MINUTES OF THE BOARD OF REVIEW -July 14, 1959- 7:30 P.M. at the
MOUND FIi{E STATION
Present were: Mayor Behmler, Trustees Brazman, Larson, Petersen and Batdorf,
and Manager Boxell.
No one appeared to be heard on Personal Property tax assessments. Mr. Sundlin
of the County Assessor's office was present and answered questions and joined in
a general discussion to tax problems, with the council and citizens present.
Brazman moved the Board of Keview meeting be adjourned and the regular monthly
meeting of July 1959 convene after a five minute recess. Petersen seconded the
motion. The vote was unanimously in favor. So carried and adjourned.
MINUTES OF THE REGULAR MEETING OF JULY 14, 1959 - 7:30 P.M. at the
MOUND FIRE STATION
Present were: Mayor Behmler, Trustees Larson, Brazman, Petersen and Batdorf,
and Manager Boxell and Attorney Grathwol.
The Minutes of June 9, 1959 were read. Petersen moved the minutes be amended
to read (Page 1965 Planning Commission Member Resignation) 'The written
resignation of Olin Kaupanger, Planning Commission member was presented; no
action was taken as plat had not been officially handled by the Mound Village coun-
cil. ' Larson seconded the motion. The vote was unanimously in favor. So
carried and amended. Batdorf moved the minutes of June 9, 1959 be accepted as
read and amended. Brazman seconded the motion. The vote was unanimously in
favor. So carried and accepted.

PETITION FOR REZONING BY M. W. SKOGLUND
Larson moved and Batdorf seconded the motion.
BE IT MOVED, the rezoning of the M. W. Skoglund property be continued %mtil the
next regular meeting of August 11, 1959.
The vote was unanimously in favor. So carried.
BUILDING PERMIT FOR ROY E. SLENTZ -Two car garage
Roy E. Slentz petitioned to build a two car garage on his property. The Planning
Commission minutes favoring the granting of such permit were read. The Manager
recommended tabling the request for further study. Discussion followed.
Petersen moved and Batdorf seconded the motion.
BE IT MOVED, the Village Council of the Village of Mound accept the recommend-
ation of the Planning Commission and grant a building permit to Roy E. Slentz
to build a two car garage on his property, Lot 3 Block 6 Highlands.
The vote was unanimously in favor. So carried.
BUILDING PERMIT FOR DONALD B. COX - Two story garage
The request of Donald B. Cox to build a two story garage on his property was dis-
cussed. Note: Planning Commission recommends permit be granted, Manager
recommends request be tabled for further study.
Petersen moved and Larson seconded a motion.

PETITION FOR THE VACATING OF AN ALLEY - W. R. Holmgren, Barber Co.
The Manager and the Planning Commission recommendation is ~hat said vacating
be granted a public hearing.
Larson moved and Brazman seconded a motion.
BE IT MOVED, that the Mound Village Council instruct the Village Manager to
set a date for a Public Hearing for vacating alley in Lots 1 - 7 inclusive,
Block 3 Shirley Hills Unit F.
The vote was unanimously in favor. So carried and instructed.
PRESENTATION OF PLAT

Halstead Acres Second Addition plat was presented by Wm. Brandenburg and Son,
Wm. Brandenburg and Son appeared in person and advised the council that they are
cognizant of the Village requirements ~dth respect to street grade and drainage
and water main installation, and represents to the council to secure the Village's
approval of a temporary plat of Halstead Acres Second Addition.

SHADYWOOD - Orono Area Group
'"~-.pat Hurley and Mrs. Lee Sulsrud appeared before the council to discuss a
possible Fire Contract with the Village of Mound.
SHADYWOOD IMPROVEMENT GROUP - Water System
William Gulden appeared before the council to discuss the present water system'
in the recently annext ed section of Mound known as Three Points.
The Village Manager recommends this matter should be tabled until the Village
Attorney returns and is able to study this problem. A meeting between the
Mr. Gulden, the Attorney and the Village Manager to be arranged.
STREET LIGHTING PROGRAM
Gene Carr appeared before the council to discuss the proposed street lighting
for the Mound Business District.
The Village Council instructed the Village Manager to set a date for a Public
Hearing for Street Lighting for the Village of Mound Business District.
PETITION FOR REST HOME - Mildred Bronce J Weigh Inn Noll
The Mayor recommends this be referred to the Planning Commission and to the
Village Attorney and Manager for recommendations.
WATERSHED DISTRICT
H.B.R. Larson offered the following resolution and moved its adoption.

BE IT RESOLVED, the Village Council of the Village of Mound reaffirms its
support of the petition for a Watershed District.

Due to the fact certain areas of Minnetrista Township, known as 'Three
Points'was annexed to the Village of Mound, Minnesota, April 27, 1959, the
question of the distribution of tax money has arisen. This would involve money
received in 1959.
The two governing bodies have met and discussed this matter, agreeing on a
breakdown of the tax money, based on the following figures in regard to this

Work Week
Liquor Store employees, Monday through Saturday, 40 hours per week.
Police 'Personnel to work 40 hours per week as needed. Street and Water
Department personnel, Monday through Friday, 40 hours per week.
Overtime
Princii~le of compensatory time to be employed for Liquor Store and Police
Department employees on the basis of one and one-half (1 1/2) times off for
all overtime exceeding 40 hours per week.
In regard to the Street and Water Department, all time worked over eight (8).
hours per day, 40 hours per week or on Saturday, employee shall be paid at
one and one-half (1 1/2) times the employees regular pay rate. On Sunday,
the employee shall receive two times his regular pay rate, and on a holiday,
he shall receive his regular holiday pay, plus his straight hourly pay rate.
Holidays
The following legal holidays will be observed as paid holidays for the Liquor
Store, plus all election days.

Labor Day Christmas Day
Good Friday - one-half day
If the foregoing holidays fall on Sunday, the following Monday will be declared
a holiday.
The Police Department employees are to be granted New Years Day, Thanks-
giving Day and Christmas as paid holidays, but are required to be on call on
these days. To compensate for additional holidays, the Police Department
will be granted eight (8) additional days of annual leave in lieu of the other
eight holidays.
The Street and Water Department to be given the following legal holidays as
paid holidays:

Sunday, the following Monday will be observed as a holiday.
Sick Leave
Effective January 1, 1960, employees shall be allo~ved to increase their
accumulated sick leave up to a maximum of seventy-five (75) days, at the rate
of one day per month.

Vacations
Vacations to be granted at the rate of 10 working days (2 full weeks) with full
pay after one year, 15 working days (B full weeks) after ten (10) years. Such
vacations will be taken when the Village Manager or Department Head shall
designate. When a designated holiday occurs during the vacation period of an
employee, he shall be entitled to an additional day's vacation. Vacation days
are not cumulative past the end of each year and vacation periods cannot be
worked on a double time basis.
Uniforms
Effective when replacement is deemed necessary, the Village shall furnish
police uniforms as needed. This will exclude underwear, socks, and shoes.
The uniforms will remain the property of the Village. All Patrolmen are to
maintain their uniforms in a neat and presentable condition as directed by the
Chief of Police.

Severance Pay
Effective January i, 1960, each employee shall be granted severance pay upon
any honorable severance of job at the rate of 1/3 of his accumulated sick leave.

Health and Welfare Policy to cover the Village employees only, policy to be
purchased by the Village with the benefits as listed previously, and copy of
same attached to Union contract.

LIQUOR REPORT - Submitted by Trustees Batdorf and Larson, in printed form.
The Village council by mutual agreement recommends a special meeting for the
hearing of the report. The Mayor commended the committee for their eXcellent
job and discharged Trustees Larson and Batdorf from the Liquor Committee having
did their duty. The committee is hereby dissolved.
RESIGNATION OF MAYOR BEHMLER
The resignation of Mayor Behmler was announced. Each Trustee in turn offered
praise for a job we]/ done, and regret at the resignation of such a loyal and capable
mayor.
Petersen offered the following ~esolution and moved its adoption. Batdorf
seconded the motion.

The amount of the settlement to the Village of Mound would be the sum of
$3~500.O0. It was agreed~ to the date of April 27~ 1959 Minnetrista Township
had expended to the Three Points area, to the value of $2,964.16, and it is
anticipated that the reasonable value of governmental sexvices to be rendered by
the Village of A4ound for the Three Points area for the calendar year 1959 from
and after April 27, 19%9, is $3,500.00.
The payment of this sum of $3~500.00 to the Village of Mound by Minnetrista
To.ship is to be made as the tax settlements become available to Minnetrista
