1952-07-081344 VILLAGE OF MOUND MINUTES OF REGULAR ~EETIN~ JULY 8, 19~ Meetin~ called to order at 8 P.M. in the Village Office. Present Mayor Davis, True%sea Behmler, Bly an~ Livingston. Pierce out cf town. Minutes of adjourned regular meetings held June 16th. ,and June ~Oth., 195~, were read, and on motion ~uly made and seconded, and bp u~a~lmous vote were approved as read. Mr. P. M. David'of the David Insurance Agency presented the Ocuncil with a nicely prepared visual recor~ of all insurance polio&es carried by the Village, together with a report of hie analysis of the various coverages with recommendations. The Oounc~l expressed its appreciation for this service on the part of Mr. ~avid and until the members had made a study of the report, deferred taking action. Ohief Lloyd Bowers and Secretary Frank Sroschen of the Mound Volunteer Fire Dept presented a statement from the Minnesota Fire' Equipment Oompany for the lllage sha~e of the. cos%& for r?pairing pumps on the older fire truck, and painting, amounting to ~497.00, which was later approved for payment when other bills were approved. They exhibited also an a~ded bill of approximately $81~.00 which was paid~ by the Department out of funds earned by the fish fry conducted by the Fire Dept at the Sportsmens' Olub. Sec'y ~roschen stated that the pump bushings on the new truck needed repairs, and agreed to submiy an estimate of costs to the Oouncil for approval. The matter of improvement of broderlck Ave.,was discussed, Bly reporting that the Village Engineers had inspected the site and recommended for a satisfactory Job, that curb an~ gutter, dralnnge, stabilization and surfacin~ be undertaken, at an estimated cost of ~17,000. ,Preliminary plans were estimated to cost $400. Although the Oouncil had previously approved the undertaking of this improvement, it was fel$ that the estimated cost as outlined herein was far in excess of the amount anticipated by the property owners, and the Oouncll deferred action until after the interested citizens had been advised and some agreement as to the extent to which the improvement should be undertaken a~d a better understanding reached as to the proportion which should be assessed and that which ~hould be paid for by the Village. The following amendent to Ordinance No §2 was ~" read~ AMENDMENT TO ORDINANCE No. 52 An Ordinance Regulating the Dumping of Waste Materials in the Village of Mound. The Village Council of the Viii- .age of Mound do ordain as foll- ~)%VS: Section I. Section 3 (c) of Or- ,dinance No. 52, regulating the dumping of waste materials in the village of Mound is amended to read as follows: "(c) The rules and regula- tions herein authorized may re- quire the payment of a disposal fee in such amounts or amounts as shall be approved by the village council for disposal use of any Public Dumping ground, and may specify the terms and conditions of the use of the ~ Public Dumping ground includ- lng a designation of the place of. disposition, the burial or' covering of materials disposed of, and the time during whiCh i · th~.~-.nublie. ~ttuznni~.~-.,~ ~tolzntls__ The purpose of the amendment was to provide for elimination of the maximum charge of the AO cents fee as specified in the existing ordinance and ~akln~ possible a schedule of fees ranging from a minimum of 15 cents to a maximum of $1.O0,which schedule should be posted at the dump. The fees to be collected by the caretaker ae compensation for his services in keeping the dump under the o rdi nanc · Bly moved the adoption of the amendent, and its publication, with a second by Behmler. ~he vote~ stood four in favor and none a~alnst. The Council deferred action on' the employment of McLau~hlln, Mullenmaster, May Company t6 audit the'Liquor store operations for 1952, until receipt of their proposal based on ~he inclusion of a physical count of the i~ventoi~~ in their audit. The Request of Theodore Setula for Oouncll .approval of his plane to build a rambler type house with attached two car ~arage,..e.lther in Brockton or on a plot South of County road 15, J~ust across from Brockton subdivieio~, with the understanding that his' wife could operate a beauty Shop in the residence, was tabled pendin~' k-eceipt of proposed plane for the house along with f~rther ~n formation.
