1955-05-09VILLAGE OF MOUND MINUTES OF REGD~LAR MEETING, May 9, 1955 Meeting called to order in the Village office at 8:00 P.M. Present were Mayor Behmler, Trustees Livingston, Pierce and Wenk- stern, Attorney Bonham and Manager Leikvold. Minutes of the regular meeting of Pierce moved, Livingston seconded, and to approve the minutes as read. April 11, 1955 were read. it was unanimously passed Minutes of the adjourned meeting Wenkstern moved, Livingston seconded, to approve the minutes as read. of April ll, 1955 were read. and it was unanimously passed Minutes of the meeting of the Canvassing Board 1955 were read and on motion by Wenkstern, seconded approved as read. of April 27, by Pierce were LOAN TO PROJECT 8 Livingston moved that $375 be loaned to Project 8 from the Liquor Fund. Wenkstern seconded the motion and it was carried un animou s I y. TRANSFER TO GEN FUND Pierce moved, Livingston seconded, and it was carried unani- mously carried to transfer $7,000 from the Liquor Fund to the General Fund. Wenkstern moved that the building be placed on Lot 9 Block 3 Shirley Hills Unit "D". / ........ The motion lost for want of a second. SHIRLEY HILLS DRAINAGE Pierce offered the following resolution and moved its adoption: WHEREAS, A resolution of the Village Council adopted on the 14th da~r of March, 1955 fixed a date for hearing on the proposed improvement .of certain roads and property in Shirley Hills, 'Unit "D" and Shirley Hills, Unit "B" bv the construction of a storm sewer, and, WHEREAS, all property owners whose property is liable to be assessed for the making of this improvement were given ten days published notice of the council hearing through two weekly publi- cations of the required notice and the hearing was held on April ll, 1955, NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF MOUND, MINNESOTA: 1. Such improvement is hereby ordered as proposed in the council resolution adopted May 10, 1954; 2. Pfeifer and Schultz, Wesley Temple Building, Minneapolis, Minnesota, are hereby designated as the engineers for this improve- ment. Highway #15 Pierce offered the following resolution and moved its adoption: WHEREAS it is proposed to improve Highway #15 as Follows: 1. From the West line of Highway #ll0 to the East line of Lake Street on the Southerly side of said Highway #15 and from the West line of Highway #110 to the North line of Lot 30, Lynwold Park, on the Northerly and Easterly side of said Highway #15 by the instal- lation of curb and gutter, and and so the motion was carried. 2. From the West line of Highway #110 to the North line of Lot 30, Lynwold Park, on the Northerly and Easterly side of said Highway #15 by the installation of a side- wal k, and to assess the abutting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes Annotated, Sections 429.011 to 429.111, both inclusive (Laws 1953, Chapter 398), NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF MOUND, MINNESOTA: That the proposed improvement be referred to Carsten D. Leikvold, Village manager, and he is instructed to report to the council with all convenient speed advising the council in a preliminary way as to whether the proposed improvement is feasible and as to whether it should best be made as proposed or in connection with some other improvement and the estimated cost of the improvement as recommended. Wenkstern seconded the motion and the roll being called, the vote was: Pierce Aye Wenks tern Aye Livingston Aye Behmler Aye and so the motion was carried. 1544 VILLAGE OF MOUND CURB & GUTTER - Continued Highway Pierce offered the following resolution and moved its adoption: WHEREAS pursuant to a resolution of the council adopted May 9, 1955, a report has been prepared by Carsten D. Leikvold, Village Manager, with reference to the improvement of Highway #15 ss follows: 1. From the West line of Highway #110 to the East line of Street on the Southerly side of Highway #1~ and from the West line of Highway #110 to the North line of Lot 30, Lynwold park, on the Northerly and Easterly side of said Highway #15 by the installation of curb and gutter, and 2. From the West line of Highway #110 to the North line of Lot 30, Lynwold park, on the Northerly and Easterly side of said Highway #15 by the installation of a side- walk and this report was received by the council on May 9, 1955, NOW,.THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF MOUND, MINNESOTA: 1. The Council will consider the improvement of such high- way in accordance with the report and the assessment· of abutting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes Anno- tated, Sections 429.011 to 429.111, both inclusive (Laws 1953, Chapter 398) at an estimated total cost of the improvement of $14,~00. 2. A public hearing shall be held on such proposed improve- ment on the 23rd day of May, 1955 in the council cham- bers of the Village Hall at 8:00 P.M., and the clerk shall give published notice of such hearing and improve- merit as required by law. SEWER Preliminary Plans NOTIC HEARING ON PROP MPROVEMENT OF G~.~. AVENUE AND YALE AVENUE Notice is hereby given that"' Village Council of iV.r, ~:?~-' A petition asking the Council to expend $2,500 toward prelim- inary plans for a sewer was presented. Wenkstern moved, subject to legal clearance, that $2,500 be appropriated from the Water Fund to pay for a survey. The motion was seconded by Pierce and carried by a three to one vote, Livingston dissenting. REZONING- Block 5 Shirley Hills "A" Wenkstern moved, Pierce seconded and it was unanimously carried that a hearing be held on rezoning Block 5, Shirley Hills Unit "A" from residential to cormmercial. The date of the hearing to be May 23.
