1951-01-02VILLAGE OF MOUND 'i241 December 18, 1950--Adjourned meeting called to order by Mayor Davis at 8:00 p.m. Councilmen Pierce, White, Bly present. Winkel~absent for cause. Minutes of November 7 and 14 read. White moved and P~rce seconded that they ge approved as read. Carried. Final discussion of the 1951 budget. Bly moved adoption of budget as presented with the exception of the liquor fund. White seconded. Carried unanimously. R. C. Finley present to discuss with the council the possibility of establishing a parking area behind the planned building next to the bank. Finley asked if the council would buy five lots from Mrs. Hoefer for a p~arking area. Concensus of council that acquisition of the area was a problem for the businessmen concerned and not the council. Question of installation of light poles at the hockey rink brought up. White moved and Pierce seconded that the ~llage manager be authorized to make arrangements with Interstate Power , the village to pay whatever amount was needed to complete the project. Location of extension of County Road ~125 discussed. Original route down Second avenue mas approved. Motion by White to adjourn. Meeting adjourned at 10:45 p.m. Attest :Y~, ~~ Second by Pierce. Mayor Davis arrived at 8:4~ p.m. Organization of council for the new year discussed-. 1. Bly moved and Pierce seconded that Mr. White be elected Acting Mayor. Bly, Pierce and Winkel voted ave. 2. Winkel moved, Pierce seconded that the State Bank of Mound be named official depository for the villa ge. 3. Pier~e moved and Bly seconded that the Minnetonka PILOT be named the official newspaper. 4. Following the manager's recommendation, Bly moved, second by Winkel th~ the firm of Wolner and Kelly be ~e- appointed attorneys for the village. MOTION by Pierce, second b~ Bly that Manager Storey be given a vote of confidence and continuance. Carried unanimously. 1242 VILLAGE OF MOUND OPENING OF BIDS ONBAR AND BACK-BAR. Jos. F. Palen Inc.- ~1672. Superior Products Manufacturing Col, Inc. - $1539. Following discussion of firms responsibility aud service guaranty on the refrigeration equipment, White MOVED and Pierce seconded the acceptance of the bid of Jos. F. Palen Inc. The Palen bid included delivery and complete install ation other than plumbing and electrical work, and a one year service guaranty on the refrigeration in addition to the manufacturer,s guaranty. The Ouperior Products bid was F.O.B. Maple Plain ~d no installation; it also had no service guaranty.Palen specified February 5, 1951, as delivery time. - Curb and gutter on the County Road'#125 extension was discussed. Is recommended bv the county engineer. No action. Liability for damage 0aused bv December 21 water main braak on Central Avenue discussed and referred to the manager and attorney for appropriate action. MOTION--by Pierce, second by White, that the manager be author- ized to carr~ out the plans drawn bv Ralph Huss for remodeling the municipal building. Bids received From Hubert Pauly-S1400. and Warren Chance- $1425. if closing present garage door opening'was included or $1360. if not. Pierce MOVED, Winkel seconded, that the bids be tabled un~il later in the evening. Carried. A group of citizens were present to discuss with the council proper measures to be taken to help prevent other accidents of the type that resulted in the death of Mrs. Mary Jean Anderson. Stop signs at the top add at the bottom of the steep hill, sidewalks, and more strict law enforcement were a~ong the suggestions made. F~n~l action--Council to do all in its power to further more strict law enforcement and citizens to circulate a petition to give vote of confidence and encouragement to police officers and J.p"s Joe Smith and Abe Brazman were present to discuss with the council the possibility of the council acting to join the Greater Minnetonka Council. Remodeling bids taken up again after most of the visitors left the meeting. Building was in need of extensive repairs and had not been used much by Mound residents in t~e o~st year. Manager Storey pointed out that only two groups had reserved the pavilion in 1950 and one of them was from Spring Park· It was thought that some type of building at the park was necessary but the present pavilion was not the most satisfactory. Felt that a smaller building which would include indoor toilets and dressing rooms which could also be used for warming houses could be built on higher ground where the pavilion had been moved from originally. Village could save money for repairs on the present building by selling it now and using proceeds for the erection of a more suitable structure. The village manager was authorized to advertise for bids offering the park pavilion for sale.
