PLANNING COMMISSION WORK SESSION MEETING
NOTICE IS HEREBY GIVEN that a joint Mound City Council and
Planning Commission workshop meeting will be held on Monday,
February 26, 2007 at 7:00 PM as part of the regular monthly
Planning Commission meeting for the purpose of discussing 2006
projects, preparation of the 2007 Planning Commission projects list,
the 2008 comprehensive plan, as well as other City related matters,
including but not limited to, an update regarding downtown
redevelopment activities.
The special meeting workshop will be held in the Council Chambers
at Mound City Hall located at 5341 Maywood Road. All interested
persons are encouraged to attend.

"Lo and behold, it's had an effect," she said. "Gift sales have increased
tremendously."
So Hanlon and other downtown business owners organized. They showed up
for City Council meetings. They wrote letters to the editor. And they explained
why sandwich boards are needed:.

Without sandwich boards, their only signs are those attached to their buildings.
And compared with the pylon or ground signs-of, -say, a Target, they stand little
chance of getting noticed.
The city's Chamber of Commerce unsuccessfully made that argument to the
City Council a few years back. About nine years ago, City Council Member
Randy Maluchnik said, the council considered changes but gave up on the
issue.
Finally, change has come.
Initially, city staff proposed an amendment with permit fees and requirements
such as additional insurance to cover liability related to the signs.
But after hearing from business owners, last week the Chaska Planning
Commission approved a slimmer amendment whose main goal is to limit the
• number and size of signs. "Let's not look like Las Vegas," Ringwald said.
The new law will allow one sandwich board per storefront or two per corner
store. And a corner store could let a neighbor use one of its spots.
Those involved find the amendment reasonable. While summer meetings filled
the council chambers, last week`s Planning Commission meeting came with little
fanfare and just a handful of attendees.
"It should not have been this much of a struggle," Hanlon said. "But. at least
we've won."
Maluchnik is pleased. Political pressure changed a law he had long thought was
"out of whack."
Ringwald said he was glad the city and business owners reached a
compromise.
He compares Chaska with Hutchinson, another Minnesota city with a historic
downtown. That city recently revised its own ordinances to allow downtown
businesses to use sandwich board signs.
"When you have a historic downtown but also have a new suburban area, the
• rules don't exactly mesh," Ringwald said. "I think we've solved that."

In downtown Chaska, sandwich board signs are effective and attractive. But
they had been against the law.

In David Blackowiak's quest to keep his little Chaska Bakery alive in spite of big
competition -- from Target and Rainbow Foods, for starters -- he's tried it all.
The telephone book didn't bring a cent of business, he said. The newspaper,
either. Money mailers cost too much for too little return.
All that's worked are sandwich boards.
With one little A-frame sign out on Hwy. 41, the bakery's average sales jump
about $200. On a slow day, that can be a third of its business.
But in putting up that sign, Blackowiak was breaking the law.
Until this week, in spite of repeated protests, Chaska's sign ordinance did not
allow sandwich board signs. City staff even threatened people who put them up
• with fines and jail, time.
Monday night, the City Council approved an amendment that will allow the many
downtown business owners who use them to do so legally after getting permits.
City Council members predicted the change would help level the playing field for
downtown businesses competing with big box retailers.
But the win didn't come easy.
Sara Hanlon, owner of the Mill House Gallery, tells the story this way: Back in
May, "somebody got a bug up their butt."
City staff sent out an intern to check up on signage. He went from storefront to
storefront, informing owners with sandwich board signs that they were breaking
the law.
Freestanding signs are not allowed in most cities, said Kevin Ringwald, director
of Planning and Development, and they weren't legal in Chaska. The signs can
block drivers' sight and pedestrians' sidewalks, he said.
In her seven years in Brainerd and seven years in Chaska, Hanlon hadn't used
• sandwich board signs.
But when the controversy erupted this summer, she put one out in protest.
