1952-10-06 VILLAGE OF MOUND MIhru-TES OF REGU%AR MEETING~ October 6, 1952 1365 Meeting called to order in the Village Office at 8:00 P.M. Present were Mayor Davis, Trustees Behmler, Livingston, Bly and Pierce, Mr i~Leikvold and Attorney Wolner. Minutes of the meetings held September 15, 16, 22 and 29 were read and on motion by Pierce, seconded by Behmler and unanimous vote in favor, were approved as read. Mr. and Mrs. John W. Babler brought a letter of permission from Edward Larson to change his lot (#21) from residential to commercial, and also a list of names of neighbors in favor of rezoning lots 20 and 21, Skarp & Lindquist's rearrangement of Lots i to 32, Ravenswood, so that their son could convert their garage into a confectionary store. Mr. Wolner advised the Council that under Section 11 of Zoning Ordinance #46 if there is no objection in the neighbor- hood the Council can hold a hearing on changing the proposed lots from residential to commercial. The Council was unanimously in favor of doing this. Louis Sohns was heard on the following requests for the Village Dump: 1. Building about l0 x 12 or 12 x 12. 2. Electricity in building or on grounds. 3. Burning of marsh. 4. Catholic church's request for free dumping. The Council was of the opinion that these requests could be hahdled by the Manager and required no action by the Council. Manager Lelkvold reported that the stop signs at Excelsior were put in at a cost of $300 plus installation costs and the Village paid the entire cost. The matter was referred for further study. Mr. Livingston moved, Mm. The motion was seconded by Pierce and carried unanimously. Mayor Davis read a letter of resigna- tion as Justice of Peace from Nathan Cobb. Mr. Behmler moved, Mr. Livingston seconded and motion was carried that Mr. Cobb's resignation be accepted. Manager Leikvold had already contacted Mr. Karl Gruhn who had expressed a willingness to serve out the unexpired term of Mr. Cobb. At Mr. Wolner's suggestion, the Council called Mr. Gruhn who appeared for an interview. The Council expressed its desire for closer harmony between the Justice of the Peace, police officers and the Council. Mr. Pierce made a motion to appoint Karl Gruhn Justice of the Peace to succeed Nathan Cobb, subject to qualificati(.ns. Mr. Bly seconded the mo- tion and it was carried 'unanimously. REQUEST FOR BIDS The Village of Mound will re- ceive bids for a three-quarters ton truck. Successful bidder must accept Village's ½ ton 1940 Chev- rolet truck in trade. Specifications are on file in the Mound Village office. Cash or certified check equal ,to ten per cent (10%) of the total must accompany each bid. Bids will be opened at 2:00 P.M. on Monday, October 6, 1952, in the Village Office. The Council reserves the right to reject any or all bids. Carsten D. Manager Mayor MINUTES OF THE ADJOURNED .RE~UL^.R MEETING~ October 9~ 1952 Meeting was called to order at 8:30 P.M. in the Village Office. ~cting Mayor Bebmler, Tr~stees Livingston and Bi~, and Manager Leikvold were present. The 1953 Budget was discussed. Mr. Livingston moved that the 1953 Budget be approved by the Council. Mr. Blv seconded, and the motion was carried unanimously. The Manager gave his recommendation for the followln$ amounts to be certified to the County Auditor: General purposes ~19,~00, Park $1,000, Poor ~1,000, Advertising $2~0, Firemen's Relief $~00, and Deficit in Project #8 $1,000, aad to inform the Co'unt¥ ~uditor not to levv ~2,600 that had been certified to him previoaslv on Project #14, this sum to be paid from money transferred from the Liquor Fund. Livingston offered the resolution that this amount be certified to the Auditor as the lev~ for the Village. Bi¥ seconded, and the motion was carried 'unanimously. Livingston moved and Bly seconded that $~,000 be transferred from the Liquor Fund to the General Fund. The motion was carried unanimously.
