MINUTES OF DECEMBER 8, 1998
The meeting was called to order by chairperson, Bob Polston at 7:OOPM in the
council chambers of Mound City Hall. In attendance were the following: Mark
Hanus, Leah Weycker, Liz Jensen, Andrea Ahrens arrived at 7:20PM, Pinky Charon
and Pauline Payne.
The first item of business was the approval of the consent agenda which included
the minutes of the November 10, 1998 meeting and a list of bills totaling the amount
of $ 8,696.62. A motion to approve was made by Liz and seconded by Leah. The
motion was called and passed unanimously.
The next item of business was resolution no. 98-3, Ceiling Rent. A motion to
accept was made by Leah and seconded Liz. The motion was called and passed
'^~ unanimously.
The next item of business was resolution no. 98-4, Bad Debt to Revenue Recapture.
A motion to approve was made by Bob and seconded by Mark. The motion was
called and passed unanimously.
The next item of business was resolution no. 98-5, Pet Policy. A motion to approve
was made by Bob and seconded by Leah. The motion was called and passed
unanimously.
A motion to adjourn was made by Mark seconded by Andrea. The meeting was
adjourned at 7:30 PM.

RESOLUTION ESTABLISHING A CEILING RENT FOR EFFICIENCY
APARTMENTS AT INDIAN KNOLL MANOR
BE IT RESOLVED by the Housing and Redevelopment Authority of the City of Mound, as
follows:
• WHEREAS, the Mound H.R.A manages the apartment building known as Indian Knoll
Manor and,
• WHEREAS, this apartment building has 16 efficiency apartments and,
• WHEREAS, when a tenant moves into an efficiency apartment they are given preference
status to move into a one bedroom apartment over anyone applying from outside the
building and,
• WHEREAS, this causes additional operating expense because every time a one bedroom
apartment becomes available the caretaker must make the one bedroom apartment ready
and then make ready the efficiency apartment and,

• WHEREAS, this housing authority want to cut expenses and encourage tenants to stay in
their efficiency apartments so there will be fewer apartment turnovers,
• BE IT RESOLVED that a ceiling rent of $ 250.00 will be established for all efficiency
apartments at Indian Knoll Manor until further notice.

MOUND H.RA. RESOLUTION N0.98-4
WHEREAS, the State of Minnesota has established a program whereby housing
authorities are allowed to submit debts owed to them for reimbursement. This program is
called Revenue Recapture. The program allows housing authorities to submit these debts
to the state and the state will collect this debt from any reimbursement checks forth
coming from the state to that debtor, and then send that amount to the housing authority.
• BE IT RESOLVED that effective immediately and bad debts will submitted to the state's
RESOLUTION TO SEND ALL BAD DEBTS TO REVENUE RECAPTURE
BE IT RESOLVED by the Housing and Redevelopment Authority of the City of Mound, as
follows:
Revenue Recapture program.
