Ail employees will be attending a Sexual Harassment Seminar
on Thursday, September 22, 1988. The Cities of Orono and
Mound.will each be sending employees to two 1/2 day semi-
nars-being presented by the Government Training Service.
This is a follow-up to action taken by the City Council on
June 28th, that employees be given the opportunity to attend
informational seminars regarding this subject.

The City Council of Mound, Hennepin County, Minnesota, met in
regular session on Tuesday, August 9, 1988, at 7:30 P.M., in the
Council Chambers at 5341 Maywood Road, in said City·
Those present were: Mayor Steve Smith, Councilmembers Don Abel,
Liz Jensen, and Skip Johnson. Councilmember Jessen arrived at
7:40 P.M. Also present were: City Manager Edward J. Shukle,
Jr, City Clerk Fran Clark, City Attorney Curt Pearson, City En-
gineer John Cameron, City Planner Mark Koegler, and Finance
Director John Norman and the following interested citizens:
Steve Erickson, Rex Alwin and Warren Shaffer.
The Mayor opened the meeting and welcomed the people in atten-
dance.
MINUTES
MOTION made by Abel, seconded by Jensen to approve the
minutes of the July 26, 1988, Regular Meeting, as submitted.
The vote was unanimously in favor. Motion carried.

SETBACK VARIANCE
The City Planner explained that the applicant has suggested
another alternative to what the Planning Commission recommended.
The existing deck and screen porch be reconstructed with 8 feet
from the existing house to the backyard and 4 feet from the ex-
isting house to the side (lakeshore) yard. This reconstruction
would reduce the side yard deck and screen porch from 8' to 4'.
It will allow a deck exit for the second floor patio door and
retain the architectural integrity of the house by projecting the
screen porch beyond the existing home. The Staff recommended ap-
proval with a revision of #3 in the proposed resolution to read
as follows:
It is determined that the livability of the residential
unit will be approved by authorizing the following al-
terations to a nonconforming use' property due to the
narrowness and shape of th~ parcel:
the existing deck, with screened-in porch, shall
be reconstructed 4 feet to the south of the exist-
ing main house, conditioned upon the survey being
revised to indicate the exact location of the
structure and the shoreline setback.

Bill Macnamee explained that Mound will be one of two si~es in
the State of Minnesota to have a remote hookup for the Jerry
'Lewis Labor Day Telethon on September 4 & 5, 1988, at the Pond
Arena. There are many activities planned, but more support and
advertising needs to be done. Therefore, he has submitted an ap-
plication for the use of three 4' x'8 ' signs to be at the fol-
lowing locations:

The City parking lot across from the Ben Franklin.
MOTION made by Abel, seconded by Jensen to approve a tem-

VARIANCES FOR CITY OWNED PROPERTY ON WESTEDGE BLVD.
The City Manager explained the background on these variance
requests. The Staff and the Planning Commission recommended ap-
proval, of the sale and the variance requests. The Park Commis-
sion recommended retaining the property for future possible park
improvements. The City Planner explained the frontage and im-
proved right-of-way variances.
Councilmember Johnson stated that he could not support the
variance requests because he felt it was a financial hardship
which is grounds to deny the variance requests.
The Council discussed the right-of-way issue.
Abel moved and Jensen seconded the following resolution:

The City Manager explained that the City has received the above
request. The Council discussed the request.
MOTION made by Johnson, seconded by Abel to authorize the
use of Mound Bay Park as a weigh-in facility, August 27 &
28, 1988, for the Minnesota Open Bass Classic, with the
stipulation that they stagger the weigh-in times to allow a
minimum number of boats in the area at any one time. The
vote was unanimously in favor. Motion carried.

EXISTING ZONING: R-I Single Family Residential
PROPOSAL: The applicant is proposing to construct an extension
of two (Z) feet to an existing six (6) foot high privacy fence in
the rear yard of the property.
COMMENTS: The Zoning Code Section 23.415 (4), Section B.
requires a maximum height of 72 inches located behind the front
yard setback line of the property. The property owner has had
considerable distress with a neighbor's dog jumping the fence
many times, which has created a great deal of stress to Ms. Sor-
tell.
RECOMMENDATION: Staff recommends the two (2) foot extension be
granted with a condition that upon the sale of the home or the
neighbor's domestic animal being removed from the adjoining
~ .
property that the two foot extension will be removed at a future
date. This fence height var. iance is granted to afford the
property owner reasonable use of their land.
The abutting neighbor has been notifieO.
This will be referred to the city council meeting on August 23,
1988.

WHEREAS, the applicant has applied to the City Council
pursuant to Section 23 .506 of the Mound Code of
Ordinances to consider the issuance of a variance for the
continued operation of the existing Mound Bank sign located at
233g Commerce Boulevard, PID ~ 140117-24 44 0002; and
WHEREAS, the applicant has requested a sign variance from
the provisions of Section 365:15, Subd. 11 of the Mound City Code
to use an existing 32 square foot sign which projects
approximately 42 inches over the public right-of-way; and
WHEREAS, the Mound Code permits signs to project a maximum
of 18 inches into the public right-of-way and limits such signs
to 10 square feet in area establishing the request for a 22
square foot area variance and a 2 foot setback variance; and
WHEREAS, it has been determined that approval of the
proposed variances is consistent with Section 23.506.1 of the
Mound Code of Ordinances; and
WHEREAS, the Planning Commission has reviewed the subject
request and does recommend approval; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Mound, Minnesota, that the area and setback variances for
2339 Commerce Boulevard are hereby granted subject to the
following conditions:
1. The owner/operator of the sign shall maintain the time
and temperature function in proper working order at all times.
2. The sign board areas above and below the time and
temperature display area can be changed as businesses within the
building change.

BACKGROUND: The old Mound Bank building was recently purchased
and is now being proposed as the home of several new businesses.
One of the businesses is a firm known as "Help U Sell Real Estate
of Lake Minnetonka". Being the first business to locate in the
building, the real estate firm is now requesting signage.
Mound Bank had a wall sign on the building that identified time
and temperature in addition to the name of the bank. Mr.
Robinson, owner of the real estate firm, is proposing to utilize
the existing sign changing only the lettering portion at the top
of the sign and the bottom portion upon occupancy of the building
by other tenants. In essence, the sign will become an area
identification sign.
The lettering at the top portion, of the sign that presently reads
"Mound Bank" will be changed to contain the title of the real
estate firm. Lettering will be red and black placed on a white
background. The lower portion of the sign which presently reads
"Symbol of Service" will contain the names of two other new
businesses.
Area identification signs are allowed in the B-1 zone subject to
the conditions outlined in the sign code (Section 365). The bank
sign meets all of the provisions with the exception of setback
and total site size. In order to be approved, variances will
need-to be obtained for each of these deficiencies.
Area identification signs are permitted in commercial districts
providing that the business occupies two acres of land and the~
sign is setback 10 feet from the public right-of-way. The old
bank property totals .45 acres resulting in a 1.55 acre variance.
The existing bank sign projects approximately 3 1/2 feet over the
public right-of-way. Section 365:15, Subd. 11 permits commercial
signs to project 18 inches over the public right-of-way. As a
result, continued use of the existing sign will require a 1.5
foot variance.
In the years of operation of the existing sign, the City has not
received complaints about the amount of the projection of the
sign over the sidewalk. Additionally, the sign serves a public
purpose by providing time and temperature information. Since a
public purpose is served, it seems reasonable to allow minimal
usage of the public's "air space" over the sidewalk to
accommodate the sign. ~
RECONMENDATION: Staff recommends approval of a site size
variance and setback variance for conversion of the old Mound
Bank sign for usage by new building tenants. Approval of the
variances establishes an "area identification sign" which can be
changed to reflect various businesses providing the lettering is
consistent with the red and black lettering proposed by Help U
Sell Real Estate of Lake Minnetonka.

Building OFficial reviewed the Staff report to the Planning
Commission. The applicant ts requesting a variance to construct
an omen, unenclosed-deck 3 ft. From the south property line. 'The
R-2 zoning district requires a 20 ft. front yard setback to the
Devon and Drummond Road right-of-ways. Drummond Road is an
unimproved right-of-way; however, the City Council did review the
storm sewer drainage and Possible improvement oF Drummond Road

This sign is an integral ~art of our decision to bring our Real
Estate business to Mou~d over the location we choose in Spring
Park initially. The building is 50+ feet south of Mounds main
traffic flow. The sign allows traffic to notice our building
(and remind them-of our services) from 3 to 4 blocks North & South
of our location. Being a new business with a new conce~t this
attention is imberative to our image and ex~orsure. The building
currently sits on it's East & South nro~erty lines & the West is .

BACKGROUND: The Tonka Alano Society is requesting an amendment
to the zoning ordinance to allow public lodges and clubs to be
added to the list of condi(~ional uses in the B-3 zone.
~Additionally, if the amendment', is approved, they are reques~tjng
approval of a conditional use permit.
Tonka Alano is proposing to establish a center whose primary
purpose is a meeting place. Alcoholics. Anonymous and Alanon
meetings will be held at the facility. Due to the variety of
programs conducted by the organization, the number of users will
vary from 11 to 30. Peak times are typically Saturday mornings
from 8:00 A.M. to 9:15 A.M. Prior to looking further at the
proposed use, it may be helpful to review the overall site.
In recent times (since 1983), the building has been used as a
bar, restaurant or consignment shop. In 1983, the owner of the
building sought the approval of'an "on and off sale beer license"
and as a part of that effort, the city imposed conditions to try
to resolve neighborhood complaints. The five conditions are
outlined on pages two and three of Attachment 1.
In 1985, the owner of the building applied for an amendment to
the zoning ordinance to use the property for a restaurant and
consignment shop. The zoning amendment and subsequent
conditional use permit were approved. At the present time, the
building is vacant except for the upper floor which is used as
living quarters. The property is overgrown with weeds and an
accumulation of junk has occurred in the rear parking area..
Establishing a viable use for the property should resolve most of
the current visual problems.
COHMENTS: The proposed zoning amendment to add public lodg'es and
clubs to the-list of conditional uses in the B-3 zone presents
many of the same issues presented in the proposed addition of
consignment shops. In order for the zoning ordinance to be
amended, the Planning Commission must find that a proposal
(~f~ects changes in the goals and policies of the community as
reflected in the plan or changes in conditions of the City."
Amending the B-3 ordinance to allow 1.odges and clubs is
applicable to all B-3 designated areas~
The item of major importance in this issue is the B-3 zone
-it'se'lf~ The~-purpose of the B-3 zone. states, ~_The neighborhood
commercial center shall function as a small service area which
may supply local retail sales to nearby residents._~.' This purpose
.~emphasizes the.term neighborhood. The B-3 zone is intended .t.o
provide services to the surrounding neighborhood, not the
community at large.
The issue of neighborhood becomes an important factor in the
decision to allow lodges and clubs as conditional uses. If the
Planning Commission and City Council truly believe that B-3
areas are only in existence to serve nei~ghborhood areas, lodges
and clubs do not fit the definition. I~ lodges and clubs are
added to the list of B-3 conditional uses, the purpose statement
now in the ordinance needs to be revise~'~
The decision to allow lodges and clubs.as conditional uses in the
B-3 zone should focus on the appropriateness of the type of use
rather than the specific proposal at hand. The question becomes,
are lodges and clubs appropriate uses in neighborhood business
areas and if so, how do you define lodges and clubs? This issue
becomes a policy decision. Such decisions are made by the City
Council with the advise of Planning Commission and Staff.
In trying to analyze this issue objectively, it is easy for ones
thoughts to become clouded by the subject proposal. The Tonka
Alano Society is an excellent organization and certainly a group
providing a valuable service to the community. However, it
represents only one type of pr. ivate lodge/club. Other similar
uses are fraternal organizations (Moose, Elks, etc.), youth clubs
such as Boys Club and undoubtedly many other organizations. Are
all of these uses appropriate in the B-3 zone?
Mound's three B-3 designated zones are small geographic areas in
the middle of residential neighborhoods. Of the three, only one
is currently actively used for business purposes. A1 & Almas
Restaurant which is located in the B-3 zone is unquestionably a
use which appeals to an area much more broad than the surrounding
neighborhood. Because the use has been in existence for many
years, very few complaints are ever received and virtually no one
questions the appropriateness of the operation. The use exists,.
however, only largely due to history. If a new restaurant was
proposed in the heart of an R-1 zone, it is doubtful that the
proposal would receive Planning Commission and City Council
support.
The introduction of private lodges and clubs represents a new use
in the B-3 zone. The proposed use does not have any historical
context. Therefore, it is extremely important that the use be
compatible with the surrounding neighborhood area.
RECOHHENDATION: If the Planning Commission supports the existing
stated purpose of the B-3 zone, staff feels that the proposed use
is clearly inappropriate and should be denied. If the Commission
feels that the scope of the Neighborhood Business district should
be expanded to include general uses rather than neighborhood
uses, the proposed use may be appropriate. The bottom line
issue is one of general land use policy: what types of uses are
appropriate in Mound's B-3 zoned areas?
CONDITIONAL USE PERMIT REVIEW
BACKGROUND: Review of the conditional use permit application for
the Tonka Alano Society is contingent on approval of the zoning
amendment outlined above. The remainder of this report focuses
on the proposed operation assuming that the zoning amendment is
approved.
The purpose of the proposed Tonka Alano operation is to provide
both formal and informal meeti,~g spaces for individuals. In
addition to structured meetings at designated times, the faci.!..ity
will be open as a drop in center whose prime function is a place
for a cup of coffee and some conversation. The group is not
proposing any substantial changes to the exterior of the
building.
Parking for the building occurs on both the north and south
sides. On the south side or front of the building, approximately
6 - 8 spaces are available. At the rear of the structure, a
parking lot with approximate dimensions of 130 feet by 44 feet
exists. This space can accommodate a maximum of approximately 22
vehicles assuming 90 degree head in parking along the north side
and parallel parking along the southern edge of the parking lot.
Total off-street available parking is approximately 30 spaces.
Based on existing usage of the facility, the supply of parking
is adequate to meet demand. If the Society adds programs or sees
increases in attendance, parking may be inadequate. It is
important that the facility be able to handle parking and traffic
related needs on-site to prevent disruption to the surrounding
residential neighborhood. In speaking to representatives of the
Tonka Alano Society about future growth and available parking,
they assured me that they could schedule activities in a manner
that existing parking would support usage of the facility.
RECOHHENDATION: Staff recommends approval of the conditional use
permit to operate a public lodge and club by the Tonka Alano
Society subject to the following conditions:
i. Use of tie facility and the scheduling of programming shall
be accomplished in such a manner that all parking is accommodated
by on-site, off street parking.
2. The Tonka Alano Society shall prepare a landscaping plan for
the overall facility specifically identifying clean up and
proposed improvements to the slope areas immediately north of the
building and immediately north of the parking lot. The plan,
which shall be due within 60 days of the date of City Council
approval, shall be approved by the City Planner and implemented
within a one year time frame from the date of City Council
approval of the conditional use permit.
3. Debris including but not limited to the truck, snowmobile,
dock and miscellaneous items will be removed from the site
immediately.
4. All signage shall conform to the Mound Sign Ordinance.
5. All building and site improvements shall receive proper
local, county and state permits as applicable.
6. Fencing around the existing dumpster shall be repaired.
7. If the deck area is used for meetings or other activities,
use shall occur only between the hours of 8:00 A.M. to 10:00 P.M.

-i'Existing problems can be categorized as being caused by either physical
deficiencies or operational deficiencies. Ccmplaints aired at recent public
hearings fall into one of these t~ categories. Operational deficiencies are
a direct result of management practices. As such, they can occur l~gardless
of the physical condition of the facilities. After hours parties was the
major operational problem mentioned during previous public hearings.
In order to address the problem, many cc~munities have enacted what is known
as an "evacuation ordinance" which requires patrons to leave bars and the
premises that they occupy at the specified closing time. At the present time,
Mound does not have such an ordinance and consequently, any complaints
regarding after hours parties and noise have to be reviewed and prosecuted
under nuisance or noise provisions.. Such provisions are much more generalized
(and harder to enforce) than the specific provisions found in evacuation
ordinances. Therefore, enactment of an evacuation ordinance may provide
police with a better tool in responding to such ccmplaints.
Three Points Tavern contains a large deck on the rear of the structure which
has the potential for another operational problem. Use of deck areas for food
and beverage service is a fairly co,u~on practice in bars throughout the Twin
Cities. Most bars, however, are not located within a residential
neighborhood. As a result, in,most cases, noise from deck areas does not
cause a problem to surrounding properties.

The deck area at Three Points Tavern, hoover, does have the potential for
noise conflicts with the abuttirg properties during the summer months. The
word potential is important because as far as Staff kno%s, no ccmplaints of
this nature have been received. To gua~ against future operational changes,
however, it seems realistic to specify hours of occupancy and use of the deck
area.
The Three Points Tave~ structure is in good condition. The perkinG area and
Grounds, however, contain a number of physical deficiencies. Correction of
these deficiencies would make the property more attractive while bringing it
into conforma_nce with the residential character of the surrounding
neighborhood.
Mr. Rager is currently in the process of completing two improvements on the
property. He is havin~ the entrance driveway paved frc~n Eagle Lane to the lip
of the parking lot area. Additionally, he is installing posts on the northern
side of the parkinG lot to serve as vehicle stops. Both of these improvements
will remove existinG problems.
One of the major existing physical deficiencies mentioned at the public
hearing is the growth of ~eeds on the property. In reviewing the site, the
-lot cons'~sts of either hat~ surface paving, the building, or weeds. None of
the land surroundin~ the building contains sod or landscaping treatment. Weed
growth, seems to be particularly prcminent along-the north side of the parking
lot. In this a-rea, the 'parking lot sits substantially higher than the
neighboring residential proper~y. The slope between the two areas is
excessively steep and will not permit sodding or seeding. Ground cover
planting in this area is also highly questionable due to the severity of the
grade and Minnesota's climate.
The only realistic method of permanently removing the weed problem in this
area is to construct a retainirg wall along the base of the slope creating a
maintainable landscaped strip along the top. This concept is graphically
depicted in the attached section sketches. Weed growth also occurs along the
steep slope between the deck and the parking lot and along the western side
yard of the stt~cture.
Discussion at the public hearing also involved the possibility of requiring
Mr. Rager to pave the parkin~ lot area. In reviewing the existing situation
as well as Mound's present ordinances, Staff feels that such a requi-~-e~,mnt is
unnecessary providing that the existirg lot is maintained.
In addition to the weed problem, other physical deficiencies should be
addressed. These have been inco~%)orated into the following rec~,,,'endations.
Staff recormnends that the City Council approve the issuance of an "on and off
sale beer license" for Three Points Tavern conditioned upon the .following:
That Mr. Rager be required to construct a retaining_ wall and landscaping
on the northern side of the parking ~ot area or propose other methods to

and the City Planner. It is further suggested that Mr. Rager be given one
year to implement such plans. Therefore, completion of this work would have
to be~ acccmplished prior to the reissuance of the license in late 1984.

Tonka Alano Haintenance
Tonka Alano members have always taken greet pride in the
appearance of our facilities. Prior to moving into Westonka
Comunity Center our club was located in residential homes
which we rented. In the six years we rented there was not
one neighborhood complaint. The lawns & buildings were
.always kept clean. Our club is presently cleaned weekly by
paid club member.
In addition to the weekly cleaning we have an annual clean-
up day which includes painting & general repair. This is
done by the many club members and individuals who attend the
meetings at the club. Each group meeting at Tonka Alano is
responsible for daily cleanup.
At the proposed site (the Former Hidden Treasures) we have
many volunteers committed to upgrading the exterior and
interior appearance. We have already begun setting up
committees utilizing the many skilled people who attend the
Tonka Alano. We have contractors in every field who are
anxious to do painting, landscaping and carpentry work.

Dear Ms. Bertrand:
Enclosed is a completed application to the Planning and Zoning Commission
for Wetland Alteration.
The property, located at approximately 4841 Bartlett Blvd. is undeveloped,
and is being considered by Mound for a four lot subdivision.
Mr. Niccum, the owner, has submitted applications to the MCWD and the MN/DNR
to excavate a wildlife pond in the wetland area, in the bed of Lake Minnetonka,
below the legal shoreline elevation 929.4.
The enclosed plan, last revised 11/4/87 indicates the location of the wildlife
pond. The island shown on the plan has been eliminated, because of problems
associated with p~acing fill in the bed of the lake.
The wetland vegetation in the location of the pond was Purple Looestrife, and
the vegetation was disposed of at the Louisville Landfill. The work was begun
and substantially completed in March 1988.

1. The permittee shall comply with all rules, regulations, requirements or standards
of the Minnesota Pollution Control Agency and other applicable federal, state or local
agencies.
5. Permittee shall ensure that the contractor has received and thoroughly understands
all conditions of this permit.
.6. Erosion control measures shall be adequately designed for the site characteristics-
They may include staked haybales, diversion.channels, sediment ponds, or sediment
fences. They shall be installed prior to commencement e~d maintained throughout

17. Excavated materials shall not be deposited or stored along side the protected water

island) and to riprap 200 additional feet of mainland with :he
condition that the applicant follow Department of Natural Resources

The total cost of the project is estimated to be $13,652.64. The following

RESOLUTION DECLARING COST TO BE ASSESSED
AND ORDERING PREPARATION OF PROPOSED ASSESSMENT
WHEREAS, costs have been determined for the improvement of Drummond Road
from Amherst Lane to 100 feet eastby the construction of storm sewer and
bituminous surfacing and the bid price for such improvements is $10,497.50, and
the expenses incurred or to be occurred in the making of such improvements
amount to $3,155.14 so that the total cost of the improvements will be
$13,652.64.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mound,
Minnesota:
The ¢ortion of the cost of such improvement to be paid by the City is
hereby declared to be $1,971.20 and the portion of the cost to be
assessed against benefited property owners is declared to be
$11,681.44.

Assessments shall be payable in equal annual installments extending
over a period of l0 years, the first of the installments to be payable
on or before the first ~onday in Oanuary, 1989, and shall bear
interest at the rate of 8 percent per annum from the date of the
adoption of the assessment resolution.
The City Clerk, with the assistance of the City Consulting Engineer,
shall forthwith calculate the proper amount to be specially assessed
for such improvement against every assessable lot, piece or parcel of
land within the district affected, without regard to cash valuation,
as provided by law, and he shall file a copy of such proposed
assessment in his office for public inspection.
The Clerk shall, upon the completion of such proposed assessment,
notify the Council thereof.

WHEREAS, by a resolution passed by the Council on August 23, 1988, the City
Clerk and the City Engineer were directed to prepare a proposed assessment of
the cost of making storm sewer and street improvements on Dru~on~ Road from
Amhurst Lane to 1OO feet eastiby the construction of storm sewer and bituminous
surfacing; and
WHEREAS, the City Clerk has notified the Council that such proposed
assessment has been completed and filed in her office for public inspection;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mound,
Hinnesota:
1. A hearing shall be held on the 20th day of September, 1988, in the
City Council Chambers, 5341 Maywood Road, at 7:30 P.M., to pass upon
such proposed assessment and at such time ano place all persons owning
property affected by such improvement will be given an opportunity to
be heard with reference to such assessment.
The City Clerk is ~hereby directed to cause a notice of the hearing on
the proposed assessment to be published once in the official newspaper
at least two weeks prior to the hearing, and she shall state in the
notice the total cost of the improvement. She shall also cause mailed
notice to be given to the Owner of each parcel described in the
assessment roll not less than two weeks prior to the hearings.
The Owner of any property so assessed may, at any time prior to
certification of the assessment to the county auditor, pay the whole
of the assessment on such property, with interest accrued to the date
of payment to the City Treasurer, except that no interest shall be
charged if the entire assessment is paid within 30 days from the
adoption of the assessment. He may at any time thereafter, pay to the
City Treasurer the entire amount of the assessment remaining unpaid,
with interest accrued to December 31 of the year in which such payment
is made. Such payment must be made before.November 15 or interest
will be charged through December 31 of the succeeding year.

ORDERING COST TO BE ASSESSED
AND ORDERING PREPARATION OF PROPOSED ASSESSMENT
WHEREAS, on August 9, 1988, the City Council adopted
Resolution 988-112, entitled, "Resolution Declaring Cost to be
Assessed and Ordering Preparation of Proposed Assessment", and a
mathematical error was made in 1., which read as follows:
The portion of the cost of such improvement to be paid
by the City is hereby declared to be $62,471.00 and the
portion of the cost to be assessed against benefited
property owners is declared to be $165,638.00.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Mound, Minnesota, that Resolution %88-112 is hereby
corrected to read as follows:
WHEREAS, a contract has been let for the making of
street improvements on Shoreline Blvd. (Hennepin County Road 15),
between Commerce Blvd. (Hennepin County Road 110) and the Mound
City limits at the Seton Channel by the construction of curb and
gutter, concrete driveway aprons, §idewalk and storm sewer and
the contract price for such improvement is $175,148.00, and the
expenses incurred or to be incurred in the making of such im-
provement amount to $52,961.00 so that the total cost of the im-
provements will be $228,109.00.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Mound, Minnesota:
The portion of the cost of such improvement to be paid
by the City is hereby declared to be $92,338.00 and the
portion of the cost to be assessed against benefited
property owners is declared to be $135,771.00.
Assessments shall be payable in equal annual install-
ments extending over a period of 10 years, the first of
the installments to be payable on or before the first
Monday in January, 1989, and shall bear interest at the
rate of 8 per cent per annum from'the date of the adop-
tion of the assessment resolution.
The city Clerk, with the assistance of the City Con-
sulting Engineer shall forthwith calculate the proper
amount to be specially assessed for such improvement
against every assessable lot, piece or parcel of land
within the district affected, without regard to cash
valuation, as provided by law, and he shall file a copy
of such proposed assessment in his office for public
inspection.

In March of this year, you directed me to the possibility of
getting an intern from the University of Minnesota Landscape
Architecture Program to design a park development plan for Lost
Lake. Since that time, I submitted an application to the Center
for Community Studies which is the coordinating body that handles
these types of activities. Upon review of the application, a
representative from the Center for Community Studies came out to
Mound and met with Mark Koegler, City Planner; Jim Fackler, Parks
Director and myself regarding this potential project.
Attached is a letter approving the application for fall quarter.
Also attached is the application which I completed prior to July
1st, when they. were due,.
The maximum cost to the City would be $550. As I indicated to
the coordinator thg'~City of Mound is looking for something that
is realistic, but unique for this area. Based upon past attempts
to develop this property, I think '$550 is worth the effort.
Therefore~ I am requesting that the Council approve this proposal
for this coming fall. As indicated in the application, the
City Council and other interested groups will be assisting the
class in the plan. If you have any questions, please contact me.

We are delighted to inform you and the City of Mound that your request
for a University of Minnesota student project has been approved and that
the Lost Lake site has been selected as a landscape architecture class
project for Fall 1988.
Professor Lance Neckar would like the Lost Lake project for the senior
Recreation Planning and Design studio. We anticipate that .the. project
would begin around November 1, 1988 and be completed by around December
5. The class of about ten to fifteen students would develop design
oncepts for development and its relation to its surroundings. The
oject should be' both a enallenging educational experience for the
students and a source of valuable ideas to help Mound consider
alternatives for the future of the site.
In 'exchange f~'r the'~time and skills donated by University students-and
faculty, we expect the City of Mound and other local project sponsors to
reimburse the University for expenses (such as mileage, photography,
supplies, printing) up to $500 and an administrative fee of $50. As I
discussed with you, the Center for Community Studies expects this project
to help the city explore options and gain support and funding which will
lead to professional design development and implementation.
Professor Neckar will be out of town until around September 15, at which
time we will meet with him to more clearly refine the scope of the
project, and its timeline. In the meantime, can you pull together the
base maps (topographic and surveys) and other, base information relevant
to development of the site? Also, please send me a letter confirming the
project as outlined here.

Lake Minnetonka is a vital resource to Hound· Our community is lake-orlented
and many activities that exist here revolve around the lake. Streetcar boats
in the early 1900's were a .poPular attractlon to Mound.. Residents of Minneapolis
and St. Paul would travel by streetcar to the lake area and board boats for
trips around the lake. There are many historical documents that are available
on this subject.

The City of'Mound would like to clean the area up. The~3.5 acres is currently
'being used as a storage facility for the City's public works department. It
is the City's goal to clean up thi~.area.

The hours spent can really be broken down into three
categories: (1) arraignments, pretrials and court trials, (2)
jury trials, and (3) preparing complaints. Mound has been
allocated two Mondays per month for arraignments, pretr'ial and
.court trials. Generally, arraignments and pretrials are scheduled
on Monday mornings and pretrials and court trials on Monday
afternoons. Jury trials are scheduled for 8:30 a.m. Monday thru
Friday on the weeks we do not have arraignments. The City has a
policy of not negotiating on DWI cases where there has been a test
refusal or a test result of .12 or higher. While this has
resulted in more'cases being set for trial, in all but two cases
the defendant has pleaded guilty to the DWI on or before the day
of trial. In the two DWI Rials we obtained convictions.
As you can see from the hourly breakdown below, a large
percentage of time is used preparing complaints. This is a
necessary element of prosecution, and one which seems to grow each
_~ear, When local prosecutors were given the authority to handle
gross misdemeanors, the formal complaint load went uP. ~1988
legislation has created several new gross misdemeanors, which in
turn will require that more of my time is spent preparing
complaints (a gross misdemeanor must be charged by complaint).

In summary, my perception of the prosecution function is that
the time required is gradually increasing in proportion to the
general increase in police activity. I also expect an increase in
formal complaints due to the increased number of gross misdemeanor
crimes.
In September, 1987, Craig Mertz of this office assumed the
role of prosecutor on building and zoning matters. This has

which are by nature quite different from criminal and traffic

Staff Recommendation:
Building Official reviewed the application for a variance to
construct an extension of 2 ft. on the 6 ft. high privacy fence
that is presently in the rear yard of her property. The zoning
'code for fen~tng requires a maximum of 72" high in the rear yard.
The property owner has had considerable, distress with the
neighbors dog jumping the fence, and Building Official
understands from statements fn her office that the dog was
actually hanging by his chain over Ms. 5orreli's fence. The
staff, due to this Kind of a hardship, is recommending approval
of the 2 ft. extension with a couple of conditions: either the
property owners dog is no longer a problem in the neighborhood,
and is removed from the property, or when the home is solO, the 2
ft. extension is removed from the fence.
Discussion: ·
Wetland commented that he had looked at the property, an~ the 2
ft. extension wou)cl not interfere with the abutting properties.
MOT!ON moved by Wei land to approve the staff recommenclatton
of the 2 ft. extension. Motion failed with no second.
Sohns feels the clog ordinances should be enforced, Smith agreed
and suggested they shorten the dog's rope. Ken Smith supDortecl
clenying the request ancl feels the City shoulcl refund Marie
Sorrel l her $50 for the variance application.
Marie Sorrel commenteO that she Odes not want any harm done to
the dog, .... ·
Meyer, who also looked at the site informed the Commission there
is Junk piled on the dog owner's side of the fence which enables
the dog to scale the fence.
MOTION made by Sohns, seconded by Weiland to deny request.
The Commission, suggests the neighbor move the junk'by the
fence, shorten the leash and Do tice be immediately notified
to enforce the ordinance. Vote unanimously in favor.
Motion carried.

Staff Recommendation=,
The City Planner, Mark Koegler, submitted a staff recommendation
for approval of the sign size variance and setback vartance for
conversion of the o1~ flounO Bank sign for usage by new building
tenants. Approval of the variance establishes an area
identification sign which can De change~ to reflect various
businesses providing the lettering ts consistent with the're~ and
' black lett~rtng proposed by the Help U Sell Real Estate of Lake
Mtnnetonka. Proposal is to treat the sign as an area
identification sign ~o be use~ by Oufldtng tenants. In order to
accomplish that, this grouo needs to address two potential
variances, one Deals with the setback, and the second one ~eals
with total sign. size. There ts a provision tn the ordinance for
arear identification-signs that the legal logistics requires .e
property to occupy two acres of lan~, and this property ts
approximately 1/= of that. There ts another provision, area
i~entiffcatlon signs require a )0 fi. setback. However, for
signs in the B-I there is a a provision tn the ordinance that
allows tt to project lB" over the public right-of-way. This sign
projects approximately 36" over the right-of-way which results in'.

limitation to allow this existing sign be maintained. It is the
intent of that sign to serve businesses in that building with the
two side board areas being accommodated in appropriate manner.
MOTION moved Dy Meyer, seconded Dy Smith, to accept revised
staff recommendation. The vote was five tn favor, with
three (Thai, Sohns, and Weilano) opmoseQ, and Michael
obstatned. The motion carried.

SETBACK VARIANCE.
Staff Recommendatton~
Building Official reviewed the staff report to the Planning
'Commission. The applicant is requesting a variance to construct
an open, unenclosed ~eck 3 ft. from the south property line. The
R-2 zoning district requires a 20 ft. front yard setback to the
Devon and Drummond Road right-of-ways. Drummond Road is an
UnJ, mpr~ve~.rig~tT~6T.w@y~_~owever, the City Council did review the
,'~ttorm sewer 'Or~i-nage and--possible ,improvement o6, Drummond I~oa~,
last fa)l. The property owner does use the unimproved right-of-
way as driveway access to his property at this time. The staf~
recommends that the applican~ apply to the City for a street
vacation for a portion of Drummond Road to be added to his
parcel, Lot IT, ]8, I9, and 20~ Block 1I, Devon. If the street
vacation is not approved by the Cfty Council, staf~ recommends
that an 8~ x 8~-,antry deck.be .constructed to replace the exis~t,.r~
deck with the same dimensions. The new construction to the east
side of the property would have conforming setOacks to the Devon
and Drummond Road right-of-way.
Discussion=
Mr. JereczeK commented that all he wants to do is increase-hts~ ~,~-: :
deck size 5 more feet. He would not have any objections to the
'road vacation. Mr. JereczeK will suOmit an application for a
street vacation.
MOTION made by Meyer, seconded by Sohns that the Planning
Commission recommend an aPmlicatton for the street vacation
on Mr. dereczek's 1/2 DE Drummond Road adjacent to Lots
lB, 19, and 20. With his application then forwarded to City

ZONING AMENDMENT AND CONDITIONAL USE PERMIT - PUBLIC
HEARING.
City Planner, Mark Koegler presented the case and stated the fact
'that this it'em is actually two separate requests, which for the
purposes of this agenda were listed as one item for the
convenience of the Commissioners, anO therefore was put tn one
staff report. Koegler wants to strongly emphasize that the first
hale dE the item needs to be addressed before the second hale
even has any creOitabtltty. The reouest is Eot a zoning
amendment to change the ordinance of B-3 Section to allow "Public
Lodges and Clubs" to be aOded to conditional uses in the
zone. This request needs to be reviewed upon its merits and if
it is acted upon, we can go on to review the conOtttonal use
permit. If the determination is that the zoning amendment is not
in orb,r, then this use Is not Subject to a conditional use
permit and will not be reviewed.
The introduction of private lodges and clubs represents a new ~se
in the B-3 zone. The proposed use Opes not have any historical
context. Therefore, it is extremely important that the use be
compatlble with the surrounding neighborhood area.
Staff Recommendation (Zoning Amendment}~
IE the Planning Commission supports the existing stated purpose
of the B-3 zone, staff feels that the proposed use is clearly
tnapmroprtate and should be denied. If the Commission feels that
the scope dE the neighborhood business district should be
expanOed to include general uses rather than neighborhood uses,
the proposed use may be appropriate. The bottom line issue is
one o~ general land use policy: what types of uses are
appropriate in Mound's B-3 zoned areas?
The Planner also stated the City Attorney aOvice is that until
the first action takes place, there is no Oasis to discuss the
second action.

Jan Bertrand explained that for the Alano organization, it was
difficult to define their use. They are a meeting hail because
they nave assemblies, but trying to fit them into the ordinance
for any definition for what this organization really is, the
staff felt that lodge/club fell somewhat in that line. However,
with most clubs and lodges you have to pay dues, which you do not
for Alano. We could try to define their meeting/assembly halls
differently.
'Jansen expressed net views with the definition of "club" for a
use,-concerned any kind of club with different values would be
allowed to use these buildings.
Public Comments
~ohn Gonzalez, 1673 Gull Lane, lives one block from the building
and expressed his concerns about the community using the
building, rather than for neighborhood use only. If it were for
Three point residents only, it would be okay.
Shetla Sundstrom, 1705 Finch, concerned about her children with
.strangers in the neighborhood. She and her husband go out dE
their way to 1. tve in a small community and do not want to hassle
with the increase in traffic this could produce.

Dear Governor Perpich:
It is my understanding you have declared a purple loosestrife week. To that I say
bravo! It's about time someone took notice.
I have heard two c6nflicting dates as to when Hennepin County excavated our channel
(Black Lake) on Lake Minneto~ka, where I live. We bought our home in 1954. At that
time there were only cattails. There were plenty of ducks, red wing blackbirds, and
we could get a stringer of fish any time of day, fishing from our dock. Gradually
the pond lilies and loosestrife have taken over. We went to Bud Robb, Hennepin
County Commissioner, several times about dredging the channel. He said it was a
private channel and no money to dredge it. If it's a private channel, why did Hennep.in
County excavate it in the first place, with no plans for its upkeep? If it's a private
channel, why does the City of Mound have rights to the major portion of the shoreline
for parkland and dock rentals? And why, then, was a rental boat from Babler's tied
up at my dock one day, and the occupants fishing? ~
This past winter, the City dredged out the west end of the channel only, where docks'
are rented out to affluent boat owners for $90.00 for the season, and the shoreline
riprapped. 'All the taxpayers subsidized this dredging. My attorney said I could get'
out an injunction and stop the dredging on grounds of discrimination, but, since I am
now a senior citizen widow living on a fixed income, this was too costly for my budget.
The loosestrife has taken over and is growing in neighbors' yards. There are no fish -

best thing - anchor down the boat house and replace a 25-year-old retaining wall.
Both are on my property, as my lot goes 30 feet into the lake. This was strictly
upkeep and maintenance on my own property. Would you believe I've been told I won't
be granted a permit unless I submit an engineer's report? Mr. Fackler of the City of
Mound tells me that would cost $500.00 for a minimum of two hours. I believe there
should be a grandfather clause in there. ~This additional cost also is not in my
budget. I called the ~ to withdraw my' request for a permit and asked them to return
my $50.00 application fee. I was told the $50.00 is nonrefundable. I believ~ it
should be for senior citizens, since I'm paying lakeshore taxes for lakeshore I can't
even use, because of the loosestrife and other weeds.
I also don't believe a 40-ft. retaining wall of treated timbers will pollute the lake
as much as the weeds. But, it is too late for this year, and I'd like my $50.00
returned. None of this was made clear to me when I applied - only sent a book of rules
after I sent in my check. And, believe it or not, none of the people I've written
to or talked to in the past care that the channel is full of loosestrife and polluting
the big lake. They all just say, "No money for dredging." Whose responsibility is
it to keep the lake clean and free from noxious weeks - the City's? The County's?
The State's? It seems to me the responsibility lies with those who use the lake. We
all have to pay a fee to enter a State park. Why not a boat launching fee $1.00 every
time a boat is launched plus $1.00 parking fee, is certainly reasonable, since most
of these people own $25,600 and up boats and can well afford it. Likewise, the City

should be charging $90.00 per month, not season, for dock rental. It costs $1200
at a marina to dock a boat for a season. I don't see a row boa~ docked at any of the
rental docks near me. The fees could be used for dredging and lake clean-up.
Anything you can do about the loosestrife and to help me recover my $50.00 will be
greatly appreciated.

'Jessen; City-Manager Ed Shukle; Park Director Jim Fackler; Dock
inspector Dell Rudolph; and Secretary Peggy James. Absent and
excused were Commissioners Shirley Andersen and Marilyn Byrnes.

The minutes of the Park Commission meeting of July 28, 1988 were
presented for.consideration. One change was requested by Panet~a

Mike Savage was present to represent the commons docks at High-
land. Mr. Savage referred to the petition submitted to the Com-
mission and stated the dock holders want lights put in the com-
mons area for extra security, skating In the winter, and boats at
night. All of the nine who dock tn the area have signed the
petition. The dock holders would like to position the light
close to the shorellne on the Far east side in the bushes and do
not think they need a street light, but would prefer something
ifke a yard ltght shining at the lake.
The Park Director, dim Fackler informed the Commission that he
tried to reach NSP regarding installation, they have not returned
his calls. Jim commented that they might need two poles. Jim
also stated there may be an tnitlal cost, and an on-going Fee.
Jessen questioned Mtke Savage if the people would pay the costs.
Mike 'Savage commented that he could contact the dock holders
about paying Fees, but does not guarantee they would all chip in.
He will ask the abutting owners about paying.
Jim also co~ented, if a pole was placed on the east side, they
may have to trim the trees.

Lane. Mr. Whtte's dock is badly damaged and unsafe, he has ig-
nored several requests to repair the dock. Dell also commented
that he has not seen his boat docked For weeks.

7.A. MAINTENANCE PERMITS - STUDER/SMITH 4849 ISLAND VIEW DRIVE
The Park Director, Jim Fackler explained the history of this
request. This particular commons area had erosion In the
shoreline, we o~Fered to pay 50% to Fix tt to the previous owner,
he turned down the offer. The next. year he wanted the same 50%
'deal, but the City Manager said no, It wasn't in the budget. So,
the previous owner temporarily laid dock sections For a walkway
on the con~m~ns area over the washed out area For safety, which
was allowed temporarily. The new owner replaced it with a deck
28' x 7', without applying For a maintenance permit. Rip rap has
been placed to protect the shore, and now there is no need to
place dock sections on the walkway, recommendation is to deny the
maintenance permit application.
MOTION moved by Gaily, seconded by Jessen to deny main-
tenance permit application and enforce removal of the exist-
ing walkway and deck from the commons.
Request will appear before the City Council on August 23,
1988.
7.B. MAINTENANCE PERMITS - HOWARD HAGEDORN - 1749 AVOCET
a. Park Director, Jtm Fackler referred to Mr. Hagedorn's
written request to sod an area tn the commons adjacent to his
property. Jim explained that this sod was destroyed by construc-
tion. Jim recommend we grant this request.
MOTION moved by Batly, seconded by Jessen to approve the re-
placement of sod on the southwest corner of Mr. Hagedorn's
lot, which ts in the commons.
b. Park Director, Jim Fackler referred to the second half
of Mr. Hagedorn's request to trim foliage on the lake front. Jim
commented that the sumach bushes are okay to trim (not less that
3-I/Z feet), but trees should be left. Jim suggested he could
make an appointment with Mr. Hagedorn to supervise trimming.
MOTION moved by Jessen, seconded~by Clough to accept the
request to trim sumach to 3-I/Z feet under the Park Direc-
tors supervision, hard wood trees are not to be cut. Motion
passed four In favor, one opposed (Burke opposed).

7.A. MAINTENANCE PERMIT - S]ilDER/SMITH 4849 ISLAND VIEW DRIVF
Mr. Studer and Mr. Smith arrived. The Commission advised them
the Commission had already made a motion.. Clough repeated the
motion. Mr. Studer and Mr. Smith stated they would like to com-
.ment on their behalf.
MOTION moved by Clough seconded by Panetta to re-open dis-
cussion regarding Studer/Smtth maintenance permit.
Mr. Studer and Mr. Smith showed pictures to the Commission of the
extended stairway and the deck. The temporary deck was
deteriorating and was unsafe, he was unaware a permit was needed
to rebuild the deck and walkway. He had a friend that was in-
jured on the deck because It was unsafe, so they improved it

(without a permit). Hr. Studer believes the walkway provides
protection when walktng from the stairway to the dock.
The Commission explafned they have turned down other requests
the past for the same, they have never allowed deck structures in
the commons.
The Park Director explained that the steps were allowed due to
access over the rip rap. The deck and the walkway are not
needed.
'Baily commen~ed that she looked at the property and says you can
walk on the shore, the deck ts not needed. Jessen agreed.
MOTION moved by dessen, seconded by Batly to deny main-
tenance permit application and enforce removal of the exist-
ing walkway and deck from the commons.

The Park DireCtor informed Mr. Hagedorn there are.trees amongst-
the sumach, and he should not be cutting these trees.
Clough mentioned the Commission wants to keep the hard wood
trees.
MOTION moved by Jessen, seconded by Baily to accept the
request to trim the sumach to 3-1/2' under the Park Direc-
tors supervision, hard wood trees are not to be cut. Motion
passed four in favor, one opposed (Burke opposed).

The Dock Inspector reported the following changes on the 1989
Dock Permit Application Form:

Years, and the Five Year ProJection of Revenue and Expenditures.
Jessen commented-that-maybe the Commission should look into weed,~
harvesting.
Projections wtll be reviewed annually.

]989 Dock Permit Application, and the 1989 Mooring Buoy Ap-

Lake Level, Flow and Precipitation Summary for July 1988.
Lake levels in Lake Minnetonka have remained relatively stable through July as
illustrated by the attached graph and lake elevations. There has not been any
discharge from Lake Minnetonka to Minnehaha Creek since November 17, 1986.
Creek flow at the Browndale Ave. dam in Edina during July is shown below.
The 30 year average precipitation for June at the National Weather Service
station in Maple Plain is.4.65 inches. The actual precipitation recorded in
Wayzata for June was 0.10 inches. A sumnary of precipitation follows.

LOST LAKE PARK DEVELOPMENT PLAN
In March of this year, you directed me to the possibility of
getting an intern from the University of Minnesota Landscape
Architecture Program to design a park development plan for Lost
Lake. Since that time, I submitted an application to the Center
for Community Studies which is the coordinating body that handles
these types of activities. Upon review of the application, a
representative from the Center for Community Studies came out to
Mound and met with Mark Koegler, City Planner; Jim Fackler, Parks
Director and myself regarding this potential projeqt.
Attached is a letter approving the application for fall quarter.
Also attached is the application which I completed prior to July
1st, when they were due.
The maximum cost to the City would be $550. As I indicated to
the coordinator the~City of Mound is looking for something that
is realistic, but unique for this area. Based upon past attempts
to develop this property, I think $550 is worth the effort.
Therefore, I am requesting that the Council approve this proposal
for this coming fall. As indicated in the application, the
City Council and other interested groups will be assisting the
class in the plan. If you have any questions, please contact me.

Dear Mr. Shukle:
We are delighted to inform you and the City of Mound that your request
for a University of Minnesota student project has been approved and that
the Lost Lake site has been selected as a landscape architecture class
project for Fall 1988.
Professor Lance Neckar would like the Lost Lake project for the senior
Recreation Planning and Design studio. We anticipate that the project
would begin around November 1, 1988 and be completed by around December
5. The class of about ten to fifteen students would develop design
concepts for development and its relation to its surroundings. The
project should be both a cnallenging educational experience for the
students and a source of valuable ideas to help Mound consider
alternatives for the future of the site.
In exchange for the time and skills donated by University students and
faculty, we expect the City of Mound and other local project sponsors to
reimburse the University for expenses (such as mileage, photography,
supplies, printing) up to $500 and an administrative fee of $50. As I
discussed with you, the Center for Community Studies expects this project
to help the city explore options and gain support and funding which will
lead to professional design development and implementation.
Professor Neckar will be out of town until around September 15, at which
time we will meet with him to more clearly refine the scope of the
project, and its timeline. In the meantime, can you pull together the
base maps (topographic and surveys) and other-base information relevant
to development of the site? Also, please send me a letter confirming the
project as outlined here.

The City owns 43 acres of property (Lost-Lake) within the City. 3.5 acres
is developable for some type of project. City Officials are interested in
possibly using the 3.5 acres in conjunction with the remaining 40 for a
park development.

Lake Minnetonka is a vital resource to Mound. Our community is lake-oriented
and many activities that exist here revolve around the lake. Streetcar boats
in the early l~O0's were a,popular attraction to Mound. Residents of Minneapolis
and St. Paul would travel by streetcar to the lake area and board boats for
trips around the lake. There are many historical documents that are available
on this subject.
CO~gJNITY GOALS: How does this project fit into overall plans and goals for
your community or organization?
The City of'Mound would like to clean the area up. The'3.5 acres is currently
'being used as a storage facility for the City's public works department. It
is the City's goal to clean up this area.
PROJECT PARTICIPANTS: Who are potential users or community clients for this
project? To what extent will they be involved in the project? How will the
community be notified about meetings, progress, an'd results?
City Staff wOuld be the main contact..Park Commission, Planning Commission
and City Council would be involved as well as other interested persons.
City Staff'will serve as administrator for project and will notify affected
persons.
PROJECT SPONSORS AND FUNDING: What groups or agencies support this project and
specifically what kind of commitments can each make towards the project? How
much mohey is committed to cover project expenses (travel, supplies, photography,
printing, etc.)?
All we are expecting is a realistic development plan for the Lost Lake area.
Actual implementation of the plan will come'at a later date if approved by
the City Council. Administrative costs, i.e., supplies and other materials, etc.,
would be absorbed by the City of Mound.

of the results of the study?
A well thought out plan that is realistic in terms of it potentially being
used by the community at large and something that has a reasonable price tag
to it, would likely succeed and become a reality.

land surveys, topographic maps, aerial photographs, etc. do you have? What

We are looking for a person who truly wants to develop a realistic plan
for future implementatiOn, this plan would be of use to the City of Mound
and the project would also benefit the student working on the plan in terms
of satisfying academic~ requirements and career goals. At this point in time,
it is unknown whether or not funds would be available for a stipend.
