Meeting was called to order in the Village Office at 8:00 P.M.
Present were Mayor Behmler, Trustees Pierce, Wenkstern, Lifts and
Livingston, and Manager Leikvold.
FIRE HALL
Livingston offered the following resolution and moved its
ad opt i o n:
WHEREAS, pursuant to an advertisement for bids for the con-
struction of a fire hall on Lot 9, Block 3, Shirley Hills Unit "D",
bids were received and tabulated according to law, and the follow-
ing bids were received complying with the advertisement:

Adolfson &~Peterson, Inc., General Contractors, 2817
Bryant Avenue South, Minneapolis 8, Minnesota, in the
name of the Village of Mound, for the construction of
a fire station on Lot 9, Block 3, Shirley Hills
Unit "D" according to the plans and specifications
approved by the Village Council and on file in the
office of the Village Clerk.

STREET IMPROVEMENT BONDS

Shirley Hill s Storm Sewer
Wenkstern introduced the following resolution and moved its
ad op ti on:
RESOLUTION LEVYING TAXES FOR STREET IMPROVEMENT
BONDS AND IDENTIFYING IMPROVEMENTS FINANCED
WHEREAS on Monday, July 18, 1955, this council adopted a
resolution fixing the form and specifications of $15,000 Street
Improvement Bonds, directing their execution and delivery and
providing funds for their payment,
BE IT RESOLVED by the Village Council of the Village of Mound,
Minnesota, as follows:
1. paragraph 6 of said resolution is hereby amended to read
as follows:
"6. The assessable cost of the curb and gutter
improvements in Grant Avenue and Yale Avenue and of
the storm sewer improvements in Shirley Hills Unit B
and SHirley Hills Unit D is hereby determined to be
$15,000, and said improvements are to be paid from
special assessments therefor in the sum of $12,000
and from a direct annual ad valorem tax hereby levied
on all the taxable propertv in the Village in the
amount of $3,000 for the year 1955, which tax shall
be spread on the bax rolls and collected with and as
a part of other general taxes of the village."
2. paragraph 8 of said resolution shall be amended by in-
serting the words "and taxes levied" after the words
"special assessments pledged" and before the ~ords "for the pay-
ment of".
3. Paragraph 7 of said resolution shall be amended by
changing the second sentence thereof to read as follows:
"The proceeds of the sale of said bonds shall be paid into said
Fund and shall be used solely for the purposes of defraying the
cost of curb and gutter improvements on Grant and Yale Avenues
and the cost of storm sewer construction in Shirley Hills Unit B
and Unit D, and into said fund shall be paid all proceeds of assess-
ments and taxes levied for said improvements and for pa~vment of the
bonds issued hereunder.~
The motion for the adoption of the foregoing resolution was
duly seconded by Litts, and upon vote being taken thereon the
following vote in favor thereof:

and the following voted against the same: None

1. The Village Clerk has with the assistance of the engineers
heretofore selected by this council for such purpose,
calculated the ~t~roper amounts to be specially assessed for the

Shirley Hills Un~it B on certain streets in said Village,') against
every assessable lot, piece or parcel of land in accordahce with
the provisions of law, and has prepared and filed with the Village
Clerk tabulated statements in duplicate showing the proper descrip-
tion of each and every lot, piece or parcel of land to be specially
assessed and the amount calculated against the same.
2. Notice has been duly published as required by law that
this council would meet in regular session at this time
and place to pass on the proposed assessment.
3. Said proposed assessment has at all times since its filing
been open to inspection and copying by all persons inter-
ested, and an opportunity has been given to all interested persons
to present their objections, if any, to such proposed assessment,.
or to any item thereof, and no objections have been filed.
4. The amounts specified in the proposed assessment are

5. This Council finds that each of the lots, pieces or
parcels of land enumerated in said proposed a~ssessment ~
was and is specially benefited by the construction of(~storm sewersq~
in Shirley Hills Unit D and in Shirley Hills Unit B on certain
streets~/in the Village in the amount in said proposed assessment
set opposite the description of each such lot, piece or parcel of
land and that said amount so set out is hereby levied against each
of the.respective lots, pieces or parcels of land therein described.
6. Such proposed assessment is affirmed, adopted and con-
firmed, and the sums fixed and named in said proposed
assessment with the changes and alterations hereinabove made, are
affirmed, adopted and confirmed as the proper. special assessment
for each of said lots, pieces or parcels of land respectively.
7. Said assessment so affirmed, adopted and confirmed shall
be certified to by the Village Clerk and filed in his
office and shall thereupon b$ and constitute the special assess-
ment for the construction or,storm sewers in Shirley Hills Unit~
D and in Shirley Hills Unit B on certain streets in the Village./
8. The amounts assessed against each lot, piece or parcel
of land shall bear interest from the date hereof until
the same have been paid at the rate of four per cent per ann~m.
9. Such assessment shall be payable in five equal annual'
installments payable on the 1st Day of January in each
year, beginning in the year 1956, and continuing 'until all of
said installments shall have been paid, each installment to b~
collected with taxes collectible during said year by the county
auditor. To the first installment shall be added interest on
the entire assessment from the date hereof to December 31, 1956.
To each subsequent installment shall be added interest for one
year on all unpaid installments.
10. The Village Clerk is hereby directed to make up and file
in the office of the county auditor of Hennepin County
a certified statement of the amount of all of such unpaid assess-
ments and the amount which will be due thereon the 1st day of
January in each year.
