TONKAWOOD WATER ASSESSMENT
The Attorney declared the publication and mailing to be legal and sufficient.
Clarence Leer presented the preliminary assessment. Schuler, owner of Lots
23,24 and part of 22, Block 8, Crocker's 1st Addition to Lakeside Park,
objected to an assessment against this property as he said the former owner
had paid for water ten years ago. He was going to try to get a copy of the
receipt. Continued to next week.
REZONING OF BLOCKS 24 and 25 WYCHWOOD
The Attorney declared the publication and mailing to be legal and sufficient.

The following neighboring property owners objected:
Russ Brown, Lot 26, Block 26 - Objected to rental property unless it
rented at a minimum of $150.00 a month.
E. A. Watson, Lots 31,32, Block 26 - Would depend on how property was
maintained. Experience on other rental properties owned by proponent
is that it is poorly kept up.
Mrs. Pat Wilson, Lot 38, Block 26 - Would not like to see low-income
people come in. More people, more children, traffic and accidents.
Mrs. Edwin Ess, Lots 24,25, Block 26 - We are against multiple dwelling and
would like to keep our neighborhood nice. This might bring in a lower
class of people.
No action.

STREET LIGHT PROGRAM
Mr. Lee Hurry of Northern States Power presented the street light program.
DENBIGH LANE
Mr. Hartman has not been able to locate the sewer service which Northern Con-
tracting placed to Lot 6, Block 3, Avalon, and which Schoell and Madson claim
is there. The Village is requesting that the hole dug be filled in as it has
created a very dangerous situation. Discussion period began at 10:40 P.M. and
lasted through ll:03 at which time the following resolution was adopted.
Hartman said he has spent all the time and money he plans to and if he can't
find the connection he will fill the hole.

RESOLUTION AUTHORIZING AND DIRECTING
EXCAVATION TO LOCATE SEWER SERVICE
(Lot 3, Block 6, Avalon)
Mr. Hartman is of the opinion that a journeyman plumber should be licensed to
do plumbing in the Village of Mound. The Village Ordinances require a master
plumber. Mr. Hartman who is now doing plumbing in the Village of Mound is
permitted to do so because he works under a master plumber - Arnesen of Shakopee.
Discussion continued until ll:20 P.M.
FIRE DEPARTMENT BILLS
Continued from last week. Mileage had been questioned. Fire Chief Russ Orn
said the bills were turned in to show how much the firemen contributed in lost
time and expense to attend these affairs. In the past they have been allowed
$400.00 on each. This will be added to the bills to be passed later in the
meeting.
LIQUOR STORE PARKING LOT BLACKTOPPING
Regan moved, Scruton seconded to blacktop the Liquor Store Parking Lot in Island
Park as per amended plans. Scruton and Regan voted Aye; Anderson and Tulberg
voted Naye. Failed because of tie vote.
GRAVEL BIDS
Mr. Kopp reported he had checked with Mueller and their bid was verified.

gUMWOOD ROAD
Regan moved, Anderson seconded, and it was unanimously carried to proceed
with Gumwood Road blacktopping as presented by the plans.
CURB, GUTTER & BLACKTOP CRITERIA
This was discussed from 11:30 to 12:00. The attorney was asked to check to
see whether or not Municipal-State Aid funds could be used for part of Fern-
side project already completed, and other projects coming up. If so, how
much.
June 22
Scruton moved, Regan seconded a motion to adopt the following criteria:
Storm Sewer Formula:
a. Village pick up flat 8% each project aside from its share
as a property owner.
Remaining 92% against all area (i.e. Square Foot) other
than streets, including Village parks and Village owned
property.
Curb and Gutter Formula:
a. On corner lots assess long side only
b. Two-thirds of total footage on rounded lots
c. Trapezoidal lots to be averaged
Streets, Blacktopping:
a. Areas in which streets are restored to former condition, to be
assessed the same as Storm Sewer formula
b. New work
1. On corner lots assess long side lonly
2. Two-thirds of total footage on rounded lots
3. Trapezoidal lots to be averaged
