The City Council of the City of Mound, Hennepin County, Minnesota, met in regular session on
Tuesday, April 14, 2015, at 7:00 p.m. in the council chambers of the Centennial Building.
Members present: Mayor Mark Wegscheid, Council Members Heidi Gesch, Ray Salazar, Kelli
Gillispie, and Jennifer Peterson
Members absent: None.
Others present: City Manager Kandis Hanson, Director of Finance/Treasurer/Clerk Catherine
Pausche, Community Development Director Sarah Smith, City Engineer Dan Faulkner, Evan
Knolienberg, Katie Morford, Pete Wiechart, John Beise, Kristin Beise, Tim Litfin, Dale Copeman,
Linda Olson, Laura Lloyd and Terry Olson.
Consent agenda: All items listed under the Consent Agenda are considered to be routine in
nature by the Council. There will be no separate discussion on these items unless a Council
Member or citizen so requests, in which event it will be removed from the Consent Agenda and
considered in normal sequence.

Mayor Wegscheid called the meeting to order at 7:00 p.m.

MOTION by Salazar, seconded by Gesch, to approve agenda. All voted in favor. Motion
carried.

MOTION by Salazar, seconded by Gesch, to approve the consent agenda.
Upon roll call vote, all voted in favor. Motion carried.

Faulkner described the background that led to a joint project and highlighted the key
components of the agreement. Faulkner said Metropolitan Council Environmental Services
(MCES) will pay full construction costs, administration costs, and a portion of trenching costs,
which Faulkner described as a win-win.
Hanson highlighted this agreement is a reflection of the cooperation between the City and
MCES that yields reduced costs/economies of scale. Mayor Wegscheid complemented Staff on
the improved relationship with the MCES. Faulkner stated MCES has plans for $40 million of
improvements in the area and additional projects are being discussed.

A. Comments/reports from Council Members/City Manager
Mayor Wegscheid stated the action on renaming the public library was just a suggestion and
it is up to the County to decide whether or not to change the name of the Library.
