As requested, we are herein submitting an Addendum to the Feasibility Report previously prepared
for the Metro Plains project's "Mound Marketplace" and "Village By the Pond". This addendum is
for the City's share of the Right-of-Way Acquisition costs of the County Road 15 project.

COUNTY 15/2002 PROJECT
RIGHT-OF- WA Y A CQ UISITION
The original Feasibility Report included only a portion of the improvement costs for the County Road
15/110 project, as they related to the "Mound Marketplace" development. For bonding purposes, it is
recommended that Mound's share of the right-of-way acquisition be consolidated with Improvement
Project 2002 (Mound Visions 2nd) and conducted as one improvement project. The total estimated cost of
ROW acquisition for the county Road 15/110 project is $4,300,000.00, of which 50 percent or
$2,150,000.00 will be the City of Mound's responsibility under its contract with Hennepin County.
The following is the estimated cost of the two projects combined (and renamed the County Road 15/2002
Project):

Metro Plains Development has provided the City with a Petition and Waiver Agreement which allowed
the City to assess "Mound Marketplace" and the "Village By the Pond" an estimated project cost of
$712,657.00. This amount has been adjusted down to $593,675.00, which reflects some actual known cost
for work completed and estimated costs for future work items. This assessment will meet the 20 percent
requirement the City must meet in order to make this project feasible and allow the City to issue
improvement bonds without voter approval.
The original feasibility report also described other improvements to be made to County 15 and Highway
110 including street improvements and streetscape improvements. It is recommended that those
improvements not be constructed at this time but rather that those improvement projects be instituted as a
separate improvement project under Minnesota Statutes, Chapter 429 at a later date, most probably in the
summer or fall of 2003.
In our judgment, the consolidated County Road 15/2002 Project is necessary, feasible, cost effective and
should be made as proposed in the Feasibility Report as modified by this Addendum.

NOTICE IS GIVEN that the City Council of the City of Mound, Minnesota, will meet in the
Council Chambers at 5341 Maywood Road at 12:30 p.m. on Tuesday, December 31,
2002, to consider the construction of improvements to County State Aid Highway 15
(County 15/2002 Project) from apprOximately 600' west of CSAH 110 to Cypress Lane,
consisting to the acquisition of right of way and other properties necessary for that
constructiOn pursuant to Minnesota Statutes, Chapter 429 (Act). The Project is proposed
to be constructed in conjunction with and to be combined with Improvement Project
(Mound Vision 2®) 2002 now being constructed pursuant to the Act. The estimated cost
of the County 15/2002 Project is $2,150,000.00, none of which will be specially assessed
against benefited properties. The Project consists of the City's share of the cost of a joint
construction program being undertaken by Hennepin County and the City.
Any person wishing to express an opinion about the Project will be heard orally or in
writing at the public hearing.
