1957-09-18VILLAGE OF MOUND ADJOURNED REGULAR MEETING, September 18, 1957 Meeting called to order in the Fire Station at 8:00 P.M. Present were Mayor Behmler, Trustees Livingston, Adams, Lockhart, Brazman and Manager Boxell. TEMPORARY CE~IFIOATE OF O~CUPAN~T Lockhart moved, Adams seconded, and it was unanimously carried to grant a temporary certificate of occupancy to Frank Kopecky and Eugene Faaberg. CA~HING OF C .D., s Living~on~mowed, -Ad~ seconded and it was unanimously carried to cash C.D. No. 7361, Project #14, in the sum of $3,341.25 'and leave it in Project #14. Livi~ston moved, Adams seconded, and it was unanimously carried to cash C.D. No. ?359, Project #15, in the sum of $3,037.50 and leave it in Project #15. Livingston moved, Adams seconded, and it was unanimously carried to cash C.D. No. 7358, Liquor Fund, in the sum of $1,518.75 amd leave it in the liquor fund. EETIP~4ENT OF P.I.R. SINKING FUND BONDS Livingston moved, Lockhart seconded, and it was unanimously carried to transfer the sum of $535.91 in Project #16 to the P.I.R. Sinking Fund. Livingston presented the following resolution md moved its adoption: WHE~F~S P.I.R. Bonds in the amount of $15,000 plus accrued interest of $207.25 are available for redemption on October 1, 1957 at par, and ~EREAS cash available in the P.I.R. Sinking Fund is only $4,548.27, as the balance of funds amounting to $17,037.50 are in the State Bank of Mound C.D.~s which mature October 10, 1957, and ~EEEAS a balance of cash .amounting to $10,658.98 mast be provided in the P.I.R. Sinking Fund to redeem said Bonds October 1, 1957, so a legal warrant of $15,207..25 can be written against the P.I.R. Sinking Fund, NOW, THEREFOP. W., BE IT RESOLVED That the Village Manager be instructed to transfer $3,820.41 in cash from Project #14 in the Bond & interest Fund to the P.I.R. Sinking Fund immediately, and on October 10, 1957 transfer from the P.I.R. Sinking Fund cashed C.D.'s to Project #14 in repayment the sum of $3,820.41. THEN, BE IT FUE~HER RESOLVED That the Village Nanager be instructed to transfer $2,619.82 in cash from the Fire Hall Bond Fund in Bond & Interest to the P.I.R. Sinking Fund immediately, and on October 10, 1957 transfer from the P.I.R. Sinking Fund cashed C.D. 's to Fire Hall Bond Fund in repayment the sum of $2,619.82. BE IT FURTHER RESOLVED THat as there is available cash in the Special VILLAGE OF MOUND Assessment Fun~ of Project #15 that is not to be paid out until 1958 that the Village Manager be instructed to transfer cash in the amount of $4,150.25 frem Project #15 to the P.I.R. Sinking Fund and on October 10, 1957 transfer from the P.I.R. Sinking Fund cashed C.D.'S to Project #15 SpeCial Assessment Fund in repayment the sum of $4,150.25. BE IT FURTHER RESOLVED That as cash in the amount of $68.50 is needed after the aforesaid transfers have been made and possibly a reasonable amount of regular charges by the bank making the collection, that the Village Manager be hereby instructed to transfer these sums from the General Fund to the P.I.R. Sinking Funds and on October 10, 1957 return this sum to the General Fund from the cashed P.I.R. Sinking Fund C.D. 's in repayment. BE IT FUP~HER ~SO~ED That the Village Manager make these transfers with- out delay so cash in the total amount of $15,207,25 plus bank colleCtion charges be available in the P.I.R. Si~king Fund and hereby instruct him thereafter to draw a warrant for $15,207,25 on said P.I.R. Sinking Fund in the Bond & Interest Fund to redeem the $15,000.00 P.I.R. Bonds outstanding and accrued interest of $207.25 to October 1, 1957. UNION WAGE P~0POSAL FOR 1958 Adams moved, Lockhart seconded, and it ~s unanimously carried to make the following wage proposal for the year 1958: Pay Schedule Water & Street Foreman Winkel ........................... $2.44/hr. Equipment Operator & Laborer Krause ..................... 2.24/hr Extra Help .............................................. $1.75 - $1.85/hr Police Patrolmen Farren ................................................ $2.177/hr Weiland ............................................... 2. lOS/hr Liquor Store Employees Skinner ............................................... 2.01/hr Liquor Store Extra Help Whittaker ............................................ 1.96/hr Liquor Store Waitress, Extra Help Norma David ........................................... 1.28/hr Roberta Betzler ....................................... 1.23/hr Carol Hursh ........................................... 1.23/hr Patrolman Weiland at completion of 1957 service to receive 7~/hr increases, making his hourly wage $2.105 per hour to bring him more in line with Farren. VILLAGE OF MOUND Wo~ ~eek Liquor Store Employees, Monday through Saturday, 40 hours per week except para-time and extra help to be used as needed. Police personnel to ~rk 40 hours per week as needed. Street Department Employees, Monday through Friday, 40 hours per week. O~ertime Principle of compensatory time to be employed for Liquor Store employees and Police Department employees. In regard to Street Department employees the following rates will apply: Saturdays .... Time and one-half Snndays Double Time Holidays ..... Regular time plus holiday pay Holidays The following legal holidays will be observed as paid holidays for the Liquor Store: New Years Day Memorial Day Independence Day Labor Day Christmas Good Friday - ~ day If the above dates fall on Sunday, get ~onday off. The Street Department and the Police Department are to receive the above mentioned holidays plus Washington' s Birthday. Election days to be observed as paid holidays by Liquor Store employees Sick Leave Sick Leave shall be accumulated at one day per month up to 60 days. Any employee who has an illness of three (3) days or more must have a doctor in attendance and mast furnish proof of such with a medical certificate. Vacations Vacations to be granted at the rate of 10 work~ng days (2 full weeks) 'with full pay after one year. ~ach vacations will be taken when Village Manager or department head shall designate. When a designated holiday' occurs d~ring the vacation period of an employee, he shall be entitled to an additional d~y's vacation. Vacation days are not cumulative past the end of each year and vacation periods cannot be worked on a double time basis. Uniforms In the future, supply original uniform for Police. force: 2 shirts, 2 ties, 1 cap. Per annum for present Agreement to be made in Resolution fora. Health & Welfare Program Classification ............
