MAY 29, 2003
The City Council of the City of Mound, Hennepin County, Minnesota, met in special
session on Thursday, May 29, 2003 at 6:30 p.m. in the council chambers of city hall.
Members Present: Mayor Pat Meisel; Councilmembers Bob Brown, Mark Hanus, David
Osmek and Peter Meyer.
Others Present: City Manager Kandis Hanson, Jim Prosser of Ehlers & Associates.
1. OPEN MEETING
Mayor Meisel called the meeting to order at 6:32 p.m.
2. PROPOSALS FOR SERIES 2003A BONDS
The Mayor announced that the next order of business was consideration of the
proposals which had been received for the purchase of the City's approximately
$3,255,000 General Obligation Improvement Bonds, Series 2003A.
The City manager presented a tabulation of the proposals that had been received in the
manner specified in the Terms of Proposal for the Bonds. The proposals were as set
forth in Exhibit A attached.
After due consideration of the proposals, Member Osmek then introduced the following
resolution and moved its adoption. Motion was seconded by Brown and all voted in
favor. Motion carried.
RESOLUTION NO. 03-54: RESOLUTION AWARDING THE SALE OF $3,255,000
GENERAL OBLIGATION IMPROVEMENT BONDS, SERIES 2003A, FIXING THEIR
FORM AND SPECIFICATIONS; DIRECTING THEIR EXECUTION AND DELIVERY;
AND PROVIDING FOR THEIR PAYMENT.
3. PROPOSALS FOR SERIES 2003B BONDS
The Mayor announced the next order of business was consideration of the proposals
which had been received for the purchase of the City's approximately $1,355,000
General Obligation Water and Sewer Revenue Bonds, Series 2003B.
The City Manager presented a tabulation of the proposals that had been received in the
manner specified in the Terms of Proposal for the Bonds. The proposals were as set
forth in Exhibit B attached.
After due consideration, Member Hanus then introduced the following resolution and
moved its adoption. Motion was seconded by Osmek and all voted in favor. Motion
carried.
RESOLUTION NO. 03-55: RESOLUTION AWARDING THE SALE OF $1,355,000
GENERAL OBLIGATION WATER AND SEWER REVENUE BONDS, SERIES 2003B;
FIXING THEIR FORM AND SPECIFICATIONS; DIRECTING THEIR EXECUTION AND
DELIVERY; AND PROVIDING FOR THEIR PAYMENT.
4. PROPSALS FOR 2003C BONDS
The Mayor announced that the next order of business was consideration of the
proposals which had been received for the purchase of the City's approximately
$2,300,000 Taxable General Obligation Tax Increment Bonds, Series 2003C.
The City Manager presented a tabulation of the proposals that had been received in the
manner specified in the Terms of Proposal for the Bonds. The proposals were as set
forth in Exhibit C attached.
After due consideration, Member Brown then introduced the following resolution and
moved its adoption. Motion was seconded by Hanus and all voted in favor. Motion
carried.
RESOLUTION NO. 03-56: RESOLUTION AWARDING THE SALE OF $2,300,000
TAXABLE GENERAL OBLIGATION TAX INCREMENT BONDS, SERIES 2003C;
FIXING THEIR FORM AND SPECIFICATIONS; DIRECTING THEIR EXECUTION AND
DELIVERY; AND PROVlDNG FOR THEIR PAYMENT.
5. ADJOURN
MOTION by Brown, seconded by Osmek to adjourn. All voted in favor. Motion carried.
