1955-10-14MINUTES OF REGULAR MEETING, November 14, 1955 Meeting called to order at 8:00 P.M. in the Village Office· Present were Mayor Behmler, Trustees Wenkstern, Pierce, Litts and Livingston, Manager Leikvold and Attorney Bonham. Minutes of regular meeting of October 10th were read. Pierce moved, Wenkstern seconded, and it was unanimously carried to approve the minutes as read. Livingston seconded the motion and it was carried unanimously. ELECTION BOARD Livingston moved, Litts seconded and it was unanimously carried that the follow- ing citizens comprise the election board: Judses Mrs. LeRoy Alwin Mrs. Frank Norton Alternates Carl Enerson Mrs. Albert Lundeen Clerks Mrs. Ralph Dealing Mrs. Bradley M rrison Mrs. Herb· Wolner Mrs. M. Zachow ELECTION HOURS Livingston moved that the hours of the election to be held on December 6, 195~ be established as from 7:00 A.M. to 8:00 P.M. Litts seconded the motion and it was carried unanimously. ON SALE LIQUOR STORE Pierce moved that Wenkstern's motion of October 10, 19~9 on page 1606 of this book relative to the election on the "On" sale liquor store be stricken from the record. The motion lost for want of a second. The Council directed the Mana~-cer to mimeograph or ditto the ballot pertaining to the On Sale liquor store. They also directed that the ballot take the following form: ADVISORY BALLOT Power of action on this question resides in the Council. Your opinion is requested. This is not a "wet" or "dry" issue. Question SHALL THE VILLAGE OF MOUND CONTINUE THE OPERATION OF ITS "ON SALE" LIQUOR ESTABLI ~SRMENT? RUST IN WATER Harry Martin and Neble~E. Jones appeared before the Council asking if anything could be done to eliminate the rust in their water. The Council directed the Manager to try flushing the mains more often. SNOW REMOVAL Wenkstern moved that the Village of Mound cooperate with the State on snow removal as outlined in their memorandum entitled, "Outline of Plans and Policy for Snow Removal from Streets in Cities and Villages." Be it further resolved that the Village Manager work out the details with the State. Pierce seconded the resolution and it was passed unanimously. DEED FOR ROAD Dr. Mitchell Pierce offered the following resolution and moved its adoption: Be it Resolved that the Village of Mound accept the deed of Edward C. Mitchell and Irene P. Mitchell, husband and wife, bearing date of September 22, 1955~ conveying for road purposes ten feet of land abutting the present alley with additional land for lateral support in Lot 7 Auditor's Subdivision No. l?O, Hennepin County, Minnesota, provided the grantors sustain the filing charges therefor. Litts seconded the resolution and it was carried unanimously. OFF SALE BEER LICENSE National Food National Food Store's application for an Off-Sale beer license was turned down on the advise of the attorney. A village ordinance states that a per- son must be in the Village for a year before a license can be granted. FACT FINDING COMMISSION Salaries Litts moved that Livingston be appointed to serve as the Village's member of the Fact Finding Commission on the salary question. Pierce seconded the motion and it was carried unanimously. LIQUOR STORE AUDIT The audit for the liquor store was discussed. The Council directed the Manager to contact various auditors and have them submit a proposal to the Council. FIRE PREVENTION OPDINANCE The Fire Prevention Ordinance was discussed and referred to the Attorney with direction to draw up an ordinance. OUTSIDE FIRE CALLS Livingston offered the following resolution and moved its adoption: WHEREAS, There are communities and areas in the vicinity of the Village of Mound without organized fire protection, and, WHEREAS, owners of property located in said communities and areas have VILLAGE OF MOUND indicated to the Council that they desire the service of the Volunteer Fire Department of the Village of Mound and that they are willing to enter into contracts with the Village of Mound for such service, NOW, THEREFOP~, BE IT RESOLVED THAT: 1. Pursuant to Minnesota Statutes, An~_otated, Sections h38.o8 and h38.O9, the Volunteer Fire Department of the Village of Mound be and it is hereby authorized and directed to service owners of property located outside the limits of the Village of Mound upon the execution by such owners of the contract in the form attached hereto and herewith made a part of this resolu- tion; 2. The Mayor and the Village Manager are hereby authorized and directed to execute such contracts for and on behalf of the Village of Mound. BUDGET - Water and Liquor Livingston moved that the Budget of the Liquor Fund and Water Fund be adopted as follows: Water Fund $16,32h Liquor Fund 20,1~O Litts seconded the motion to adopt said resolution, and the roll being called,
