The Housing and Redevelopment Authority of the City of Mound, Hennepin County,
Minnesota, met in a special session on Tuesday, November 30, 1999, at 6:30 p. m. , in the
Council Chambers at 5341 Maywood Road, in said City.
Those present: Mayor Pat Meisel; Councilmembers Andrea Ahrens, Bob Brown, Mark
Hanus, and Leah Weycker; Acting City Manager Fran Clark; and City Attorney John Dean.
Absent: Secretary Sue McCulloch.
Mayor Meisel called the meeting to order at 6:31 p. m.
1.0 BALBOA CENTER LIlVIITED PARTNERSHIP/MOUND HRA -PURCHASE
AGREEMENT.
The City Attorney presented STS Consultants' report dated November 30, 1999. He stated
the Phase II test identified petroleum impacts to soil and groundwater in the area of the
former Metro West Service Station. He stated the petroleum impacts appear to be associated
with operation of the former service station. He stated the Minnesota Pollution Control
Agency would require an investigation to determine the extent and magnitude of the
petroleum impacts identified. Additionally, the City Attorney reported the petroleum and
• nonpetroleum impacts were identified in several soil and groundwater samples obtained at the
site. The STS report stated the source of these impacts is unknown; however, it may be
associated with the former "Lost Lake Dump" site.
The City Attorney further stated in accordance with the provisions of Section 6 of the
referenced Purchase Agreement, as amended, the Housing and Redevelopment Authority in
and for the City of Mound has determined that the conditions described in Section 6, ii. have
not been satisfied, and consequently, it hereby terminates the Purchase Agreement.
MOTION by Hanus, seconded Ahrens, to terminate the Purchase Agreement with
the Balboa Center Limited Partnership and Mound HRA according to staff
recommendations. The vote was unanimously in favor. Motion carried. 5-0.

MOTION by Hanus, seconded by Ahrens, to adjourn the meeting at 6:50 p.m.
The vote was unanimously in favor. Motion carried. 5-0.
