MINUTES OF THE NOVEMBER 10~ 19~9 MEETING - 7:30 P.M. at the MOUND FIRE STATION
PRESENT: Mayor Larson, Trustees Brazman, Batdorf, Petersen and Gulaen; and
Manager Boxell.
TP~e Minutes of the ~egular Meeting o£ OctoBer 13, 19~9 were read. Batdor£
moved and Gulden seconded a motion the minutes of the regular meeting of
October 13, 1959. Trustee Brazman abstained from voting. The vote was
Batdorf~ Gulden, Petersen and Larson in favor. So carried and accepted.
The Minutes of October 20, 1959 were read. Trustee Petersen corrected the
~inutes to read (Page 2021 - Public Hearing Annexation) 'Lots 8, 9 and west
part of Lot lO - ?By Wilkins sold to August and Doris Olexa - signers'.
(Page 2022 - Public Hearing Annexation) 'Speaking for the annexation from the
floor were: William Brandenbury, Vernon Brandenburg-and several others.'
Petersen moved the minutes of October 20, 1959 adjourned meeting be accepted
as read and corrected. Batdorf seconded the motion. The vote was Gulden,
Petersen, Batdorf and Larson; Aye. Brazman abstained from voting. So
carried and accepted.
The ~inutes of Oclober 27, 19~9 Adjo~ed Meeting were read. Batdorf moved
and Gulden seconded the motion~ that the minutes of October 27, 19~9 adjourned
meeting be accepted as read. The vote was Gulden, Petersen, Batdorf and
Larson; Aye. Brazman abstained from voting. So carried and accepted.
The Minutes of November 3, 1959 adjourned meeting were read. Petersen moved
and Gulden seconded a motion the minutes of t he adjo~rned meeting of November
3, 19~9 be accepted as read. The vote was Batdorf, Gulden: Petersen and
Larson; Aye. Brazman abstained from voting. So carried and accepted.
ARq~ EXATION HEA:~NG
The Annexation Hearing of certain areas in Halstead Park and Halstead Heights
and adjacent property to the Village of Mound was continued until the next
regular meeting of the Mound Village Council, by executive order of the ~ayor.

The Public Hearin~ on Street Li~hting Project #17 was continued until Wednesday,
November 18, 19~9 at 8:00 P~M. a% the~Mo~d F~re ~Station~ by ~xecutive order of
the Mayor. Illness in the family of the hound Attorney which prevented his
appearance was the reason~for the continuance.
TRUSTEE BRAZ~L~N - LEGAL STATUS
Mayor Larson announced the Village Attorney had advised him prior to the meeting
that Trustee Brazman's position was made illegal by the action of the 19~9 Statee
Legislature. Final action w~ll be taken at the adjourned meeting of Nov. ]~ 19~9.
Mayor [arson asked Mr. Brazman to vacate the council seat. Mr. Brazman seated
himself in the audience.

The matter of $12.50 from 3 Pts. was questioned and asked not to be paid;
however this amount was not included in the Northern States Power Bills,
as stated to t he council. Batdorf moved the bills be oaid where funds are
available and kdthhold the $12'~O for Water Pumping fro~ Northern Stat~s Power
Cor, pany for Three Points. Petersen seconded the motion. The vote was
unanimously in favor, bo carried and so ordered.
ELECTION OFFICIALS
Batdorf moved and Petersen seconded a motion.
WHEP~AS, the following list of clerks and judges and alternate clerks and
judges for the December 8, 19~9 Village Election; the po~es to be open
7:00 A.M. until 8:00 P~I.; two voting places are established, one at the
former Wards store in Three Points for the eligible voters of?the Three
Points area~ (i.e. Dreamwood, Shadywood~ Woodland Pt. and Blocks 22~ 23~
2~ 25~ 26~ 27 and 28 of Layafette Park); the remaining eligible voters
to vote at the Mound Fire Station. Each group to vote in the designated
place- only.

Petersen moved and Batdorf seconded a motion.
BE IT MOVED, that a building permit be granted to Mr. John Hedberg to construct
an addition on the south end of an existing structure on Block 1 lot 2
L. P. Creviers Subdivision of Part of Lot 36; according to the plan sub-
mitted to this co"~ncil.

CHANGE OF DATE OF DECEMBER EEGULAR COUNCIL MEETING
Gulden offered the following resolution and moved its adoption. Batdorf
seconded the motion.
BE IT RESOLVED, due to the fact the Regular December Council meeting falls on
December 8, the annual Village Election day, the date of the regular
council meeting be changed from Tuesday December 8, 1959 to the 9th
day of December, 1959 at 7:30 P.M. ab the Mound Fire Station. The
Council will convene as an Election Canvasing Board before the regular

Therefore the Annexation Hearing will be at 8:00 P.M. on December 9, 1959 at
the Mound Fire Station as ordered by the Mayor.
LIQUOR OPERATION
~he Manager gave a brief report on the Liquor Store operation; pointing out
an increase in gross sales of $9,1~1.52 in 1959 over the same period in 19~8.
1960 AUDIT
The Manager stated the 1960 Budget would be sufficient to audit the Village
Books, the Liquor Store accounts and a physical inv~ntof~~ bf the liqoor store.
BE IT MOVED, a CPA be hired to audit the Village books for 1960, as well as
the liquor store accounts and a physical inventory ofthe liquor store.
The vote was unanimously in factor. So carried.
The village Council instructed the manager to get in tough with a CPA and go
thru the State Outline and delete whatever necessary to stay within the budget
but still give a complete cash audit.
TURKEY BINGO PEPMIT - American Legion Post #398
Batdorf moved and Gulden seconded a motion~
BE IT MOVED, the Village Council of the Village of ~ound grant a permit to the
Minnetonka American Legion Post #398 to hold~a turkey bingo at the Mound
Legion Hall, Saturday, November 21, 19~9 at 7:30 P.M.
The vote was unanimously in favor. So carried and so granted.
