The followl .ng RESOLUTION was offered by Pierce, second by Bly:
RESOLVED, that Bernard F. ~lnkel, an elected Trustee and a Member
of this Council, has this date tendered to this body his formal
written r~signation fro~ 'the Village Council of The Village o5
Mound; that this body does hereby receipt for the' same and does by
bhls Res61ution accept the resignation of Bernard F. Winkel as a
Trustee of the Village of Mound. Further Resolved, that this body
does herewlbh declair and state that a vacancy does exist in the
position of elected Trustee of the Village of Mound.
Thr roll being called the vote on the adoption of the Resolution
stood as follows; Behmler, Yea,. Bly, Yea, Pierce, Yea. ~ere being
three Yeas and No Nays, the Resolution stood adopted.
There~after, Wlnkel took no p~rt in the Meeting as a Co.~ncllman.
The following R~solutfo~n was offered by Bly, second by Pierce:
WHEREAS: the Vil~lage Council of the Village of Mound hereby
declairs that it' appears necessarY that a p~roperly qualified citizen
be employed to serve as Working Superintendent of the Street Department
and the Water Department, now therefor be it R~$0LVED that the
Acting Village Manager is hereby directed to make the appointment,
and further that the compensation be set at a salary rate of $~00.00
per month, one half of which will be charged to the General Fund
and one half to the Water Department Fund, and further that the
appointment be made effective as of March l?th~., 1952.
T. he vote being for the adoption of the RESOLUTION, there were 3 Yeas,
and no Nays.

After dlscussaon as to the appointment of a Truer'es to serve for
the remainder of the term for which Bernard F. Winkel was elected,
it was generally agreed that the decision should be left .unt.il the
next adjourned Meeting, at which time it was hoped that the four
Members remaining, would be in attendance and could have a voice
in t~e proceedings. ,.~

-On Motion duly ma~de and seconded and carried, the Meeting was
adjourned at 10:45 P. M., to be reconvened at 3 P. M., on March
15th., 1952, at the Village Office.
MINUTES OF 'ADJOURNED MEETING, MARCH 15th., 1952.
Meeting called to order at 3:15 P. M., at the Village Office, by
Mayor Davis, in the presence of Councilmen Behmler, Bly and Pierce.
The Minutes of the Regular Meeting held March 4th., were read and
on Motion by Behmler, second by Bly, and unanimous vote, Were
approved as read.
The Minutes of the Adjourned Meeting held March 10th., were read
and on Motion by Pierce, second by Behmler, and unanimous vote
were approved as read.
The' following Motion was offered by Bly and seconded by Behmler:
Whereas, Bernard F. Wlrnkel did on the lOth., day of March, 1952,
tender his formal written resignation as Elected Trustee of the
Village of Mound, to the Village Council of The Village of Mound

to become effective when that Body accepted the same, and,
WHEREAS, the Village Council did on the 10th., day of March, 19§2,
by formal Resolution, passed by unanimous vote of the Council Members
present, receipt for and accept the resignation of Bernard F. Winkel,
and did then and there by Resolution declair that a vacancy did exist
in the elective office of Trustee of the Village of Mound, and
WHEREAS, the Village Council of the Village of Mound is authorized
and emnowered to fill the said vacancy for the remainder of the
vacated term by .appointing a ,successor,.
Now therefor be It RESOLVED that Frank H. Livingston be and is herewith
appointed Trustee and Member of the Village Council of the .Vlllage
of Mound, with his term expiring December ~lst.,~ 1952.
On a roll call vote on the adoption of the Resolution, the vote was
as follows, Behmler (Yea), Bly (Yea), Pierce (Yea), Mayor Davis (Yea)
Mr. Livingston, being present was asked by Mayor Davis if he was
willing to accept the appointment and thereupon he did express his

Mayor Davis retired from the Meeting and the Chair was taken over
by Acting Mayor .Behmler..
General Discussion by Council Members favored action on the revision
of the Building Code.
On Motion duly made, seconded and carried the Meeting Adjourned
at 4:45 P. M.
MINUTES OF SPECIAL MEETING, March 29th., 1952.
Meeting was called in response to a request made in writing and
signed by Councilmen Pierce and Bly, dated March 26th., 1952.
Under same date letters were mailed to all other Members 'of the
Council giving notice of the~ime and place of the meeting.
Meeting called to order by ~cting Mayor Behmler at 1:50 P. M. and
present Were Councilmen Bly, Livihgs~ton ~ud Pierce, and Village
^ttbrney Wolner. Mayor Davis unable to attend due to absehce from
the Village.
Minutes of the ~dJurned Meeting held March 15th.,' 19%2 were re~d
and on motion by' Pierce, second by Livingston and unanimous vote
were approved.
Mr. Livingston was administered the Oath of Office as a Trustee and
thereafter participated in the meeting.
