MOUND FIRE STATION at the Present were: Mayor Behmler, Trustees Brazman, Petersen and Batdorf; Attorney l~loetz and Manager Boxe11. Minutes of the May 12, 1959 meeting were read. Petersen moved the Minutes of May 12, 1959 be amended to add to the Langdon I-Ieights Plat (Page 1954) "That clerk was asked to note in Minutes and to call to attention of the Planning Commis- sion the necessity for laying out on the anticipated Planning Map appropriate 30 foot width by adding to the platted street 'Spruce Ave. ' the appropriate width from the property to the west." Brazman seconded the motion the vote was unanimous- ly in favor. So carried and amended. Petersen moved the Minutes of May 12, 1959 be accepted as read and amended. Brazman seconded the motion. MOUND CHAMBER OF COMMERCE USE OF PARK Batdorf moved and Petersen seconded .the motion. BE IT MOVED, the Mound Chamber of Commerce be granted the use of the Village Park on Cook's ]~ay for a celebration July 4th and 5th, The Mound Chamber of Commerce to clean premises after the celebration. The vote was unanimously in favor. So carried and granted. VILLAGE Of MOUND CARL F. JOHNSON PLAT- Halstads Bay Batdorf moved and Brazman seconded the motion. BE IT MOVED the clerk be instructed to record in the Minutes the general approval of the plat presented with exception of the following: 1. that dead end to south of Bay Ridge Drive be eliminated 2. that petitioner make proper provisions for water installations and street grade, drainage and graveling. The vote was unanimously in favor. So carried. PLANNING COMMISSION MEMBER RESIGNATION The written resignation of Olin Kaupanger., Planning Commission member was tabled until plat is handled officially by the Village Council, The Manager to advise Mr. Kaupanger and ask him to reconsider his action. REZONING OF M. W. SKOGLUND PROPERTY Brazman moved and Petersen seconded the motion. BE IT MOVED, the rezoning of the M.W. Skoglund property be continued until the regular meeting of July 14, 1959 The vote was unanimously in favor. So carried and so ordered. TAX FORFEITED LAND Batdorf offered the following resolution and moved its adoption. Brazman seconded the motion. Lots 19 - 25 and 38 - 44, Block 3 A. L. Crockers First Division of Lakeside Park was recently forfeited to the state for non-payment of taxes, NOV/ THEREFORE BE IT RESOLVED, that the above described parcel of land be acquired from the State for public purposes, namely, streets, roads, drainage, water mains, sewers and public utility easements. BE IT MOVED, that the Village Council of the Village of Mound instruct the Manager to advertise fi~r bids on Street Signs for the Village of Mound. The bids to be opened a~ the next regular meeting. Vote' unanimously in favor. So carried. Specifications as follows: 1.966 VILLAGE Of MOUND VILLAGE OF MOUND - SPECIFICATIONS - STREET NAME SIGNS GENERAL: These specifications cover the purchase, asserably and installation of street name signs of the fixed-head four-way type. Bidders are invited to submit proposals for the necessary sign materials, as specified, assembly and installation, as specified. Bids are to be submitted on a per unit cost, for 100 or more units. STYLE: Street name signs shall be either 4 way or 2 way as specified. Letters of street names shall be embossed four inches high of the compressed or condensed rounded block letter style, black on white background, and suffixes of Ave., St,, Blvd., Dr., Kd., Lane and Place to be spelled out, to be in2 inch normal letters centered in the vertical spaces at right end of the signs. Borders to be embossed, and black color. SIGN PLATES: Individual sign plates shall be stamped from nominal 6"xZ4" sheets of 18 gauge steelexcept where extrordinary length of street name requires a longer plate. Material from which plates are stamped shall be hot dipped steel galvanized and bonderized, prior to painting. The plates are to be finished with an epoxy base primer, followed by 2 or more coats of Dulux 100, or equal, baking enamel. In addition, the letters, numerals and border, are to have at least 2 coats of contrasting enamel applied by power rubber rollers. Plates shall be punched in four corners and otherwise ' notched to suit assembly requirements following embossing operation and prior to painting. POST BRACKET: For each intersection specified there shall be furnished one post bracket of cast aluminum alloy suitably designed and machined to receive sign plates to be furnished hereunder. Brackets shall be one piece style with cross-bars to support sign plates, and be suitably notched and bossed to effect a rigid assembly resistant to vandalism. Post cap shall fit steel post having a 2 3/8 inch O.D. Post cap shall be drilled and tapped with two screw holes at 90° centers and fitted with cad plated allen set screws of at least 1/4 inch diameter and a length permitting nearly flush mounting. Bracket shall mount the sign plates at 45° or 90° angle s. Sign-plate screws shall be bronze or brass with Phillips head of at least 1/8 inch diameter, and a length to allow one thread exposure out of nut upon drawing up of sign plates on bracket. Nuts for sign plate screws shall be round, of thick-beveled washer type, with spanner notches in rim at 180° centers. A spall~er wrench tool shall be ~urnished. ASSEMBLY: Name plates shall be carefully inserted on bracket to mate with matching notches, and corner screws and nuts inserted and drawn up tight. POST~ Posts shall be 2 inch standard or 2 3/8 inch O.D. galvanized pipe, 10 ft. - 10 lJ2 ft. long. A 3/8 inch hole to be drilled about 6 inches from cut end. VILLAGE OF MOUND 1967 INSTALLATION: Sign posts shall be erected at street corner~ as directed by the ' Village Engineer. A 6 inch long rod to be inserted thru holes drilled in bottom end of post. Sign posts shall be installed in holes at least 8 inches in diameter and 30 inches deep so that approximately 8 feet of post extends out. Concrete shall be poured into hole to a depth of at least 20 inches and tamper- ed down. Estimated Number of each type: 4 -way - 133 Signs 2 - way - 4 Signs 90° angle ~ 110 Brackets 45° angle - 27 B~:ackets INSTALLATION TIME LIMIT: is awarded. InstaLlation to be completed 60 days after contract Sealed bids will be recieved by the Village of Mound, Minnesota up to 5 P.M. July 11, 1959. Bids to ~e accompanied by a certified check or Bond payable to the Village of Mound, in the amount of ten (10) percent of the estimated total. Bids will be opened at 8:00 P.M. on July 14, 1959 at the Mound Fire Station. The Village Council reserves the right to reject any and all bids and to waive any defects. WALTER SLUETER DRAINAGE PROBLEM The manager outlirked a plan to aleviate the water problem in the Brookton area; with a plan of finan"ce that includes an expedeniture of $280.00 for catch basins, and the installation of a culvert, by the village. The a~fected residents to pay the cost of the necessary tiling. The village Council accepts the Manager's plan. PRELIMINARY PLAT PRESENTATION BY ARNOLD STROM Mr. Strom appear~/i and discussed his proposed plat, Lots 29 and 30 Lafayette Park, with the Village Council, the Manager and the Village Attorney. POLICE 'GRIP" SESSION Trustee Brazman asked the Village Council to arrange a meetin§ with the Mound Police Department, to ~isten to 'grips' such as was held with the Mound Fire Dept. The Manager agreed to w~ive his rights and allow such a meeting. It was agreed to set the meeting at the time the Village Council would be wqrking on the Budget for 1960.
