The City Council of the City of Mound, Hennepin County, Minnesota, met in regular session on
Tuesday, July 9, 2013, at 7:00 p.m. in the council chambers of City Hall.
Members present: Mayor Mark Hanus; Council Members Mark Wegscheid, Kelli Gillispie and
Ray Salazar
Members absent: Heidi Gesch.
Others present: City Manager Kandis Hanson, Fin Dir /Clerk/Treasurer Catherine Pausche,
Greg Herzog, Jeannie Gulbrandson
Consent agenda: All items listed under the Consent Agenda are considered to be routine in
nature by the Council. There will be no separate discussion on these items un less a
Councilmember or citizen so requests, in which event it will be removed from the Consent
Agenda and considered in normal sequence.
1. Open meeting
Mayor Hanus called the meeting to order at 7:02 p.m.

3. Approve agenda
MOTION by Salazar, seconded by Gillispie to approve the agenda. All voted in favor. Motion
carried.
4. Consent agenda
MOTION by Salazar, seconded by Gillispie to approve the consent agenda. Upon roll call vote,
all voted in favor. Motion carried.
A. Approve payment of claims in the amount of $162,527.86.
B. Approve minutes of the June 25, 2013 regular meeting.
C. Approve Pay Request No. 2 by GMH Asphalt Corporation in the amount of $560,437.76
for work completed on the 2013 Street, Utility, and Retaining Wall Improvement Project,
City Project Nos. PW- 13 -01, PW- 13 -02, PW- 13 -05.
D. RESOLUTION NO.13 -76: RESOLUTION AWARDING CONTRACT FOR 2013 CRACK
REPAIR PROJECT.
E. Approve Pay Request from American Engineering Testing, Inc. in the amount of
$1,900.00 for geotechnical engineering services for the 2012 Street, Utility, Lift Station,
and Retaining Wall Project, City Project No. PW- 12 -01, PW- 12 -03.
F. Approve Pay Request from American Engineering Testing, Inc. in the amount of
$1,898.75 for geotechnical services for the 2013 Street, Utility, Lift Station, and
Retaining Wall Project, City Project No. PW- 13 -01, PW- 12 -05.

5. Comments and suggestions from citizens present on any item not on the
agenda.
Jeanie Gulbrandson, 4555 Dorchester Road, presented a petition from her neighborhood
requesting that the retaining wall on Dorchester in front of her property be replaced during the
2013 Street Improvement Project. Ms. Gulbrandson cited safety issues and stated the wall is
degrading, shifting, and moving.
The Mayor informed the entire council of the neighborhood's concerns. He stated the policy in
the past was only to replace walls at or beyond their useful life. He directed staff to bring it back
to the council for a policy decision.
Greg Herzog, 2909 Stratford Lane, spoke to support replacement of the wall. Herzog has lived
in the neighborhood for 7 plus years and has noted the wall is buckling out. Plows have
knocked out the blocks which create hazards for kids waiting for the school bus and divergent
traffic. Mayor Hanus asked if he is suggesting that the wall be moved. Herzog asked that the
drainage and public safety issues be evaluated to allow for proper clearance.
Hanus stated there are some potential complications for moving the walls with regard to the
easements. Hanson stated that Staff was directed a number of years ago to take a
conservative approach when evaluating replacement in light of the economy. Hanson said Staff
may have gotten too conservative and she will meet with the engineers and affected property
owners so that everyone gains a full understanding. Hanson hopes to schedule a meeting later
this week.
Salazar asked for some addresses so he could drive by the area.
6. Action to close the meeting under Minnesota Statute Section 13D.03 to
consider strategies related to labor negotiations under the Public Employment
Labor Relations Act, Minnesota Statute Chapter 179A.
MOTION by Salazar, seconded by Wegscheid, to go to closed session. All voted in
favor. Motion carried.
Mayor Hanus read the following statement and closed the meeting at 7:19pm:
This meeting is being closed under Minnesota Statute, Section 13D.03, to consider
strategies related to labor negotiations under the Public Employment Labor Relations
Act, Minnesota Statute, Chapter 179A.
Mayor Hanus reconvened the open meeting at 8:10pm.

Mayor Hanus promoted Spirit of the Lakes Festival Buttons that are on sale at multiple
locations. Hanus stated it is the primary fundraiser and that there are free offers
available to button holders.
