Schoell and Clarence Leer REZONING HEARING - Lots 1-3, Block ll Arden (Mrs. Grim's Laundramat) No opposition. Scruton moved and Anderson seconded the motion: ORDINANCE NO. 209 AN ORDINANCE AMENDING CHAPTER 23, "ZONING", OF THE MOUND CODE OF ORDINANCES 1. That Chapter 23 of the Mound Code of Ordinances, entitled "Zoning", be, and hereby is, amended by reducing the Residential A-2 Use Dis- trict, as established by Section 23.012, and by increasing the B-1 Limited Business District, as established by Section 23.072, by adding thereto the following described tract: Lots 1-3, inclusive, Block 11, Arden, and that part of Lot 19, Block ll, Arden described as a right triangle with the vertex of one acute angle being the Southwesterly corner of said Lot 3, and the vertex of the other acute angle being the Northwesterly corner of said Lot l, and the hypotenuse of said triangle being the Southwesterly line of said Lots 1-3, inclusive. 2. STORM DRAIN, CURB & GUTTER - Hearing Maywood Road and Fairview Lane The attorney declared the mailing and publication to be sufficient and legal. Mr. Leer of Schoell & Madson explained the project. The Mayor called for proponents of the project. Norman Skaret representing St. John's Lutheran Church said they had petitioned for the upgrading of these roads because in the spring both roa~s are pretty nearly impassible. The church council felt that a postponement would only increase the costs. They had asked for it last year, but no action had been taken. Don Sather, Lots 16,17, Block 3, Creviers said he was in favor. As long as these roads are used a lot by the church and the school, he wondered if the Council had checked to see if State Aid funds could be used for part of the project. Mr. Kopp stated the Village gives the State a list of the roads it feels are arterial streets and the State reviews them. We have five miles of State-Aid road, but this part of Fairview is not included. Traffic counts are taken once a month and reviewed once a year. January 1st would be the next opportunity to review them. Sather also asked how the assessment on a corner lot was figured. He was informed that it would be the longer of the two sides. The Mayor asked for expressions of opposition to the project. Francis Wilson I want to know the amount. Something concrete. No guess work. He was told his assessment would be about $500.00. He said they didn't need curb. We need blacktop. I am against it. Harr~ W. Olson I own Lots 6 & 7, Block 3, Creviers. In the past this has been basically a residential neighborhood. Up to this date there has been no project of this magnitude considered. My understanding is that this has been initiated by St. John's Church. The schoolalso is in the picture. Thds would benefit the school children and church members, living both near and far away and the burden falls on the property owners in the vicinity. They already are burdened with sewer assessments. Mrs. Don Sather Can renters speak at this hearing? (See answer later in minutes) Erwin Brandenbur~ Owner of Lots 4,5, Block 3, Creviers I am against curb and gutter and storm sewer. I would like blacktop. Why can't we have what they put on the north side of Shoreline this week. Mr. Kopp ex- plained that they replaced what was there before sewer and that that part of Fairview was included in State-Aid road along with Edgewater and Lynwood. ~yel~n Borscheid~ Owner of Lots 20,21, Block l, Creviers Are you going to tear up again what is just put on in front of our place? She was informed this did not affect that road and that she was included for drainage only. Alice Baird Owner of Lots i & 2, Bleck l, S.H. "D" I would like it, but I wish it wouldn't cost so much. Mr. Leer informed her she had paid once and wouldn't be charged again on drainage. James Wicklund Owner of Lot 13, Block 1, S.H. "D" The assessments only on my lot in the last three years would be $3,000.00. Kenneth Lind~ren Owner of Lot 5, Block l, J. S. Carlson I am in favor and have wanted it many years, but I am wondering how you are going to get water to run up hill. He was informed he wasn't in this drainage project. Lincoln Auld Owner of Lot 10, Block l, John S. Carlson He was told he was included in the drainage area. JaF Evans for Great Northern Railroad Where is drainage needed that isn't already taken care of by our present drainage? There seems to be no addition. Mr. Evans wasn't opposing the project, but he said they would oppose the assessment. Allan Liebrenz School District #277 Eleven years ago the school district paid 75 to 80 percent of the cost on drainage for the Shirley Hills School. Would any consideration be given to any assessment that we as a district have paid? He was assured credit would be given at the time of the Fairview assessment. Vic Krotzer Owner of Lot 6, Block 4, Creviers The school is supported on a large base. ~.ld~s Erickson Owner of Lot 4, Block l, S.H. "D" This drainage problem is a problem. It seems the church could have foreseen this before they put the building up here. We have a big sewer assessment and I can't see getting another assessment of about the same amount or greater. There are many older people in this section. Norman Yule Owner of Lots 14,15, Block 3, L. P. Creviers I bought up there 15 years ago and have never seen the day I couldn't get through. I paid for sewer. I don't want to be taxed again. Harr~ Olson I want to clarify a point. Anderson and he gave authority to Wilson. the burden on a small group. Mr. Wilson represented Mrs. R. L. I oppose the project because it puts Mrs. Sather There are 20 homes on our street. I doubt any will be sold with the street in the shape it is. Harry Olson We can't se~ unless all assessments are paid. James Wicklund Water is to go west and south. Maybe you can't sell without a street, but you can't sell if they see the amount of your taxes either. The Council asked the Attorney what the requirements were for Council initative and the Attorney said it takes 4/5 vote. After a short discussion, Scruton moved and Pfeifer seconded the motion. Mr. Kopp reported attending a meeting with FHA. They would take a look at Island Park in sections, but not all of Island Park. KURT CARLSON - Fence on Commons The Council asked Mr. Kopp to write a letter telling him the Council insists he take the fence down;. BILLS Scruton moved and Regan seconded to pay $90.00 postage for the stamp machine from Administration if funds are available. The vote was unanimously in favor, so carried. ' Regan moved, Scruton seconded and it was unanimously carried to accept the minutes of June 14, 1966. By executive direction with consent of the Council the Attorney was asked to start action on dilapidated houses. On motion meeting adjourned to reconvene on July 26, 1966. Gordon Tulberg, Mayor
