1951-11-061284 VILLAGE OF MOUND ~ G ' Regular MEn, TIN , Tuesday, November 6, 1951 Called to order at 8:00.p.m. by Acting Mayor White. Bly and Winkel also present, Pierce out of town. Dr. Davis arrived late. Minutes of the October 8 and 15 meetings read and approvedx on Motion by Bly, second by Winkel. Dr. Davis arrived. Karl Gruhn of Minnetonka-Furniture on hand to further his request to erect a small billboard on the property owned by Russell Breyette just west of the Mound Builders Supply on County Road no. 15. He explained that the sign was mainl~ for directional purposes and not 1ust an advertising sign. On Motion by White, second by Winkel, approval~ven. The Council did not intend this approval as a lowering of the gates for billboards. An exception was made in this case because the establishmment was off the main road and many daily travelers were not aware of its location. A letter from L.E. Baker, President of Mound Metalcraft, was read to the council. Mr. Crouase and Mr. Batdorf of the corporation were x~xm presmat to discuss the letter which requested an exhhange of small parcels of property in the area of the Metalc~ft building. After discussion the manager was instructed to check the deed held by the village and report the status of the village's parcel at the next meeting. W. F. Kelly of the firm of Wolner & Kelly was ~r esent to bring the council up to date on the condemnation proceedings inst~tated against Irene Bergin for the Highway No. ll0 improvement.~ The appraisal board appoin'~ed by Judge William Larson of t½e District Court : Eugene ~callen, C. Elmer Keefe, and Phillip Brancheau had looked over the property, held~ a hearing on November 2 at which W. H. A. Koehler, Joe Krause and Henry Workman appeaped as witnesses for the village, and would reacha~ their decision on November 19. Additional ladd for cemetery use was again referred bw the manager. He reported a proposal by William Johnson offerxing the village approximately l0 acres adjoinin,~ the present cemeter.v on the north andreast for $2400. This included the area from which gravel had been removed which would make an excellent dump. After discussion by the council i~ was decided that a dump at this site would be highly objectionable to the residents of the area and the tract would be much more l~nd than the village would ever need for a cemetery. The manager was authorized to purchase 2 acres just east of the present ~metery if the price did not exceed $900.. One phrase which expressly gave the pouncil power to revoke a permit already granted seemed objectionable. Wolner should be consulted and asked to cl~rifv the matter. The village manager is hereby authorized and directed to file a certified copy of this xresolution with the county auditor of Hennepin 0ounty, together with such information as he shall require, md to obtain from the county auditor a certificate that these certificates of indebtedness have been entered on his certificate register and the tax has been levied as required by law. Hearing adjourned to Decmmber meeting. On recommendatibn of the village manager the polling hours f~m the annual village election were shortened from 12 to 4 hours. Getting Jedg®s and clerks to serve all day was a problem and the cost of holding the electian would be reduced if the polls were kept open only four hours. On Motion by Bly, second by White the po~ls would be ope nm from 4:00 p.m. until 8:00 p.m. on Tuesday, December 4, 1951, and the election would be held in the basement of the Krause Building. Judges appointed were Henry Ebert, John CArlson and ,~]ilguSt Broeckert. Clerks were Mary Ellen Kopperud and Gladys Cole. Alternates were Edna Gooder, Louise Huestis, Curtis Blyth and Robert Storey. Carried unanimously. RESOLUTION by ~ly, second by Winkel, authorizing manager to advertise for a public hearing on the assessment for the ~elocation of the alley in the east 125 feet of Lot 52, Lvnwold Park, ~earing to be held on January 8, 1952. Carried · Manager Storey proposed a~m compulsory snow removal ordinance to get the sidewalks cleared and remove ~b~ae possibility of a damage suit in event of injuries sustain$~ by pedesterians owing to slippery sidewalks. After considerable discussion the manager was authorized to have a proposed ordinance prepared · RESOLUTION offered by Bly, second by Winkel, trans~=rring $5000. from the PIR Fund to a fund to be set up for the Himay #110 project. Amount to be repaid from the On and Off Sale Liquor Funds on or about May l, 1952. Carried.
