A general discussion of the Liquor Operation in Mound.
The sewer problem was discussed. It ~vas suggested the Pheifer and Schultz con-
tract be reviewed at the October 20, 1959 coUncil meeting.

Trustee Petersen was appointed as a committee of one to talk to the Mayor of
Spring Park about the sewage problem, by 1Viayor Larson.
Batdorf moved and Brazman seconded a motion the meeting be adjourned until the
adjourned meeting of October 20, 1959 at 7:30 P.M. at the Mound Fire Station.
The vote was unanimously in favor. So carried and adjourned.

Present: Mayor Larson, Trustees Gulden, Petersen, Batdorf and Brazman;
Attorney Ploetz and Manager Boxell.
VILLAGE ELECTION
The Village Manager reported the date for closing of election filing was November
24, 1959, for December 8, 1959 election. Two precincts, one in Mound at the
Fire Station and the other in the Three Point area.
CENSbS- 1960
The Village Manager repOrted the Federal Census will conmence on April 1, 1960;
and the village will be able to include any annexted areas by sending a plat map
of such area to the census bureau.

IT MOVED, the Village Council of the Village of Mound approve the extension
of the Water main to the Carl Johnson plat: the village to assume the cost of
the street installation across Halstead Lane, the subdivider to pay all other
costs.
The vote was unanimously in favor.
So carried and approved.

PUBLIC HEARING - ANNEXATION
A petition was presented for annexation to the Village of Mound by certain residents
and property o?ners.
Attorney Ploetz inspected the petition and ascertained the majority of signatures
were included and that further proof of ownership should be further established.
The petition was declared ready to be heard.

The annexation to serve.best interests of the petitioners and the Village
of Mound.
Roger Reed appeared as attorney~for the petitioners.

Jane Kavanaugh appeared as an attorney against the annexation.
The list of property owners and signers was reviewed and all the foregoing was
conceded to be correct except the Halstead Park Lot 16. This lot was alleged
to show a transfer of interest to Mary Benoit and daughter, Marjorie Anderson,
July 8, 1959; the deed was not delivered.

The question of which is thr proper signer the vendee or vendor or both was raised,
Attorney Ploetz directed that counsels be given an opportunity to present briefs on
vendee and vendor status in ten days of hearing,
The petitioners proposed annexation as in the best interests of the proposed annexa-
tion area and the Village of Mound!
Speaking in opposition from the floor were: William Malmsten, representing his
aunt, Ada Malmsten; Stewart Smith, John Murphy, W. C. Russell. Martin
Christiansen questioned the alleged change in Fire Insurance Class.
Speaking for the annexation from the floor were: William Brandenburg, Vernon
Brandenburg and several others ~,
Mayor Larson asked the hearing be continued until November 10, 1959, in order
to secure an answer on the petition of Minnetrista Township to the state Commis-
sion and to allow the briefs of the at[orneys to be filed on the vendee and vendor
question. A poll of the Trustees was made, all voting for continuance.
The Mayor declared the hearing adjourned and continued until 8:00 P.M. at the
Mound Fire Station on November 10, 1959.
Discussion of the cost of digging for installation of water.
Batdorf moved and Gulden seconded a motion to adjourn until the adjourned
meeting of October 27, 1959 at 7:30 13. M. at the Mound Fire Station. ~he vote
was unanimously in favor. So carried and adjourned.
