MINUTES OF THE ADJOURNED MEETING of March 5, 1959
Am adjourned meeting o f the Village Council of Mound was held on
March 5, 1959 at 7:30 P.M. at the Mound Village Hall.
Present were: Mayor Behmler, Trustees Larson, Batdorf and Brazman;
Attorney Ploetz and Manager Boxell.
Discussion of Codification of Ordinances
Brazman moved the meeting be adjourned. Larson seconded the motion.
The vote was unanimously in favor, so carried and adjourned.
MINUTES OF THE REGULAR MEETING of March 10, 1959
The regular meetin~ of the Mound ~Village Council was held March 10, 1959
at the Mound Fire Station at 7:30 P.M.
Present were: Mayor Behmler, Trustees Batdorf, Braz~an, Larson and
Petersen: Manager Boxell and Attorney Ploetz.
The Minutes of the February 10, 1959 regular meeting were read. Batdorf
moved the r~inutes of February 15, 1959 be accepted as read. Brazman
seconded the motion. The vote was uauimously in favor, so carried and
accepted.
The Minutes of the Adjourned meeting of February 24, 1959 were read.
Brazman moved the minutes of the adjourned meeting of February 24, 1959
be accepted as read. Batdorf seconded the motion. The vote was
unanimously in favor, so carried and accepted.

The following bids for a Police Car were opened:

Brazman moved the bids be tabled for more extensive study and the opinion
of the Police Chief and the Patrolmen. Larson seconded the motion. The
vote was ~mauimously in favor. So carried.

FLUSHER
A proposal was offered by the Mo~md Fire Department to the Village Council
to use $600 of their funds to purchase a truck chassis to hold the present
Village owned pull-type street flusher,.~the resulting vehicles to be used
as a street flusher and a mobile tanker for the Fire Department. They
requested the Village pay the cost of mounting the tanker and painting the
vehicle. The cost not too exceed the~ sum of $300.00.
The Flayor requested the Manager to make a recommendation as to where the
funds for such a project would come from.
The F;anager ~commended the funds come out of the Fire Capital Outlay Fund.
Resolved b y Petersen and seconded by Batdorf; that up to $300.00 of the
Fire Capital Outlay Fund be reserved and paid out for the purpose of mounting
and painting of the present pull-type street flusher tank on a chassis to be
provided by the Fire Dept. out of non-village funds. The resulting
vehicle to be used as a street flusher for the Village aud a mobile tanker
for the Fire Department.

The Mound Chamber of Commerce, represented by Mr. Leighton Lindlan.
presented an out~.ne for a Village Clean-Up program. The Mayor
instructed the Manager ~to give a recommendation in a progress report at
the regular April meeting. The report to be known as "Clean Up
Improvement Plan and Costs"'.'

CLEAN-UP
Karl Gruhn gave a progress report on Civil Defense with emphasis on
'Home Preparedness'. Mr. Gruhn presented a list of needed suoplies,
50% of matching funds could be obtained
The Mayor instructed the Mauager to give a report at the April meeting,
on the cost of the itimized list.
Construction of an Apartment Buildi~ng in the Shirley Hills Unit 'F'
Mr. Leighton Lindlan intr~duced~.. Mr. Dar~ln Dickey, a builder from
Wayzata who plans to erect a l? unit, 3 level, brick-veneer apart-
ment building on Lots 18 - 23 inclusive, Block 3, Shirley Hills Unit
F. They discussed the plans ~ith the council. Trustee Brazmau
reported the Mound Planning Commission had approved the plans. The
Village Attorney advised the petitioners to petition the council to
put the area in Fire Zone No. 2 conditional to granting a B~ilding
Permit. This would entail an amendment to Ordinance No. 26.
Assent to underwriting the cost of publication of Ordinance No. 46
or such amendment as was necessary, was made by Leighton Lindlan and
Darwin Dickey, to avoid any great delay.

BUILDING
Mr. Earl Anderson of Lyle Sign Comp~s~d~isptayed street signs ~nd
brackets, giving prices end answering~questions of the council.
Project No. 15 was reported on by Manager Boxell. The Mayor
requested the Manager to give a similar report on each special
assessment project. Trustee Petersen suggested money received
from the sale of tax forfeit land in assessment fees be put into
Special Assessment Fund rather th~u the General Fund as heretofore.
Motion offered by~BraZman ~nd seconded by Larson. Be it moved the
sum of 1,300.00~ in Project~ No. 15 be invested in a C.D. for a period
of six months. The vote was unanimously in favor, so carried.

Motion offered by Brazman and seconded by Peterson. Be it moved that
the sum of $491.00 as budgeted in the General Fund be transferred
from the General Fund to the Building Inspector Fund. The vote was
unanimously in favor, so carried.

Larson moved the Manager be authorized to advertise for bids on 3~QOO
gallons more or less of road oil and 3,~OO yards more or less of~Favel.
Brazman seconded the motion. The vote was u~Simously in favor. So

The following resolution was offered by Larson and seconded by Brazman.
~ffHE~AS, Tonka Toys presented a petition for remodeling of a truck
entrance to its Industrial Plant on Dell Street. Lots 2 - ~ Koehler's
Addition to Mound, Plat 616~O Parcel 3~O. The request was to exbend
the entrance 5.9 feet south of its present position, ~iich would put it
on the village road-way, as the present structure is on the lot line.
This improvement not to obstruct traffic or the view on the roadway.
BE IT RESOLVED, that a building permit be granted by the Village of
Mound for the remodeling of said truck entrance; upon the following
conditions:
l. That this be a temporary structure.
2. That, a thirty day (30) notice by the Village Council is
to require its removal,

Trustee Brazman offered the following resolution, and mo~ed its adoption:
k~HEP~EAS, The V~llage Council of the Village of Mound~ Hennepin County,
Minnesota, has received from the Coumty Auditor of Hennepin County, Minn-
esota, a list of land in said village which became the property of the
State of Minnesota under the provisions of law declaring the forfeiture
of lauds to the State for non-payment of taxes, which said list has been
designated as Classification List ~61 - C, February 23, 19~9; and
WHEREAS, each parcel of land described in said list has heretofore been
classified by the Board of County Commissioners of Hennepin County,
Minnesota as non-conservation land m~d the sale thereof has heretofore
been authorized by said Board of County Commissioners:
NOW, THEP~FOP~, BE IT RESOLVED, by said Village Council, actirg pursuant
to Minnesota Statutes for 19~9, Section 282.O1, S~bd. l, that the said
classification by said Board of County Commissioners of each parcel of
land described in said list as non-conservation land be and the same is
hereby approved and that the sale of each such parcel of land be and the
same is hereby approved.
The question was on the adoption of the resolution, and the roll being]

Be it moved by the Village Council of the Village of Mound, that the
spontaneous concern and cooperation of the parents of the minors
implicated in the Juvenile.Problem of February ll, 19~9, receives the
~~ppreciation and gratitude~of the Village Cour~cd. 1. That further
official acknowledgement be given by the Council to the material role
played by such cooperation and clearing certain innocent teen-agers
and in identifying the establishments guilty of the sale of the
intoxicants.
The vote was unanimously in favor. So carried.
JUVENILE
SITUATION
The Fire Alarm System was discussed, and deferred for further study. FIRE ~LAPI~

The kratershed bill was discussed.
The contract ~ith Pfeifer and Schultz was discussed.
Brazman moved and Petersen seconded a motion to adjourn to the
adjourned meeting of March 12, 1959 at 3:30 P.M. at the Mound Village
Hall.
The vote was unanimously in favor. So carried and adjourned.~

Village Hall at 3:30 P.M.
Present were: Mayor Behmler, Trustees Larson, Batdorf and Petersen and
Manager Boxell.
Larson moved the follc-~ing wage schedule be offered:
1. Water and Street Foreman
2. Equipment Operator
3. Police Patrolmen
4. Liquor Store Clerk
$2.55 per hour
$2.35 per hour
$2.30 per hour
$1.45 per hour
All other portions of the Union Contract to remain the same as the 1958
contract.
Petersen seconded the motion. The vote was unanimously in favor. So
carried.

on the following specified equipment.

5. All present police equipment to be changed to new car.
