Present were: Mayor Gordon Tulberg, Trustees James Scruton, ~Iilfred Anderson and
James Regan;' Attorney Ray Ploetz and Manager Leonard Kopp, Engineer William Schoell.

'Anderson felt circumstances were different from the relief ~ranted the McObesneys.
Scruton felt circumstat~ces were different, the McC'esney's ~ere elderly and. it was
economically unfeasible for them.

BE IT MOVED, by the Village Council of the Villase of Mound that after inspection of
eroperty by each councilman and upon consideration of suitability of premises for
convension, anticipated future use of property, age and finances of apnlicant, findings
%hat subject oroperty does not have suffieient hardship or extenuating circumstances
as to justify extension of the sewer connection deadline da%,e for such nroperty.
Voting Nay were: Scruton, Anderson and Regan, voting aye was Tulberg.

Park at 8:00 P.M.
BROOK?ON PARK HEARING - Park Improvement
The attorney stated the publications and mailing were sufficient and met legal requirements.
William Schoell outlined plans for this proposed project; cost to be $3h.00(on the basis
of the area notified~ per marcel.
Gene Garvais, Dutch Lake Area, presente~ s netition which he stated had 93 signatures
against the proposed imorovement at this timeo. '~ (61 were counted as valid)
Lewis Ely, Langdon Lane, presented a petition ~,~th 23 signatures all against the
proposed project assessment area.
Ken Plant stated he did not think the assessment was fair, and as chairman of the
Brookton Improvement Association, and spokesman for ~h parcels, he was in favor of the
project.
John °pule, 2030 Diamond/Gumwood Lane was in favor of project, but wanted park called
Maude Chapman Park, as it was named at the time of dedication.
Frank Wagner, 6000 Aspen Lane, in favor of project
Gene Hodge felt if project was done, the assessment should be spread over entire village.

Engineer outlined stages:
1. Installing Outlet pipe from park and constructing berm around park
2. Installing pipe arou~d the park and re-grading Jack's Lane
3. Installing of concrete curb and Eutter around roadway (both sides)
with bituminous paving material

Wilfred Anderson, stated three proposal were made to the council and at that time,
three me~ers of the present council were not on the council seated at the time of
the orginal proposal, and he further stated that he does not agree with the present
program.
Ken Plant stated that he felt all the other phases would only apply to the immediate
Brockton Park area.
Francis Babcock stated he wanted the village to have an over-all park plan b~fore pro-
ceeding with amy park project.
Don Ulrick, Aspen Lane, asked Wilfred Anderson - 'Are you ooposed to subsequent steps?'
Anderson answered - 'I do not feel the steps are logical, and he wished to also tell
Mr. Garvis and Mr. Ely that the park is now a potential death trap.' Anderson further
stated that any money proposed to be spent on the park could not be scent on the streets
as these funds are dedicated and budgetted.
Ken Plant stated that the park could serve adults, senior citizens and children and he
wished to commend the council for starting to make use of the park property.
Rex Alwin, ~obin Lane, stated that he felt the project was more of a neighborhood
improvement than a park pro]edt and thought as a neighborhood improvement it would have
more support.
Ray Ploetz, attorney outlined the legals steps necessary .......
two hearings~ this one to be%he first and at the first hearing no assessment would be set~
but at the second hearing the assessment would be publicized and adopted, the first hearing
would adopt a preliminary plan and ask the engineer for bids, bids would be advertised,
received and contracts would b~ let, work done, and costs compiled for assessment hearing.
Doris Macias, 22h8 Langdon Lane wants her own area drained before getting assessment for
draining Brockton Park.
Norm Skater stated that Ketting rid of the water in Brockton Park was the first thing
be done and at $3~.O0 a ~ni% it was cheap
Ferd Schwartz stated that $35.O0 a uhi~did not buy a park - it~as only the beginnine.
Lynn Sorbo stated that he believed all parks should be public and was Brockton Park a
public or dedicated to the neighborhood. Answer by Mayor - Brockton Park is a public
park and is not dedicated to any group or neighborhood~ and was so stated in the ?~eginning
of the hearing.
Don Carlson wanted the matter tabled and sidewalks or paths considered instead.
Ferd Schwartz wanted the entire village to be assessed for park projects.
James Scruton stated that the engineer had at the direction of the council devised a map
covering the entire village as to the drainage areas and the same could be done by the
Park Commission
Everyone having been heard Scruton moved and Regan seconded a motion
