to roll cs. ll were ~.~ayor ?;. C. Huestis, Trustees C. I. Tuff, Bernard
?finke!, and C. q. Ferra!l, ~nd LeRo~ V. Alwin as Recorder.
After the reading and a~roval of the minutes of ~'ebru~ry 7th, the
attention of the meeting was given to ~,~r. W. ~. Duckett, Hennepin
County Highway Engineer, who presented the needs of sinking s test
well, es preliminary to the drilling., of a lar?er well, on Iot 34,
Auditors ?ubdivislon No. 167, such well to be one of a series to
help raise the level of L~ke ~innetonka. '.fr. Duckett came on the
written invitation of the ~.[ound Village Council after that body h~d
been petitioned by a delegation from the ~.~[ound Civic Club asking
that such a well be authorized as a festure for the village. Lot
34 being State owned through tax failure, it was agreed by the council
thet the village gain title, which it could do for the price of
$15.OO. It was also agreed that, after the village hsd taken steps
for tit]e, that an Easement be given the County u~on the lot, such
easement to become ~ermanent if the well should prove successful.
The interests of a delegation from the ~"innetrista Town Poard of
~upervisors was next recognized by the reading of a letter from
Fletcher, Dorsey, Ferker, Colman ~ Parber, attorneys, whom ~ayor
Huestls consulted with reference to the legality of the village's
~srtlcl~atlon in h_~lf~b~_.rlng in the cost of widening and gr~ding
the townshtp-vl].lege borderline street known ~ ~tnnetrlsta Road.
In view of the fact that the context of this letter was in full
support of the ~iayor's contention of illegality, and in view of the
fact that it was felt that there must be some provision in common
law in which Justice could be done the township, it was moved by ~"~
Alwin that a letter of greater detail of the circt~mstances -
in addition to~-a, survey of the minutes bearing upon the matter
and already s. ent - reach the above named law firm for further
advice. This motion was seconded by Trustee Winkel and concurred in
by the council.
The council gave its ear to a de~crlption of water purifying
ecui~ment~ presented· by~ ~,.?r. Webb of t~e Vsnk~to Filter Co. However,
inasmuch as it was purely ~ courtesy call for educational ~urpose~
only, no action oftthe council w~ involved.
The cuestion as to the ~erfected syster~ of accounteddeve!op% ~nd
prese'ated by Trustee C. P. Ferrs!! for the ?~.ound ~{unicipal Liouor
':tore, whether it was to be 'placed into the hands of store manage-
merit, or continue independent of the ~tore, ws~ brought um for con-
sideration. It was ?:ayor Huestis' contention that the i~proved
system would act better -~s ~ check against liouor store receipts
and disbursements if kept outside, the store. In thi,~ he was sup-
ported by Trustee Ferrsll. A majority of the council, however,
held that, inasmuch as there already ware the Tressurer'~ account
for the store, the Village Clerk's ~ccount for the store, and the
~tore's own account, a fourth independent system was superfluous
and should be embodied as an improvement in store management It-

The Village Recorder's compensation from the Iiouor Store
being brought into ouestton because of thes~ added improve-
ments and expense, and, inasmuch as it was felt that accounting
changes would in no way lessen the Recorder's work in k.eeping
village Lieuor Store records, paying store bills 81nd making out
their orders, and making regular reports to the 9rate Li-nuor
Control ~ommission, t[ayor Huestis asked for a confirmation 6f
passed action of the council in distributing the Recorder's
compensation evenly over the three departments of the village;
i. e., ~lO.O0 from the ~eneral Fund as Village Recorder, $10.00
from the V~ater Fund as Registrar of Water, ~tO.00 from the
Lieuor Fund for work in that department, the whole to serve as
a minimum guarantee of compensation for the Recorder's work·
T ~he above was out to motion by Trustee Bernard '~Vinkel, sec. onded
by Trustee C. L. Tuff, and concurred in by the counciI.
The meeting continued with discussion of drainage conditions
of the village portion of Watertown Road. The matter was in the
hands of the road committee and brought no action from the
general council.
