1952-09-15VILLAGE OF MOUND 1361 MINUTES OF THE ADJOURNED REGULAR MEETING, Sept. 15, 19~2 Meeting called to order in the Village Office at O:O0 P.M. Present were Councilmen Livingston, Bly, Pierce, and Village Manager, Mr. Leikvold. Pierce opened the meeting. Councilman Behmler arrived at 9:15 P.M. and took over the meeting. Minutes of the regular meeting of September 2, 1952 were read and on motion by Livingston with a second by Bly and unani- mous vote in favor, were approved as read. Mr. and Mrs. John Babler of Seton requested permission to open a light grocery or confectionar~ store in their garage which is on Lot No. 20, two doors from Bob,s Tavern at Seton. Inasmuch as this is not commercially zoned, it was suggested they get the approval of Mr. Larson who owns Lot NO. 21, and then request the Village to make Lots No. 20 and 21 commercial. They should also obtain opinion of residents in that locality on a store of this nature being started before petitioning the Council for a permit. Report was made bv Livingston and Leikvold on the meeting they attended September 12th of the Hennepin County League of Municipalities at Hopkins. The discussion at this meeting was on the best ways and means to fight the increase in valuation for Rural Hennepin County which has been ordered by the County Board of Equalization. A Resolution of Protest on increasing Mound valuation had been prepared by the Village Attorney. The Council felt there should be some correction and alterations in this Protest and ordered the Village Manager to take care of this. Councilman Pierce moved that the Village Manager advertise for bids on the following equipment: 1. One 3/4 ton truck (to be paid for from water Fund) 2. One roll-away type snowplow 3- One V-type snowplow 4. One wing for grader With a second by Livingston, the motion was carried unani- mously. Request has been received from Mr. Peck for a storm sewer on Harrison Avenue from Dell Street north approximately 150 feet. He is willing to pay for material if the Village will do the work. The Council left this matter up to the Village Manager. Action was deferred on whether the amount of the Village Manager's Bond should be increased. At present he is covered up to $2,500, and the Council was informed that the policy can be increased by adding a rider to the blanket policy they have. Additional premium wOuld be $5.00 per thousand. The Village Manager stated more gravel was needed for VILLAGE OF MOUND streets and for stockpiling. He stated we needed 500 yards of gravel for the streets and 500 yards for stockpiling. Motion was made by Pierce that necessary steps be taken to procure this gravel. With a second by Livingston, it was carried unanimously. The Village Manager pointed oS that a building permit re- quested by a Mrs. Florence Murphy for a garage which she wants to place right on the edge of Birch Lane is not in accordance with our building ordinance. The Village Manager was ordered to investigate this farther. The matter of rent control was again brought up, but no one wished to make a motion for the continuance of the control. On motion duly made, seconded and carried unanimouslv, the meeting was adjourned at ll o'clock P.M. to be reconvened at 5:00 P.M. at the Village Office, September 16, 1952. Village Manager Acting Mayor MINUTES OF THE ADJOURNED REGULAR MEETING, September 1A, 19~2 The Meeting was called to order at the Village Office at 5:00 P.M. Present were Mayor Davis, Trustees Behmler, Livingston and Bly. On motion made by Bly, seconded by Livingston, and carried unanimously, the following resolution was adopted: Whereas, the Hennepin County Tax Equalization Board has re- cently adopted a recommendation of County Supervisor of Assessors, Roy Haeg, to equalize the assessed valuation of all property in Hennepin County on par with the City of Minneapolis value; and, ~ereas, such action of the Hennepin County Tax Equalization Board is subject to the approval of the State of Minnesota Tax Commissioner; and, Whereas, the Village of Mound has information relative to the assessed valuation of property in the Village of Mound; Now, therefore, Be it resolved that the Village of Mound protest the action of the Hennepin County Tax Equalization Board and hereby request a hearing before the State Commissioner as to its interest in the proposed increase in assessed valuation of property. On motion duly made, seconded and carried, the meeting adjourned at 5:30 P.M. to be reconvened at the Village Office on Monday, September 22, at 8:00 P.M. Village Manager Mayor
