ,

General Fund Payroll Expenses,
A number of reimbursement requests to'Hennepin County CDBG included
payroll expenses for administrative time spent on CDBG projects (City
Hanager and Parks personnel). The payroll costs were posted as a
general fund expense, while the CDBG reimbursements were coded as
a CDBG revenue. An entry should have been made to transfer the
revenue for payroll costs to the General Fund. $2,261.66
Disallowed Expenses
A payment to the Laker for a Town Square hearing was disallowed.

I hope I didn't overwhelm you with the details of the fund deficit in the'
CDBG Fund. However, I felt it was necessary because the confusion andconcern
everyone had (including myself)' over the reason forthe CDBG fUnd deficit.
The proper entries to correct the errors have been made, and the CDBG Fund
will be monitored closely this year to'prevent this from happening again.
I have talked to Larry Blackstad (Hennepin County CDBG) and informed him
of the reason for the deficit.

MAY MONTHLY REPORT
The month ~f May had two Council Meetings and a Board of Review
Meeting. There were Agendas, Minutes and resolutions to prepare
as well as items to be dealt with after the meetings, such as
a Request for Conveyance from the State ~for the easements on two
pieces of tax forfeit property. Linda attended and wrote the
minutes for the May 13th Council Meeting. It is really nice to
be able to take some vacation and know that there is someone
capable of taking the minutes and writing them up.
The beginning of May was busy for me trying to get ready to leave
for one week of vacation (May 10 - May 17) and one week attending
the International Institute of Municipal Clerks (IIMC) Conference
in Boston. I managed to get all the resolutions caught up from
the meetings in March and April which had been put aside because
of the election in April. Now to get caught up with the May
meetings.
The annual ilMC Conference (May 18 - May 23) was an extremely
b6sy as well as exciting time. I was the Minnesota Membership
Chairperson in 1985-86 so we had a'meeting on Sunday from 1:00
P.M. to 4:30. P.M. 12 cities from Minnesota became new members of
IIMC bringing the Stat~ to a total of 286 members. Minnesota is
9th out of 70 (including the 50 States, 11 Canadian provinces,
and 9 other countries such as Austrailia, New Zealand, Israel,
England, Japan) in membership to IIMC.
The week we.nt extremely fast. we had numerous interesting
speakers, such as Senator John Kerry who was one of the people
involved in the election in the Phillipines. It was very
interesting to hear the details of that election.
There were 50 different workshops on a broad spectrum of
subjects. These included productivity (in all facets), stress

and burnout, management theories, decision making, automation and
the electronic office, communications, employee relations, to
name just a few.
I have been very busy since returning, catching up on
correspondence, attending and preparing the Minutes from the May
27th Board of Review/Council Meeting and handling various other
items. We seem to have an average of 6 properties-per month that
need special attention and research to find answers to resident's
questions or resolution of problems caused by something done
years ago. This all takes time, but the residents find the City
willing and most of the time able to resolve the problems.
We now have the first draft of the new City Code book which Curt
has been working on for some time. I met with Mr. Craig Mertz of
Curt's firm and we briefly reviewed what. has been done. Now I
will be reviewing the draft with the various departments and we
will be making any recommendations we find necessary.

Parks Department
1. The boat landing at Mound Bay Park has been'resurfaced.
Forty new
cement planks were laid along with additional rock bedding. The
cost came in $1000.00 under budget. We had $5,000.00 available
and-Widmer did the work for $4,000.00.
2. The volleYball court at Mound Bay Park is completed except for
spreading grass seed. The use of this court has been great so
far and will be a big attraction this summer.
3. Water fountains at Swenson, Three Points and Clover Circle are
close to being finished. All service in and cememt pads poured.
We need to finish just the final hook up;
4'. The beaches are ready for summer use, lifeguards wi]] begin June 7.
5. Dredging of Jennings Bay has been put off until 1987 if budgeting
is approved. All previously approved permits have been re-applied
for extension through June 1987,
MUNICIPAL CEMETERY
Howard Miller had the cemetery in fine order for Memorial weekend
and has continued the care. A cement and block contractor was using
the cemetery as a dumping area. They were cited and had to remove
all of their material. Sign have been posted for no dumping.
SHADE TREE PROGRAM
Dead tree complaints have been coming in on a regular basis. The tree
removal budget of $19,000. will be expended by September 86. This money
is only for hazardous tree removal on City property and on private
property where the fee is assessed to the property taxes.

COMMONS DOCKS
This year the Commons has been greatly affected by erosion from the
high waters. Now with the boattraffic increasing each week, the
shoreline is showing the effects that constant waves can have. In
some areas we have lost three feet of Commons lakeshore just this
year. This is a very serious problem and is currently being looked
at. Dell Rudolph is making a detailed list of. the Commons, pointing
out areas~that are in need of rip-rapping or fill. Our intention is
to present this to a contractor, for an estimate and have a dollar
figure for the budget in 1987.
This situation needs strong consideration due to the extent of the
loss that can occur. When this Commons property is lost, it can not
be replaced.

May's Monthly Activity Report
In May we pumped 25,374,000 gallons of water and 3 new accounts were
recorded. The failure rate for water meters and outside readers was
.1%. 984 meters, were read out of 1014 for May. Bob has been busy with
meter and outside reader installation, meter reading and final readings.
The new water shut-off policy for delinquent bills is going pretty
good, with the exception of 2 hostile residents that wanted to rip my
head off. Construction of Commerce Place, removal of the Anderson
building, Beachwood Project, Spring complaints, T-offs and you name it
has been keeping us very busy.
The Sewer Dept. did not have any sewer back-ups this month. We have
finished flushing 29 lift stations and will be starting to clean sewer
lines in June. Some of our lift station pumps capacity have fall off so
we are now starting to bring them back up to the normal capacity, by
doing this we will insure a more efficient pumping operation an~ l~nger
life to the pump and reducing electricial costs. We have also started
to do more repairs to our pumps rather than to send them out for repairs.
Ir'may be alittle tough at first but I am sure in the long haul we can
complete these new repairs and save money. Time will tell.

For the first time that I know of, we were open on Memorial Day. We did
what I thought we would do which was a few hundred dollars more than we
normally do for a Monday. I worked the morning and afternoon by myself
and was kept fairly busy. I had two part .time employees work the evening
hours and they indicated they were also extremely active. So it was
beneficial to be open and I recommend that we be open again on Memorial
Day 1987.
Our compressor for the beer cooler died. It was a 1964 model that was
on its' last legs. Instead of buying a new one for around $1,200.00, we
opted for a used one (1974) in good condition for $684.00. Minnetonka
Refrigeration will guarantee the part fora year. Hopefully, it will
last ten times that.
We had our rug cleaned the first part of May. You couldn't tell it by
lo~king at.it, now. But at least we got out a lot of the winter grime.
We have the.rug cleaned about twice a year,'$60.O0 per cleaning. Actually,
we could use a. new rug, but things being as they are, we'll have to wait
a few years for-that.
We had a very unusual incident occur towards the end of the mOnth. It
seems that the DowSat Company was receiving some interference in their
communication broadcasting due to a faulty transformer in our Mound
Liquor Store sign! We have had to shut off our sign temporarily until
the problem is resolved. I have been in contact with the people(Northsigns)
who installed the sign and the problem should be fixed shortly. Fortunately,
this happened in the summer and not in the winter when it gets dark at
4:30.
I think that June should be as good as May with weddings and graduation
parties coming up. Let's hope so.

Monthly Report for May, 1986
I. Statistics
The police department received 875 calls for service in the month of May°
There were 52 Part I offenses reported and 77 Part II crimes. Part I
crimes more than doubled from the month of April. In addition, there were
7 accidents, 4 with injuries; 16 medical emergencies; and 106 animal com-
plaints. Mound Police were called to assist other agencies 21 times during
the month.
The patrol division issued 232 adult citations, including 58 parking vio-
lations. There were 10 arrests for DWI, all adults. In addition, the
department issued 195 warnings.
There were 6 adults arrested for felonies and 41 arrested for misdemeanors.
Five j~veniles were arrested for felonies and 14 for misdemeanors°
Property valued at $11,098 was stolen and $5,118 was recovered.
II. Investigation
Eight child abuse cases took up 29 hours of investigative time for Sgt.
Hudson.
Other cases involved the arrest of two juveniles in 9 burglaries and a
theft, an arrest for possession of cocaine, and an arrest for auto theft.
Officers were also involved in the formal charging of an adult for burglar-
izing Grandview Middle School.
~There were 13 formal complaints issued in May. The complaints included
over-center line, marijuana in a motor vehicle, worthless check, aggravated
forgery, theft over $300, unauthorized use of motor vehicle, burglary, dis-
orderly conduct, criminal damage to property, and 3 gross misdemeanor DWI's.
III. Manpower
The department is continuing to utilize patrol personnel to do follow-ups
in an effort to keep up to date on cases requiring additional work.

Officers teamed up to make a number of good felony arrests during the month.
IV. Training
A total of 86 hours of training was received by officers of the department.
The training included the areas of firearms (6), intoxilyzer certification
(40), and AIDS familiarization (20).
V. Overtime
Twenty-six hours of overtime was accumulated in May. The overtime was
caused by filling in a shift for a sick officer, 3 shifts of holiday pay,
a burglary arrest, and the investigation of a suicide.
VI. Reserves
The reserves donated 272 hours to the department in May. The reserves spent
134.5 hours patroling; and were called out for 8 hours on an emergency
basis.

May's Monthly Report
In my April report I talked about our sweeping program, but I didn't finish.
We started sweeping April 16 and finished May 7, during this time we had a
lot of i~terrup'tions such as watermain breaks, street signs, rain, clean
catch basins, maintenance, etc. When we finished sweeping we ended up with
a total of 204 truck loads, 3 to 4 yards in each load and 115 hours of
sweeping.
STREET PATCHING
OnLakeside Lane in Three Points we had two major patching jobs, one was
a watermain break and the other was a large frostboil. The patches are
114' long .and 24' wide and 125' long and 24 ' wide. The Street crew dug
out both patches and got them ready for a paver. We got bids for the two
jobs and Master Blacktop was low bid. The watermain break was $3,600 and
the frostboil'was $4,000. The Street Dept. has repaired 14 other ~atermain
breaks, the largest being 25' X 14'. We have used 101 tons of hot mix in
the month of May. The City if paying $19.50 per ton for mix this year and
$1%50 per gallon for tack oil. Starting the 1st of June the street crew
will be handpatching 11 miles of road to get ready for sealcoating.

SHOP MAINTENANCE RECORD
The following is a record of work to City vehicles by the mechanic.
STREET DEPT.
Unit #8 - repaired low rear tire, changed oil.
Unit #13 - replaced 2 mufflers
Roller - changed oil, fuel filter, hydralic filter.
PARKS DEPT.
Tractor - changed oil and filter
Jeep - changed fuel filter and installed electric fuel pump
ADMINISTRATION
Unit #20 - replaced muffler, exhaust pipe and tail pipe
POLICE DEPT.
#841 - changed oil and filter, replaced low beam both sides
Installed two flashers, repaired light bar, front wigwags,
headlamp wigwag, wigwag relay, radiator was low.
#843 -
repaired slow leak in right front tire, replaced front brake
p~ds, resurfaced rotors, wheel alignment, cleaned calalitic
converter, mounted and balanced front tires.
#844 - charged air conditioner with freon
Chiefs - Installed front brake pads, turn rotors, changed' oil and
filter, put front tires on back, installed and balanced new
front tires.
The mechanic spent one day helping the Street Dept. getting Lakeside Lane
ready for paving.
