The purpose of thi~ meeting was to proceed with a consideration
of a new f~anchise embodying lower electric rates for the
village of ~found and as explained in detai2 at the adjourned
meeting of Yay 9th by lit. C. T. Ueyers ,end associates of the
Interstate Power Co. The personnel of the ~ower Co., ss of
the meeting of ?,,lay 9th, were again pre~ent to participate in
the deliberations.

The meeting proceeded by the presentation by Trustee C. I.. Tuff
of a written statement which he wanted read into the minutes
and into shy acce~tab!e Street lighting contract which the
village might agree to with the Interstate Power Co. ThDs
state?~ent called for bracket lights, identlc in character but
additional to the nine orizinel!y of~'ered by the Power Co. to
be located on ~htral Ave., the same to zupplant, without change
in candle-power, lights now on ~?fatertown Road, the "~!hort Cut",
and !~ale Ave. at the lTat~r Tower. This the council found accept-
able as an added condition, or eon~iderztion, of any stre~t-
ti~htlng contract. This the Inter.state Power Co. agreed to
do.

Robert E. O'Donnell protested the fact that the oroposed
lower rste~ for the village left t~eir pre~ent rate unaf~'ect~d.
On this olea the Interstate Power Co. refu~ed ~o mgke any con-
cession on the ?roun~ that the Harlin-O'Donne!l r~tes, in
force 'for ye~r~, were ~tt~l lower th~n the new rates now of~'ered
the ~nersl oublic of the village. Trustee C. 7{. Ferre]l s~ked

:~t the reoue~t of the i;ayor, although not reouired by 1.~w, the
clerk again re~d the new ~ranchi~e in it~ entirety for the bene-
fit of those ore~ent.
The council now gg~ve its g~ttention to the de!eg,'~tlon from the
~choo! Do.~.rd. District Clerk T. ~. Thomson, ~oeeking for the
~o~rd, stated theft the ~oard w~s wi2.1ing to t?ke s release
~r the choo] 's ore~ent indebtedness to the Villege es s p~rt
payment in the purchase by the viilsge of the old school grounds.
r. Thomson stated, further, th?t the ?chool Soard wes ~nxious
to have the village take the ~round~ over for the p~oomes of
a public park -nd was eager to be ~ generous to the village
as the village hsd been to the ~choo! in it~ purchase of grounds
now occupied bv the sthe!etlc field. The council and ~chool
~osrd bel~g reminded by Trustee C. R. Ferra]l that the v~llage
