AT THE FOUNT) COUNCIL CHAI~'II3ERS Present were: h~yor Tim Lovaasen, Councilmembers Gordon Swenson, Robert Polston and Ben Withhart, City Engineer William McCombs, Assessor I~Lilt Hilk and City Manager Leonard L. Kopp. Councilman Orval Fenstad was absent for cause. INFORMAL HEARTi`IG - I.a.n¢don Heights Street Rzblic Works Director gave report on water tests that have been made in this area and answered questions regarding the water problems. City N,anager reported on information found on quality of original road project. William McCombs made presentation on preliminary plans for the proposed street improvement and showed some alternatives for handling Grove Lane and Beachwood Road. The following persons were present with comments and questions: Mr. and Mrs. Arnold Meyer Charles Bergmann Martin Gilmore Tom Ptacek Several unidentified persons One main concern was the traffic through the area. and safety. Cul-de-sacs, deadending street by Park and making Beachwood Road one way were discussed. Swenson moved and Polston seconded a motion RESOLUTION 77-244 RESOLUTION DIRECTING ENG]NE~ TO PREPARE A PRELIriINARY FEASIBILITY REPORT AND ESTIMATED COSTS AND SHOWING ALTERNATIVES FOR GROVE LANE AND BEACHWOOD ROAD for June 28th meeting. The vote was unanimously in favor. BOARD OF REVIEW P'~s. John O'Brien was present regarding the valuation placed on the vacant lot abutting their homestead at 5053 Bartlett Boulevard. Plat 62010 Parcel 45QQ Withhart moved and Swenson seconded a motion RESOLUTION 77-245 RESOLUTION TO CONCIIR WITH ASSESSORS RECOMMEN- DATION AND REDIICE THE MARKET VALUE ON PLAT 62010 PARCEL 4500 to X3,000. The vote was unanimously in favor. The Mayor declared the Board of Review closed. Swenson moved and Polston seconded a motion to adjourn the 1977 Board of Review. STiTTSMAN TO BE ACTING CITY MANAGER IN THE ABSENCE OF THE CITY MANAGER AND CITY CLERK - JUKE 8, 9 & 10th The vote was unanimously in favor. Information Memorandum 77-108 Hickory* Lane Fa.rking Withhart moved and Lovaasen seconded a motion that the City Attorney be directed to prepare an ordinance for "no parking on Hickory Lane". The vote was unanimously in favor. Information Memorandum 77-109 Diseased Tree Program Discussed program. Consensus was that City should move aggressively;. have Tree Inspector check out grants and also report monthly on number of dis- eased trees. Withhart moved and Polston seconded a motion RESOLUTION NO. 77-247 EESOLIITION ORDERING THE MARKING OF DISEASED TREES WITH BRIGHT ONE FOOT BY ONE FOOT CARD- BOARD SIGNS FOR IDENTIFICATION The vote was unanimously in favor. Withhart moved and Lovaasen seconded motion to ask Park Commission for a presentation on a long range park plan and their recommendation for Lots 7-12, Incl. and Lots 33, 34 and 48, Auditors Subd. 168. The vote was un- animously in favor. ~a4 ~ Information Memorandum 77-110 Accessary Buildings Discussed proposed change to Zoning Ordinance relative to accessory build- ings. Change under proposed Subsection b (1~ to read "at least 8 feet away from the main structure"and under Subsection b (3) to read "constructed on and attached to a concrete slab or cement footings 1 foot deep by o inches wide". Withhart moved and Polston seconded a motion RESOLUTION 77-250 RESOLUTION ORDERING A PUBLIC HEARING TO AMEND THE ZONING CODE - SECTION 23.33 ADDING REGULA- TIONS FOR AUXILIARY UTILITY STORAGE BUILDIlVGS Hearing to be held June 28, 1977 at 8:00 P. M. at the Mound City Hall The vote was unanimously in favor. Management by Objectives Program Withhart moved and Polston seconded a motion to direct the City Manager to put in budget for 1978 the implementation of a program for management by objectives.
