1951-03-061250 VILLAGE OF MOUND REGULAR MEETING, MARCH 6, 1951. Meeting called to order by Acting Mayor White at 8:00 p.m. Councilmen Bly, Pierce and Winkel present. Mayor Davis absent for cause. Minutes of the February 6 and 20th meetings read and approved. A. P. Guy, D. H. Mickelson, and Dale G..Nelson of the Northwest Tonka Lions Club were present to request permission to sponsor a carnival on August 18 and 19, 1951. Pierce offered RESOLUTION authorizing the village mana?er to request the use of County Road No. 125 in Shirley Hills.from the board of county commissioners and to authorize the manager to issue the Lions a permit for a Bingo game on those dates. Second by Pierce. Carried. Verne Anderson and Jim Reilly, both Greyhound Bus drivers, were present to request permission from the council to start a second cab compmv in Mound. No definite action taken ~nding conference of manager with village attorney but opinion seemed to be that ~resent service was satisfactory. Bids on a 2-ton truck again brought up for discussion. After considerable discussion Pierce MOVED and Winkel seconded to purchase the used 19~0 Mack truck from Fred Thomas of Sp~ing Park. Truck would carry a new truck guarantee from the Mack Truck Co. Price was $2400. and the 1940 Ford now owned by the village. $100. would be witheld until Mack was painted and new horn, directional lights and tail light were put on. Carried. Upon request by the village manager, Winkel MOVED and Pierce seconded, that the s~m of $16. be authorized for registration fees $~ short coures at the U. of M. Contin- uation Study Center. Courses sponspred by League of Minn. M~nic ip al it ie s. Problem of dogs harassing children on school4 discussed following reading of ~ letter from Grade School Council. Manager reco~ended building a dog pound with snow fence and VILLAGE OF MOUND 1251 that unlicensed dogs be picked up. No action taken. Discussion of incidental expenses of Civil Defense. Would wait until legislature passed proper legislation. Council could not lev~ for items, money would have to come out of General ~'und. Request of Dr. C. H. Stormo to build a chiropractor's office on a residential lot rejected. Dr. Stormo should be instructed to have neighboring property owners sign a petition asking Council to grant him a variation. Insurance on park pavilion brought up but manager. Council inst~ncted him to carry additional $2000. for total of ~4,000. on building. Winkel offended a resolution, Blv seconded, that the village renew its contract with~ the Suburban Hennepin County Relief Board. Carried. Carried. .~s no rune appeared for the public hearing on the Rondorf Sidewalk Assessment Bly MOVED and Winkel seconded that the final action be postponed until' April 10. Same action taken on the Elm Street water main extension. RESOLUTION offered by Bly that a notice of hearing be pUblished on petition of Mr. & Mrs. J. M. Richardson to vacate a portion of the alley behind the Super Valu store. Hearing to be held April 24, 1951. Winkel seconded. Carried. Bly moved and Pierce seconded that the meeting be adjourned until April 10, 1951. Carried. ADJOURNED MEETING, APRIL 10, 1951. Meeting called to order at 8:00 p.m. by Mayor Davis. Bly and Winkel also present. White ill and Pierce out of town. R. J. Rondorf asked for another postponment on the haaring on his sidewalk assessment.
