OF COUNCILMEMBER STEVE SMITH AND DECLARING
A VACANCY ON THE CITY COUNCIL
WHEREAS, on November 4, 1986, Councilmember Steve Smith
was elected Mayor of the City of Mound, term beginning January 1,
1987; and
WHEREAS, Councilmember Smith has submitted his
resignation as of January 1, 1987.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Mound does hereby accept Councilmember Steve Smith's
resignation as of January 1, 1987, and hereby declares a vacancy
on the City Council of the remainder of Councilmember Smith's
term to December 31, 1988.

MINUTES - MOUND CITY COUNCIL - REGULAR MEETING
DECEHBER 23, 1986
The City Council of Mound, Hennepin County, Minnesota, met in
regular.session on Tuesday, December 23, 1986, at 7:30 P.M. in
the Council Chambers at 5341Maywood Road, in said City.
Those 'present were: Mayor Bob Polston, Councilmembers Phyllis
Jessen, Gary Paulsen, Russ Peterson and Steve Smith. Also
present were: City Manager Edward J. Shukle, Jr., City Clerk-
Fran Clark, City Attorney Curt Pearson, City Engineer John
Cameron, and the following interested citizens: Harold Mocker,
Nancy Clough, Pat & Paul Meisel, Vincent Forystek, Joan Polston,
Fire Chief Don Bryce, Jerry Babb and Councilmembers Elect Liz
Jenson and Skip Johnson.
The Mayor opened the meeting and welcomed the people in
attendance.
The City Manager presented an Appreciation Award to
Councilmember Russ Peterson and the City Attorney presented an
Appreciation Award to Mayor Bob Polston for their years of
service to the City of Mound. Councilmember Gary Paulsen had
received his award at the annual City Christmas Party.
MOTION made by Peterson, seconded by Smith to approve the
Minutes of the December 9, 1986, Regular Meeting, as
presented. The vote was unanimously in favor. Motion
carried.
pUBLIC HEARING: DELINOUENT UTILITY BILLS
The City Manager reported that the amount is now down to
$1,672.07.
Paulsen moved and Peterson seconded the following resolution:

The Mayor reopened the public hearing. There were no comments.

The Mayor closed the public hearing.
The City Engineer stated that he met with Councilmember ?eterson
in regard to the removal and replacement of approximately 80 feet
of inplace concrete curb and gutter and bituminous paving of
Paisley Road and reconstructing this section to drain westerly.
The appoximate cost of $3,700 to $4,000 to be paid by the City.
The Engineer suggested paying for this out of the street project
fund because there is money available in that fund for this type
of construction.
Councilmember Peterson stated he now agrees with the Engineer's
recommendation.
Peterson moved and Paulsen seconded the following resolution:

adding #6 to the proposed resolution on Page 2760 to read as
follows: "6. The City to pay for removing approximately the
last 60 feet of inplace concrete curb and gutter and
bituminous paving of Paisley Road and reconstructing this
section to drain westerly at a cost of approximately $3,700
to $4,000."
The vote was 3 in favor with Polston and Smith voting nay.
Motion carried.
Both Mayor Polston and Councilmember Smith stated they felt the
developer should~pay for the reconstruction of Paisley Road.
BID AWARD: RECYCLING CONTRACT
The City Manager explained that only one bid was receiv:ed for the
1987 Recycling Collection Contract. It was from Super Cycle who
is now responsible for the collection of recyclables in Mound.
Their bid was $1,050.00 per month and they are not charging
anything to come out on the third Saturday of each month for our
drop-off site. This is less than the amount they were charging
in 1986. For 1987, $13,900 was budgeted and Mound is still
eligible for Hennepin County and Metro Council funds.
Paulsen moved and Peterson seconded the following resolution:

Councilmember Jessen pointed out that the City of Mound received
an award from Hennepin County for its efforts in recycling.
REOUEST FROM 7~TH ANNIVERSARY/MOUND CITY DAYS COMMITTEE - HAROLD
Harold' Meeker, Chairman of the above, and Paul Meisel presented a
proposed budget for the Mound City Days/75th Anniversary
Celebration to the City Council. They also went over the.
tentative plans for a commemorative brochure for the celebration.
They then requested $2,000 from the City to help defray the costs
involved.
Councilmember Paulsen stated he did not think $2,000 was enough
and suggested $3,500.
MOTION made by Paulsen, seconded by Peterson that $3,500 be
set-up in the General Fund Budget as a line-item for~the ?Sth
Anniversay Celebration/Mound City Days, money to come from
the Contingency Fund, and the City Manager and the Finance
Director to administer the fund. The vote was unanimously in
favor. Motion carried.
RECODIFICATION OF CITY OF MOUND ORDINANCES
The City Attorney reported that this has been in the process for
3 1/2 years and is finally ready for adoption by the City
Council. His firm has gone through and attemped to do the
following:
Identify conflicting ordinances and repeal or redraft
inconsistencies or unclear ordinance provisions·
Remove archaic and unconstitutional ordinances.
Develop an organizational framework that facilitates
access to the.City's laws and provides for continuous
updating.
Gone into an extensive index and comprehensive reference
system.
Gone through a general review of the entire body of
municipal ordinances for omissions and to try to bring
them consistent with current state law.
He further reported that they are still clarifying pages,
clearing up typos and other minor matters· He presented an
ordinance adopting the revision and codification for the
Council's consideration.
Paulsen moved and Peterson seconded the following:

The City Attorney stated that this will become operative and
effective upon its passage and as soon as the Clerk shall publish
a notice for two (2) successive weeks in the official newspaper,
stating that the printed copies of the City Code are available
for general distribution, and a copy is posted at the local
community library.
RESOLUTION REOUESTING THAT THE lq87 & lq88 MSA BOND PAYMENT~
INCLUDING INTEREST~ BE MADE FROM CITY FUNDS
The City Engineer explained that the reason for this resolution
is that there is excess money in the 1981 special assessment fund
because the money, was invested at a high rate of interest and
there were prepayments. The City can then use the additional MSA
money for future MSA street improvement projects such as County
Road 15 where the City will be responsible for a portion of the
cost.
Polston moved and Paulsen seconded the following resolution:

The City Clerk explained the necessity for the Council to pass
the proposed resolution relating to Lot 6, Block 34, Wychwood,
and Lot 14, Block 26, Wychwood.
Jessen moved and Smith seconded the following resolutioh:

OPTICAl- SCAN VOTING EOUIPMENT
The City Manager and the City Clerk explained the new equipment
that is available for purchase thru Hennepin County at a reduced
rate if the machines are ordered before December 31, 1986.
Delivery and payment for these machines would not be until 1988
so it could be budgeted..for in the 1988 Budget. We can purchase
these machines along with a majority of other cities in Hennepin
County at a cost of $4,176.00 per machine. We need 6 machines.
If they are not purchased with the County now, they would cost
$4,800.00 or more per machine in 1988. They will not only save
time in counting the votes but can eliminate crossover votes in
primary elections and other mistakes made by the voters. They
will also eliminate paying for the preparation of ballot pages
and the County will do the programming for free.
Polston moved and Paulsen seconded the following resolution:

The bills were presented for consideration.
MOTION made by Paulsen, seconded by Jessen to approve the
payment of bills as presented on the pre-list in the amount
of $108,62~.32, when funds are available. A roll call vote
was unanimously in favor. Motion carried.
MINNESOTA NBA BASKETBALL TEAM NAME
The City Manager presented a letter from Minnesota NBA Basketball
asking for the Council's choice of the two names they feel are
the best for an NBA Basketball team. The choices were: 1. Minnesota Polars, or
2. Minnesota Timber Wolves.
MOTION made by Paulsen, seconded by JesSen asking the Manager
to write a letter stating that the City Council did not like
either name ~that has been submitted. The vote was
unanimously in favor. Motion carried.
AD FOR PERSON TO FILL UNEXPIRED TERM ON THE CITY COUNCIL
MOTION made by Smith, seconded by Paulsen to place an ad in
the want ad section of The Laker for people to submit resumes
for the Council to review to fill the unexpired term on the
City Council. The vote was unanimously in favor. Motion
carried.

Dear City Council Members:
It's that time of year again, time for us to thank you for having chosen The Laker as Mound's
official newspaper in the past and to ask that you consider selecting us to continue in that role
in 1987.
The Laker, with a total home-delivered circulation of 8,400-plus, provides blanket coverage
of the Westonka area~ including every mailing address in Mound (except when we -- or the post
office -o goof and miss somebody). Our office is located at 2310 Commerce Blvd. in downtown
Mound.
Our rate for legal notices is $4.54 per column inch for initial insertions, and $3.03 per column
inch for subsequent publications...That $4.54 rate can also be expressed as $2.27 per square
inch (our columns are 2 inches wide) or 45 cents per line. Expressed as a line rate, however,
the figure is meaningful only when considered in relation to line length.
For example, our 45 cent-per-line rate is the same as a 33.75 cent-per-line rate in a publica-
tion which uses columns 11/2 inches wide. That's because the longer the line, the fewer lines
needed for a given body of information. ....
We will furnish up to two affidavits of publication per legal notice at no extra charge. If more
than two affidavits are needed, additional ones are 50 cents each.
Our deadline for legals is 4:30 p.m. Wednesday for the following week's publication. They
may be mailed to or dropped off at our office, or give us a call and we will pick them up.

MINUTES OF THE CABLE TV ADVISORY COMMITTEE - DECEMBER 18, 1986
The meeting was called to order at 7:30 PM. Members present: Jim Kutzner,
Gary Paulsen, Don Ulrick,Doc Meier, Marsha Smith, Linda Paulsen and Chuck
Champine. Absent: Jack Braezile. Also present was the City Manager, Ed
Shukle.
Upon motion by Ulrick, seconded by Gary Paulsen, carried unanimously the minutes
of the October 16, 1986 regular meeting were approved.
A review of the 1986 agenda items of major significance was held. Chairman Jim
Kutzner reviewed the committee goals from the July 24, 1986 minutes. Items dis-
cussed were:
1. Community Survey - The consensus was to have Marsha Smith and Linda Paulsen
serve as a subcommittee to come up with a suggested survey. The city
manager is to contact Dow-Sat regarding use of their mailing list for
their subscribers. Both items will be discussed at the next meeting.
2. Annual Report - This was tabled until later.
3. Public Access - It was moved by Ulrick, seconded by Smith to recommend to
the city council that $4500 be appropriated to purchase equipment for the
local access programing studio, with a number one priority being a time
based generator. Jim Kutzner offered an amendment to the motion that the
committee would recommend $5000. to the council with no other restrictions
other than the fact .that we would buy the equipment and Dow-Sat would be
required to maintain it. This was seconded by Smith. The amendment was
then voted upon and passed with the ayes being: L. Paulsen, Kutzner, Smith
and Meier, the nayes were Ulrick and G. Paulsen. Then the original motion
was voted upon as amended and passed unanimously. It was then moved by
Ulrick, seconded by Gary Paulsen to have the equipment that is purchased
identified as the equipment to be located at the local access studio and
clearly" marked "Property of the City of Mound", with the date of purchase.
The motion passed unanimously.
It was then moved by Ulrick, seconded by Gary Paulsen to establish the terms
of office for the committee as follows: three persons to serve ~ three year
term, three persons to serve two year terms, three persons to serve one year
terms with a councilmember included for a one year term. Motion Passed
unanimously. It was moved by Ulrick, seconded by Chanpine to have the following
persons serve the corresponding terms: L. Paulsen, Doc Meier, G. Paulsen (to be
recommended to the City Council) to three year terms. Two year terms: Don
Ulrick, Jim Kutzner.and one new member. One year term: Marsha Smith, Chuck
Champine and a council representative. The following vote was recorded: the
ayes were Ulrick, Champine, Meier, L. Paulsen and G. Paulsen. Nayes were Smith
and Kutzner.
It was then moved by Kutzner, seconded by Meier and carried unanimously to rec-
ommend Gary Paulsen to be reappointed to the committee to serve one of'the
vacancies on the committee. The remaining vacancy was discussed. It was the
consensus to have dim Kutzner and the city manager interview potential applicants
for the vacancy on the committee.
Also discussed within the community goal section was two way capacity electrical
inspection, channel 6 interconnection, forum for airing grievances and use of
legal counsel.

to request an original list of local access equipment that was purchased with the
original price from Dow-Sat prior to 1/1/87.

it to the cable system. It was the consensus to ask Mary Smith to come to the
February meeting to address this issue. Also, the committee wants her to address
the issue of a request from a Mr. Paul Saba, regarding cable service.
Upon motion by Meier, seconded by Smith, and carried unanimously, the meeting
was adjourned.

Being Mound's representative to the Lake Minnetonka Conservation District
(LMCD) would be an interesting learning experience as well as achance for
Mound to have a great deal of input into activities relating to Lake Minne-
tonka. This is very important because Mound has so'much lakeshore.
There are 14 member cities and an executive director on the LMCD,. The regular
board meeting is the fourth Wednesday of each month at 7:30 PM, at the Tonka
Bay City Hall.
The LMCD has a number of committees:
1. Water Structures and Environment - 7:30 AH second Saturday of
each month.
2. Lake Use Committee - 4:30 PM third. Monday of each month, at LMCD
Office in Wayzata.
3. Executive Committee - 7:30 AM. Saturday, prior to Board Meeting.
Fee Study. Committee (ad hoc).
5. Planning Conference Committee (ad hoc).
I would encourage, you to seriously consider being'appointed to this vacancy..
It is certainly an excellent opportunity for persons interested in the
activities associated with Lake Minnetonka to become involved.
If the mayor or council members choose not to serve, I would be interested in
· serving. I am interested in Lake Minnetonka and am particularly, interested
in the process of developing a reglona] park facility on the lake. This is
one of the most critical issues facing the LMCD, Hennepin County Pa~ks and
all cities surrounding Lake Minnetonka. Enforcement of ordinances'governing
lake use is also extremely important, and is a major function of the LMCD.

This appointment does however,.require'some time commitments. If I was
appointed, I would have to stop attending Planning Commission, Park Comm-
ission and Cable TV Advisory Committee Heetings'on a regUlar basis. Host
City Hanagers, serving in other cities the size of Hound, have staff that
can attend these meetings. At the City of Hound, for example, Jan Bert-
rand. and Hark Koeg]er are in attendance at Planning Commission meetings.
At Park Commission meetings, Jim Fackler attends.' The-Cable TV AdVisory
Committee could be handled by council representative and/or a committee
member. If questions or issues were discussed-that needed my'attention,
I could appear at a specific meeting to address those questions or'issues.
Other staff can provide information to me so that I would be up to date on
issues before these advisory committees.
You are also free to appoint a resident of Hound who is'not an elected
offical or staff member. It could be an advisory committee member
citizen who is simply interested in Lake Hinnetonka. I should mention that
Neil Weber, a resident of Hound, and a representative to the Hennepln
County Park Reserve District from this area, has expressed an interest in
serving on the LHCD from Hound. I believe he has sent you a memo and a
resumedescribing his background and interest in the position.
You have several different options in appointing a representative. It is
important that a selection be ma~e very soon, as Hr. Elam's term has
expired on the LHCD Board.

During the month of December, the inspection Department has had one Planning
~Commission meeting during the month and a vacation away from the Office during
the holiday season for the latter two weeks of the month for myself. The fo1-
lowing inspections were conducted by myself during the month of December:
(Site inspections include the review of the Planning Commission requests and
requirements, complaints and follow-ups to code compliance such as, no building
permit, recheck for compliance notice, review status of various sites for the
City Prosecutor, pre-construction meetings at the site with building permit
applicants or realtors, fire damage and periodic commercial inspection updates.)

The heating inspections during the construction of projects are included under
the framing and final inspections for buildings. The heating installations
mentioned are for separate equipment being placed in homes and business.
Plan reviews for the month of December have been light. There were no major
new starts in projects during December. The Balboa facility has taken a con-
siderable amount of time with revisions and numerous inspections with the fire
proofing contractors, the substitute inspector during my absence and clarifi-
cation of code requirements. The Toro Home Improvement Division is expected
to receive occupancy on or close to the first of January as per their agreement
with Balboa of Minnesota, if the work is completed to their satisfaction and
code requirements. The City Planner and myself met with the tentative owner/
tenant that may possibly open a restaurant in Mound. I have had several

meetings with Ben Malinski of the Union 76 discussing possible changes to the
conditional use permit on that property.
! have attended the staff meeting in December. The North Star Chapter meeting
for building officials was held at Fort Snelling. Supplies were ordered during
December, expense reports filed, staff report and various correspondence, as
well as the review of ordinance for. the new codification. The review for ordi-
nances to building' inspection, planning and zoning, also met with the Fire
Department to revise their ordinances. The new bui'lding code ordinance was
submitted to Curt for review with the revision sent back for my approval. The
P]anning Commission had a light case load for December with one case held over
until danuary and the training meeting of December 22nd was cancelled for
December. The City Planner and myself are both away from the office the last
two weeks in December.
The total number of building permits issued in December was 18 with a valuation
of $152,382. A copy'.of the Building Activity Report is attached. The total
valuation of a11 permits for 1986 was $10,082,714.
In addition, our Department prepared the monthly calendar for the January City
meetings and events; handled the purchase of one cemetery grave site; prepared
3 cemetery deeds for the Mayor and City Manager's signatures; arranged to have
Public Works stakeout one grave site and checked out another site; completed
bringing the cemetery records up-to-date. An application letter for the 1987
plumbing contractors' registration was prepared and se'nt to all firms regis-
tered in 1986.

CBD PARKING
A CBD parking committee meeting was held in December. The boundaries of the
CBD district was discussed along with how someone is allowed out of the
CBD assessment. Since the City Council established the district, it
would take council action for someone to be excluded from the district.
A meeting is to be scheduled in January, with representatives of Commerce
Square to discuss their participation in the district.
REVENUE SHARING
The roofing of the depot building has been completed at the cost of
$10,116. As you are aware, there will be no Revenue Sharing'in 1987.
The balance of Revenue Sharing funds at the end of the year is $3,840.
This balance must be expended by October 1987.

December's Activity Report
In December we pumped 21,353,0OO gallons was water. There were 6 new
accounts, 3 T-off's, 6 T-off's for non-payment, 5 T-on's for non-payment,
33 final readings, 4 outside reader installations and 8 service calls.
In the meter repair we replaced 8 meter heads, 6 outside readers and reset
26 outside readers to the correct readings. T-off's for non-payment will
continue as long as the weather holds out. We sent out 994 meter cards
in Section II for residents to read their inside meter. We received 411
back, that is 41% return. We had 1 water main break in December. This
low number is due to the mild weather we have had. We have had 14 main
breaks in 1986.
The Sewer Dept. received no sewer back-up complaints for December. We
have one back-up claim for 1800 Commerce Blvd. that has not been settled
as of yet by the Insurance Company. We dug up one sewer service at 2201
Lynwood Blvd. for repairs. This month we tried some chemicals for root
control. This was used in a sewer line located on an easement where our
jet' and rodder can not get to. We will be checking the results in the
coming months.

SUBJECT: December's Recycling
Curbside recycling day in the month of December was on December 5th.
It must not have been a very good day for them, they missed about
6 homes. 2 of these homes had quite alot of recycled items out, 1 lady
had been missed twice in a row. I must admit I was very upset about
this, so they came out the next day to pick up the items they had missed.
This is of course no charge to the city.
Supercycle was awarded the bid for the curbside pick-up and drop-off site.
This was the only bid received and it was $35.00 less a month than we
where paying. Their bid was $1,050.00 per month. They are not charging
to come out on ~ the third Saturday for the drop-off site.
I am working on a flyer to go out in the month of January. It is very
common for the tonage figures to go down in the Winter months, but during
the Spring they pop back up.
In December 14.85 t-on of material was picked up.

December was a month that came in like a lion and departed like a lamb.
The 2nd of December we got 2 inches of snow, very slippery. We put alot
of sand down but we didn't have to plow, the llth we had the same situation,
after that we haven't had any precipitation that amounted to anything.
We mixed salt and sand for five days. We have about 800 ton of sand
stockpiled. 800 ton isn't much when it takes 150 to 200 ton for one
sanding.
We have been cutting brush for the last 2½ weeks. The only brush we are
cutting is the stuff we can reach from the ground, it's too dangerous
to put someone in the bucket of the loader to go any higher. We had one
of our crew fall out of the bucket 3 years ago and injured himself. He
missed 7 weeks of work because of the injury. We do have plans to rent
a cherrypicker this Spring.
· We had some equipment repairs this month that was not expected, a set of
wheel bearing from the right rear dual of the 1981 Ford 2~ Dump truck had
to be replaced $155.OO, also a tune up for the 920 Cat Loader $501.O0

Monthly Report for December, 1986
I. Statistics
The police department responded to 546 calls for service in the month of
December. Of those calls, 21 were Part I offenses and 42 were Part II
offenses.
The Part I offenses included 4 burglaries, 13 larcenies, 1 assault, 2
vehicle thefts, and 1 arson.
The Part II offenses included 2 abuse/neglect, 3 forgery/NSF check cases,
4 criminal damage to property, 9 DWI's, 5 simple assaults, 2 domestic
assaults, 4 harassing phone calls, 4 runaway/incorrigibility, and 11
other complaints.
The patrol division issued 296 citations, which included 104 parking
citations. Juveniles accounted for 21 of the citations issued. There
were 230 warnings issued.
Two adults were arrested for felony cases and 13 adults for misdemeanors.
Juveniles were arrested for one felony and 12 misdemeanors. The felony
arrests were for criminal sexual conduct, assault, and arson.
II. Investigations,
Child protection cases accounted for 20 hours of investigative time during
the month of December. Other investigations included 2 check cases, a
missing person, several juvenile truancy and runaway cases, harassing
communication, a felony assault, and a follow-up on a death investigation.
'As in past months, a number of cases have been assigned to the patrol
officers to follow-up as time permits.
III.
Manpower
With the holiday season, the department operated at minimum staffing for a
good part of the month of December. Officers used a total of 17 days of
vacation time, 13.5 days of holiday time, 4.5 comp days, 2 sick days, and
four days for funeral leave.

The sick days and funeral leave days necessitated some additional overtime.
Seven officers were required to appear in court during December. With the
holiday-pay days and overtime shifts, approximately 60 hours of overtime
was paid out during the month.
IV. Training
A total of 110 hours were dedicated to training in the month of December.
The training included a department firearms session, a classroom instructors
course, right wing extremist groups~course, ~ata privacy course, and a
vice enforcement course.
V. Police Reserves
The Police Reserves donated 315.5 hours to the department and the community
for the month. Most of their time was spent assisting the patrol division
and in working local hockey games for security.

DECEMBER 1986 REPORT
For the month of December, 1986, we recorded $81:.,368.88 in sales.
As you can tell from the attached monthly activity report, we far
surpassed last year's sales and even 1984's sales, making December
the best December in the history of the Mound Liquor Store. The
public is finally catching on and realizing that overall, Mound Liquor
has consistantly the lowest prices in the Minnetonka Lake vicinity.
A combination of mild weather and a holiday promotion sale that ran
from December 16th through January 1, assisted in making a successful
surge toward the end of the year. For the year we are down $40,655.
Percentage wise we dropped only 5% over 1985. Things could have been
much worse and I would like to take this opportunity to thank my staff
for all their hard work and effort that went into making 1986 the
second best year in terms of sales.
We are conducting our yearly inventory on Sunday, January 4th. I am
very interested and excited as to how the inventory will turn out.
I believe we shall exceed our prior profit expectations.
In conclusion, I would like to mention some other minor events that
occured in December:
-After a few weeks of begging, pleading and pressuring, we finally
got the Shoreline Plaza Property manager to repair the two parking
lot lights in.our portion of the lot. With the old Amoco building
abandonded and with Alpha Hair closing, things were getting pretty
dark around here in terms of lighting. Customers were wondering
if we were open for business. Now we have some light to shine on
the matter.
-We closed the store at 5:00 PM Christmas Eve. As we were leaving,
I accidentally knocked over a bottle of wine and it broke right
in our entry way. We tried to clear the-glass up as quickly as
possible, but were not in time to close the door and set up the
alarm. Once the alarm is activated, we only have 30 seconds to
lock up. I was a little concerned, being it was a busy day, that
the police might be a little nervous and not recognize me. But

when the police officer arrived (Steve Grand) he didn't over react
and acted in a very professional manner. And I. would like to add
that he arrived on the scene very quickly.
-We unfortunately got a rash of bad checks back toward the end of.
the month. Some I have collected on but a few are still outstanding.
One check we have not collected on is for $120.00, a large loss for
anyone to bea~. But it was turned over to the police department,
who worked on it and have since turned it over to the 'city attorney.
Hopefully, this matter will be cleared up shortly.

here at the Liquor Store is looking forward to another goodyear in
1987.

SUBJECT: December Monthly Report
There were two regular Council Meetings in December, which means
agenda preparation, packets, minutes, resolutions and follow-up
items from each meeting.
In November each department head was given the ordinances that
pertained to their area in the process'of recodification. They
all went over their sections made corrections or changes and
brought them to me. I went over the corrections or changes with
the City Attorney. This took many hours of study, review and
preparation. The City Council adopted the recodification at
their December 23, 1986, meeting. It is really nice to see 3 1/2
years of work come together.
I did all research and preparation of 2 resolutions for 4 tax
forfeit parcels with special situations. The Council passed
those resolutions at the last meeting in December. Now,
hopefully, the people who have expressed an interest in obtaining
these parcels can move ahead with Hennepin County and we will
have some more tax forfeit property back on the tax rol. es.
I will be working on the other 20 tax forfeit parcels in the
near future.
We received our new micro-filming equipment the second week in
December. Training was provided to myself, the Police Chief and
the Police Secretary. With the holidays, there was not much time
to do too much during December but we are all looking forward to
using it and freeing up some much needed storage space.
I was sick several days in December and took Christmas week and 1
1/2 days the following week off.
There were also the usual calls from residents with questions,
problems.

The mild winter has limited the time spent on ice rinks, but has allowed
me to work in other areas. The.Commons dock applications process has
begun for 1987 and will consume alot of time between now and spring.
All seasonal employees from 1986 have requested to return for 1987. With
the exception of the Summer Recreation Program Leader, Jackie Meyer. Her
position will be taken by Kelli Meyer who has worked in the program in the
past and is currently attending the U of M for her BS'in Education. The
seasonal employees are: John Taffe and Bob Johnson, Parks Maintenance;
Dell Rudolph, Dock Inspector; Hientz Proft and Andy Manthei, go~.i, ogzcrew;
Kelli Meyer, Program Supervisor. In 1986 we were able to use two Tree Trust
workers and in 87 we hope to gain their use again. They were used on the
mowing crew for tPimming and did a good job.
1987 will show a focus of effort on the budgeted rip rapping program and
a updated parks recreational equipment plan.
SPECIFIC
Tree Removal - In'Decembe~ we had five trees removed from City Property. This
line item will come in under budget due to only removal of hazardous trees on
a complaint basis. And complaints this year did not exceed the appropriated
monies. This could easily have shown an expense in excess of the budget
as it has in years past.
Depot - The cedar shake roof has been completed and all that remains is for
the contractor to'do a final clean up.
Skating Rinks - Our rinks are in poor shape, or do not exist due to the
weather. We need snow to trim the ice to keep in water when flooded and
cold weather to flood these areas. As soon as the weather turns, these
rinks will get attention. The lights have been repaired at the rinks at
a cost of $1450.00. This comes in under the budgeted amount of $1800.
The lights will be on from 5:30 PM to 9:30 PM.

Commons Docks- The application procedure for 1987 has begun. We have had
a small problem with a couple of abutting, properties to the Commons being
subdivided into two homes. Thus maki:ng us provide two abutting dock sites
where we only had one. So far we have been able to supply sites by moving of
a non-abutting permit holder.
The bidding process for rip rapping has begun. We hope to'see this work done
in late January and early February.

The special meeting of the school board was called to order at 7:11 p.m. in
the Lecture Hall of the Westonka Community Center. Present: Board Members
Chelberg, Fritz, Hallowell, Mayer, Pechtel, Pitsch; Supt. Stevenson; Asst.
Supts. Brandenburg and Myers; aam~nistrators, teachers, public, legal counsel
for the school district .and for Mr. Hotvet; and representatives of Channel
11 News and local press. Absent: Board Member Scbmfdt.
Chairman Pitsch -~ounced the purpose of the meeting ~as to consider the
resignation .of Robert A. Hotvet. He clarified that considering this action
after proposing to discharge did nothing to reflect on the merits of the case,
but that the Board felt tonight's action was in the best interests of students
and the community in general.
Clerk Chelberg moved that the resignation of Robert A. Hotvet be approved as
presented*, seconded by.Hallowell. Mayer was assured that part.of the agreement
concerning surrender of Mr. Hotvet's teaching license had been completed. Roll
call vote: Chelberg-no; Mayer, Fritz, Hallowell, Pechtel, Pitsch-aye;
absent-Schmidt. Motion carried. Chelberg clarified her vote by stating she
could not support the resolution without reservations. She hoped the district
could now go forward with other important issues, stating that there must never
again be circ,,m~tances that could lead to the necessity of the actions of the
last two months.
Board Member Sc~mfdt was absent due to having surgery the previous day. In
her absence her daughter 'read a letter stating Scbm~dt's views on the. action
'of the evening and her reasons for not supporting the resolution.
The meeting adjourned at 7:17 p.m.

Renaming of County Road 83
Dear Mr. Hanson:
On December 9, 1986 the Independence City Council held the public
hearing concerning the above-mentioned topic. There was a peti-
tion presented by the residents of County Road 83 and very strong
vocal objection to renaming of this particular roadway. As such,
the city council of Independence, passed a resolution not in sup-
port of the renaming of this particular roadway to County Road
Pursuant with our previous conversation you indicated that it was
doubtful that the county would override the munictpaltty~s objec-
tion to the renaming of this roadway· A suggestion was made at
the public hearing to place additional signs at the intersection
of Highway 12 and County Road 83 to alert motorists that they
should turn on County Road 83 to get to County Road 110. It is my
understanding that such signs could be provided by Hennepin County
and affixed to the State Highway Department signs located on High-
way 12.
I am forwarding a copy of this letter to Mr. William Crawford of
the Minnesota Department of Transportation and would request that
you and he discuss this particular matter to see if the additional
signs could be 'accomplished in the near future. I appreciate your
efforts and assistance in this particular matter, and should we be
able to assist you in any other way, please feel free to contact
us at the address or phone number listed below.

Dear Dave:
I'm sure it's very difficult to recognize the
names of former students. My wife and I attended
your CPR recertification class last month at the
community center. I was the guy there that 'had
never been officially certified, and you were kind
enough to certify me that night.
Two nights ago your efforts ~aid off. While
out at the airport, an older man keeled over right
in front of me. I got to him immediately, and
hoped of course he was just having a seizure. No
such luck, I couldn't find a pulse anywhere. I
started OPR and another man joined me. I yelled
for someone to call 911, and we had paramedics
there in about 10 minutes. They ventilated him
with oxygen while I continued compressions. They
hooked up and EKG and found nothing. ~inally
after two defib zaps he started beating and
breathing.
The guy i's still in the hospital~ but hanging
in there. Not what I would call a pleasant
experience, but I. learned a lot from having to do
CPR for real. It's different than the Annie
dummys, but it works just like you said. I know I
am a much better rescuer now that I've done it for
real. Hopefully it won't have to be repeated.
