MINUTES OF THE REGULAR MEETING OF MAY lZ, 1959 - 7:30 P.M. at the
MOUND FIRE STATION
Present were: Mayor Behrnler, Trustees Larson, Batdorf, Brazman and Petersen;
Attorney Ploetz and Manager Boxell.
Minutes of the regular meeting of April 14, 1959 were read. Brazman moved the
Minutes of April 14, 1959 regular meeting be accepted as read. Batdorf seconded
the motion. The vote was unanimously in favor, so carried and accepted.
Minutes of the adjourned meeting of April 21, 1959 were read. Petersen moved
the Minutes of April 21, 1959 adjourned meeting be accepted as read. Larson

The Manager recommended the bid of Lead Supply at 3919~ ft. (2% within 10 days)
Larson offered the following resolution and moved its adoption,
BE IT RESOLVED, the bid of Lead Supply for 3,000 feet of Type K 3/4 inch soft
copper tubing be accepted, at 3919~ per foot with a 2% discount within 10 days.

CAMPUS CRUSADE FOR CHRIST
A Public Hearing on a petition by the Campus Crusade for Christ to rezone their
property from residential to multiple dwelling.
Roy Haglund of Haglund and Wolner attorney at law, represented Mr. Nate Gellman
and Mr. John G. Maclean in opposing the petition.
Kay Netherly represented Campus Crusade for Christ.

Larson moved the petition be accepted as sufficient for hearing. Batdorf seconded
the motion. The vote was unanimously in favor. So carried and accepted for hear-
ing.
Roy Haglund presented 75 signed letters in opposition to the rezoning petition.
Speaking in opposition to the rezoning were: Louis Brechet, attorney and resident
affected; Harry O1son, resident affected; and Nate Gellman, resident affected.
Ed Hodge resident affected, spoke in support of the rezoning petition.
Brazman offered the following resolution and moved its adoption,
BE IT RESOLVED, that the Village Council of the Village of Mound refuse and deny
the petition presented by Campus Crusade for Christ to amend the use district of a
portion of Block 1, "Minnesota Baptist Summer Assembly", therein described to
multiple dwelling residence district.
Larson seconded the motion.
So carried and denied.

LANDGON HEIGHTS PLAT
Landgon Heights plat by William Dressel was presented for approval,
William Dressel appeared in person and advised the council that he is cognizant of
the Village requirements with respect to street grade and drainage and water main
installation, and represents to the council to secure the Village certification to said
plat, that if said plat is certified, he will install, within a resonable time, water-
mains, street grades and drainage in the area covered by said'plat and to the speci-
fications of the Village Engineer.
Brazman offered the following resolution and moved its adoption.
WHEREAS, the proposed plat of Langdon Heights has been submitted by William
Dressel which proposed plat conforms with the Village requirements for individual
lot area and street widths, and

WHEREAS, William Dressel having appeared in person and has made certain
representations to the Village Council, and
THEREFORE BE IT P~ESOLVED, by the Village Council of the Village of Mound,
that the Mayor and the Village Manager be directed to certify said proposed plat.

The Village Council instructed the Manager and the Planning Commission represent-
ative to advise the Planning Commission that all roads are to be 60 feet wide.
WATER DRAINAGE PETITION - WALTER SLUETEK
Walter Slueter presented a petition for surface drainage in the Brookton area.
The Manager's recommendation is to install tile and 5 or 6 catch basins, thus
carrying the water by culvert to the park area for disposal.
The Mayor instructed the Manager to present a plan for solution and a plan to
finance the solution to be presented to the Village Council in regard to the Surface
Water drainage presented by Walter Slueter in the Brookton area, at the next meet,
ing.
TRANSFER OF FUND -LIQUOR FUND TO POLICE FUND

BE IT MOVED, that the sum of $2,000 be transferred from the Liquor Fund to the
Police Fund. This will be a loan until the Tax Receipts are available.
The vote was unanimously in favor. So carried and so ordered.
LITTLE LEAGUE BALL PARK WATER TAP
Larson offered the following resolution and moved its adoption.
BE IT RESOLVED, that the Village install a one inch water line at the Little
League Ball l~ark, and
BE IT FURTHER RESOLVED, that the Village defray the cost, not to exceed $75.
This action to be taken because the purpose of the park is wholly recreational with
no discrimination of participants, except for age, intended. The funds to come
from the Park Fund, and

as an apartment for Mr. Tuff to live in.

MINUTES OF THE ADJOURNED COUNCIL MEETING OF MAY 19, 1959 - 7:30 PM
AT THE MOUND FIRE S~ATION
Present were: Mayor Behmler, Trustees Larson, Batdorf, Brazman and Petersen
Attorney Ploetz and Manager Boxell.
Larson moved the following liquor bills be paid were funds are available,

Batdorf seconded the motion. The vote was unar~imously in favor. So carried.
FIKE DEPT. SCHOOL AND CONVENTION
Batdorf moved the policy of indeminfying members of the Fire Department for their
Minnesota State Fire Convention expenses and Minnesota State Fire School expenses
be continued and the council further adopt the policy of advancing sufficient funds to
cover such estimated expenses, required per item accounting therefore.
Petersen seconded the motion. The vote was unanimously in favor. So carried.
Petersen moved the sum of $100 budgeted for the Fire School be added to the $100
appropriated for the Minnesota State Fire Convention for advanced expenses for the
Minnesota State Fire Convention. Brazman seconded the motion. The vote was
unanimously in favor. So carried.
SCHOOL DISTRICT ~277
Mr. Ray Cox' appeared before the Council as a representative of the School Board
of School District #277 and discussed problems with the Council.
THREE POINTS AREA - ANNEXATION AND TAX PROCEEDS
Larson moved and Batdorf seconded the motion.
WHEREAS, the Village Council is advised that following the Petition of March 31,
1959 and the. Resolution of this Council, April 1, 1959, calling for an election
concerning anne~'~i~ibn said election was held and the vote thereof favored annexa-
tion, and the Council'is further advised that the documents for said election were.
filed in the office of the County Auditor of Hennepin County, April 21, 1959, and in
the offices of the Secretary of State, Minnesota, April 27, 1959, and the Council be
further advised that said annexation becomes effective April 27, 1959, now there-
for be it moved; that
The Manager with the aid of the Village Attorney proceed to establish liason with
the Town of Minnestrista and to seek proposals concerning tax proceeds apportion-
ment from the Three Points annexation, and
Direct the manager to advise in said letter that if they so indicate the desire there-
fore, the Village of Mound will have council representatives in attendance at their
next monthly meeting.
The vote was unanimously in favor. So carried and so ordered.

PLANNING COMMISSION MEMBERSHIP
Brazman offered the following resolution and moved its adoption.
BE IT RESOLVED, the membership of the imlanning Commission be increased
from the present membership of seven appointive and three ex-cfficio members to
nine appointive and three ex-.officio members.
Petersen seconded the motion. The roll call vote was as follows:

OUTSIDE FIRE CALL - MI{. RAY SALDEN
Brazman moved and Petersen seconded the motion
BE IT MOVED, that Mr. Ray Salen be charged one half of the regular fee ($30 is
half) for a fire call to his property. This action is taken because the Village uses
Mr. Sa/den's property to dump debris from the Village cemetery and this debris
increased the fire hazard on the Salden property; contingent on Mr. Salden taking
out a Fire Contract with the Village of Mound. Funds to be taken from the
Cemetery Fund.
The vote was unanimously in favor. So carried.
MOHAWK JAYCEES
Mayor Behmler moved and Larson seconded a motion.
BE IT MOVED, the Mound Village Council accept the report of the Mohawk Say-
cees on the Skating Rink project, and direct the manager to draft a letter of com-
mendation to the Mohawk Jaycees for their splendid job on the skating rink.
The vote was unanimously in favor. So carried and so ordered.
CIVIL DEFENSE
Mrs. Comfort Le¢~9 gave a report on local Civil Defense activity of evacuting
the elementary schools to the school buses as a civil defense drill.

Brazman moved and Petersen seconded a motion.
BE IT MOVED, the Liquor Committee be granted the services of the Village
Attorney for the sum of $20. 00; to be paid out of the Liquor Fund.
The vote was unanimously in favor. So carried and so granted.
CODIFICATION OF ORDINANCES
Codification of Ordinances was discussed.
Brazman moved the meeting be adjourned until the adjourned meeting of May 26,
1959 at the Mound Fire Station - 7:30 P.M. Larson seconded the motion. The
