1976-04-06MINUTES OF THE COUNCIL MEETING OF APRIL 6, 1976 AT 7:30 P.M. AT THE SHIRLEY HILLS
SCHOOL LITTLE THEATER, MOUND, MINNESOTA
Present were: Mayor Donald Ulrick, Councilmen Gordon Swenson, Tim Lovaasen, Orval
Fenstad and Frank Philbrook; Attorney David Butler and City Manager Leonard L. Kopp.
William McCombs of McCombs Knutson and Associates was also present.
HEARING ON TUXEDO BOULEVARD STREET IMPROVEMENT (FROM CLYDE ROAD TO BRIGHTON BOULEVARD)
Engineer McCombs outlined the proposed street improvement project.

Mrs. Martin requested Council be polled:
Fenstad - Not like trees taken; against project as it is now; ask Attorney if
hearing could be held over to get more information from Engineers on
alignment, etc.
Philbrook - concerned about width of street and its being used for raceway;
questioned minimum amount needed for righ~-of-way. Feels 32 foot
wide road more feasible.
Lovaasen - if feasible, 32 foot road gives'more room to move within the 60 foot
right-of-way.
Swenson - in favor of accepting a 32 foot wide road; but road should be upgraded;
posting lower speed limits is not permitted by State law. Need to
straighten out road.
Ulrick- Council's responsibility to provide good access roads; must recognize
need, listen to citizens' concerns and make decision based on what is
best for community in years to come. Need street improvement; but 4
feet is a reasonable consideration; also alignment needs some study.
Ulrick moved and Fenstad seconded a motion
RESOLUTION 76-113 RESOLUTION TO CONTINUE HEARING UNTIL APRIL 20, 1976.
The vote was unanimously in favor.
FIREMEN' S PENSION
Ulrick moved and Fenstad seconded a motion
RESOLUTION 76-114
RESOLUTION TO RATIFY THE FIREMEN' S PENSION PLAN
AS PASSED BY THE STATE LEGISLATURE
The vote was Swenson abstaining and all others aye.
COUNTY ROAD 125 RIGHT OF WAY - Block 1, Wychwood
Lovaasen moved and Swenson seconded a motion
RESOLUTION 76-115
RESOLUTION AUTEC~IZING MAYOR AND MANAGER TO MAKE
OFFER TO PURCHASE RIGHT OF WAY (BLOCK 1, WYCHWOOD)
FROM MSA FUNDS.
The vote was unanimously in favor.
Swenson moved and Fenstad seconded a motion to adjourn until the meeting of
April 13, 1976 at 7~30 P.M. The vote was unanimously in favor, so carried and
adjourned.
