The meeting was called to order at the Village Office at
8:00 P.M. ?resent were Mayor Davis, Trustees Behmler, Pierce,
Livingston, Attorney Wolner, Village Manager Leikvold, Mr.
Martin and Mr. Miller. Mr. Bly out of town.
Mr. Leikvold reported on the meeting held in the State
Office Building auditorium in St. P~ul where the Municipal
Officials and Taxpayers~Association representatives met with
G. Howard Spaeth, State Tax Commissioner. Mr. Spaeth said
each community wo~ld have to prove that its assessment ratio--
the per cent of full and true valuation to current sale price--
was up to the 35 per cent figure applied across the board by
the county officials; also that if the municipalities did not
feel that the action taken by the county board was right, each
community would have to gather statistics to prove that it was
wrong.
Livingston moved that Manager Leikvold take the first step
in proving this action was not fair and gather the statistics
on the selling price and the ratio between it and the new true
and full v~!ue. Pierce seconded, and t~¢ ~otic~ ~ c~rri~d
unanimously.
Pierce moved, Livingston seconded and motion carried that
the regular scheduled meetings of the Mound Village Council
should be held on the first Monday of each month instead of the
first Tuesday as at present.
Manager Leikvold told the Council that he had put on more
police protection during the day. He told them that he had
scheduled the two policemen so as to give the greatest amount
of coverage possible. The Council approved trying this arrange-
ment but took no formal action.
On motion duly made, seconded and carried, the meeting
adjourned at 10:45 P.M. to be reconvened on September 29th at
8:00 P.M. in the Village Office.
