The moving of the Standard Oil bulk storage tanks was discussed. The Mayor asked
that the attorney check the proper zoning involved and suggestedthe matter be put
on the adenga for January 28, 1964.
MINNETRISTA COUNCIL AND MOUND COUNCIL JOINT MEETING
Present were: Minnetrists Council consisting of Mayor Ed Ebert, Clerk Germain Boll,
Councilmen: Robert Fillmore, Paul Mader, Clarence Sorenson, Attorney Elizabeth
Bonham.
Spring Park Council - Luther Anderson, Councilman

Subject for discussion, Water, Sewer, Police and Fire Service for proposed
new school in Minnetrista. Meeting and discussion will be between the
Minnetrista Council and the Mound Council, it is not a public hearing and
is not open to the public for public discussion.

RequesteA water and sewer service for proposed new school, proposed that
Mound give such service thru a franchise over Minnetrista property, no
annexation wanted or needed but will cooperate with the Mound Council and
the School Board to get such service.
Koehn
Mound once offered service to Minnetrista but were turned down with the
statement that Minnetrista was not interested in sewer service. Mound
does not want individual contracts but would consider sewer service for
a large tract and allow Minnetrista to pay their share in the capitbl
investment.

We do not need sewer for ourselves but for the school board, we did not
ask the school to build their school in Minnetrista, but welcome them and
have told them that Minnetrista cannot furnish them with water or sewer
service. No annexation!
Koehn Minnetrista can't furnish fire protection either, can it?

Minn~trista cannot furnish sewer, water or fire service, they are not ready
to accept the responsibilities of being a village but want an aocomdating
village to furnish these service for them. we feel that annexation for this
area is the best way to handle this current problem.

Minnetrista has growing pains now as!did Mound once and annexation is not ~-
the answer, we could not afford sewer or our budget this year, we are
asking for ~he School Board not for ourselves. I also feel that the
Minnesota Municipal Commission would not approve such an annexation.

I a~ee with Mr. Pfeifer and feel that Minnetrista is not facing their
responsibilities as a village.

We feel we are a full-fledged village, we wqnt no annexation. We are
furnishing to our people what they need and want, and they do not want
sewer and water. We agree that Mound should not deal with Minnetrista
citimens individually but this request is for the school board which is
made up of Mound Citizens as well as Spring Park, Minnetrista ~nd Orono.

or build their own plant is their own business. We are two villages
located side by side and we can get along like good neighbors or act
like north and south Forea.
I own property in Minnetrista and pay t~xes there an~ wo~ll~ like sewer
service on my property in Minnetrist~
If we would grant this individual contract, others would come with equally
urgent requests and we would be doing nothin but holding hearings for sewer
service.
We can't guarantee that we won't come back and ask for sewer for other
areas, perhaps Douglas Beach.

Ebert How did Mound know what the school board has requested from Minnetrista?
Koehn The school board attorney contacted our office to get a copy of the sewer
contract with Spring Park and Mound, and by way of explanation told us of
the request, We informed him we would not contract with an individual.

We are only requesting a line to the school, a closed line with no tapping
along this line.
Pfeifer Our ohly offer o£ solution is annexation, and by this annexation we would
not gain tax-wise - by annexing one house, a church, church property, a
cemetery and two undeveloped tracts.

Annexation is out! I can't see why sewer line can't be laid for the use
of the school and what annexation has to do with this. sewer line.
Koehn If you need sewer is Minnetrista make it a large area not piece-meal.
Pfeifer Minnetrista and Orono were not interested in sewer and our plant was
designed for the use and growth of the villages of Spring Park and Mound,
only, andother use would shorten our own use of the plant.

The Spring Park council has a meeting, January 20, 1964 and agrees with
Mound, no piece-meal service to be furnished, the proposed annexation would
be alrite ith them as their contract called for a se~ 12%. A contract
would give Spring Park a smaller share of the plant.

Pfeifer No, but what ifMinnetrista had another school - then what?

Minnestrista would be able to supply sewer service to the next school to be
built in Minnetrista, because we will be growing and growing ~ast!

Mound is not in a position to supply sewer service for a small area or
individual contract and will not contract for a small area.

AN ORDINANCE PROVIDING FOR THE ESTABLISHMENT,
MAINTENANCE, AND SUPERVISION OF A PUBLIC
LIBRARY IN THE VIT.T.&GE OF MOUND
THE VILTAGE COUNCIL OF MOUND, MINNESOTA, ORDAINS:
1. That the Mound Code of Ordinances be, and hereby is,
amended by adding thereto Chapter 19, entitled
"Public Library".
2. That the Mound Code of Ordinances be, and hereby is,
amended by adding thereto Sections 19.01 to and
including 19.06, as follows, to-wit:
Section 19.01 Establishment There is hereby
established a public library in the Village of
Mound.
Section 19.02 Library Board The public library
shall be unde~'~he jurisdiction of a board of
five directors known as the Library Board of the
Villages of Mound and Minnetrista. The general
statutes of Minnesota applying to public libraries
and reading rooms shall govern the appointment of
the board members, their tenure in office, and
their powers and duties.
Section 19.03 Library Space The premises described
as:
are hereby provided and set aside for use as a
public library.
Section 19.04 Library Levy - Library Fund For the
purpose of maintaining such library, the Village
Council annually shall levy a tax upon all the
taxable property in the village not exceeding 5 mills
on the dollar. The proceeds of such tax, together
with all other moneys received for such library, shall
be paid into the village treasury and credited to a
special fund to be known as "The Library Fund."
Section 19.05 Prohibited Acts It shall be unlawful
for any person %illfu'lly to hommit any injury to any
property of the public library or willfully to
damage or mutilate any book, periodical or other
property of the public library, or to willfully fail
to return any book, periodical or other property of
the public library after the expiration of the t&me
for which such book, periodical, or other property
may be kept according to the rules and regulations
duly adopted by the board of the public library.
Section 19.06 Penalty Any person violating any
provision of Section 19.05 shall be guiltynof a
misdemeanor and upon conviction thereof shall be
subject to a fine of not more than $100.00 or to
imprisonment for a period not exceeding 90 days.
That this ordinance be effective from and after its
adoption and publication according to law.
