Pursuant to due call and notice thereof, a regular meeting of the City
Council of the City of Mound, Hennepin County, Minnesota was held at 5341
Maywood Road in said City on November 8, 1977 at 7:30 P.M.
Those present were: Mayor Tim Lovaasen, Councilmembers Gordon Swenson,
Benjamin Withhart and Robert Polston; City Attorney Curtis A. Pearson; Acting
City Manager Mary Marske and Acting City Clerk Marjorie Stutsman.
MINUTES
The minutes of the meeting of November 1, 1977 were presented for consider-
ation. Swenson moved and Withhart seconded a motion to accept the minutes of
the Council Meeting of November 1, 1977 as presented. The vote was unanimously
in favor; so carried and accepted.
PUBLIC HEARING - SPECIAL USE PERMIT
The Acting City Clerk presented an affidavit of publication in the official
newspaper of the notice of public hearing on said Special Use Permit. Said
affidavit was then examined, approved and ordered filed in the office of the
City Clerk.
The Mayor outlined the permit request for parking of U-Haul type trailers
and trucks for rental. The Mayor then opened the hearing for public imput.
No persons were present to express opposition to the Special Use Permit.
The Mayor then closed the public hearing.

WHEREAS, by Resolution 77-357, adopted August 9, 1977, a hearing for the

Mound Terrace was set for September 20, 1977, and
WHEREAS, such hearings were held on September 20, 1977 and November 15th
and all persons were heard, and the Mayor declared the hearings
closed.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MOUND, MOUND, MINNE-
SOTA:

brought to the Council so that the vacancies can be filled.
The Acting City Manager presented a letter of resignation from the Accounting
Clerk. The Council requested a letter of commendation be drafted.
Polston moved and Withhart seconded a motion to adjourn the meeting to the
next regular meeting of November 15, 1977. Th6 vote was unanimously in
favor, so carried and adjourned.

The preliminary plat shall indicate:
The location of then existing property lines, streets, buildings, water
courses, railroads, utilities and other 'similar features.
The names, locations, widths and other dimensions of proposed streets,
alleys, easements, parks, and other open spaces, reservations, lot lines,
building lines and utilities.
The approximate location in the adjoining streets or property of existing
sewers and water mains, culverts and drain pipes, electric conduits or lines
proposed to be used on the property to be subdivided, and invert elevations
of sewers at points of proposed connection.
The title under which the proposed subdivision is to be recorded, with the
names and addresses of the owner and the technical author of the plan; and
a notation stating the acreage.
The names of subdivisions immediately adjacent; also the location and names
of adjacent streets and other public spaces on immediately adjoining proper-
ties.
All parcels of land proposed to be dedicated to public use and the conditions
of such dedication, if .any.
When requested by the Commission, contours at vertical intervals of not more
than five (5) feet where the slope is greater than ten percent and not more
than two feet where the slope is less than ten percent. Elevations shall be
marked 'on such contours bases on a datum plane approved by the City Engineer.
Date, north point and scale.
When required by the Commission the preliminary plat shall be accompanied by
profiles showing existing ground surface and proposed street grades including
extensions for a reasonable distance beyond the limits of the proposed sub-
divisions; typical cross-sections of the proposed grading, roadway and side-
walks; and preliminary plan of proposed sanitary and storm water sewers with
grades and sizes indicated. All elevations shall be based on a datum plane

The preliminary plat shall be accompanied by a plan indicating the use of the lots

Proposed MILL POND Development.
Mound, Minnesota
Dear John:
The purpose of this letter is to forward our calculations
of storm water volumes for the subject project; proposed by
Central Construction Company. As you'll recall, we met on the
site with representatives from the City of Mound. The development
consists of seven residential lots and one outlot on a site
of 2.8 acres.
In the existing situation, the site is bisected by a drainageway
which receives runoff from a 6 acre area to the east of this property.
It is our understanding that under the requirements of the Watershed
District, we should provide enough on-site storage to limit the
100 year rate of runoff to that°which presently Qccurs from the site;
while storing the increased increment of runoff, due to urbanization.
In the existing situation, if we assume a 6 inch rainfall in
24 hours, the total runoff from the site would be approximately
0.28 acre feet(asssuming a coefficient of runoff of 0.2). Under
the future situation, followin~ urbanization, we would anticipate
the doubling of this total volume of runoff with a coefficient of
runoff of approximately 0.4. To be in accordance with the
requirements of the Watershed District, we should store approximately
0.28 acre feet of stormwater.
Due to the relative smallness of the drainage area above the
development site the critical 100 year event results from a storm
of much shorter duration than the 24 hour storm. Our calculations
show that a 30 minute storm would result in a flow rate of
approximately 13.2 cubic feet per second passing through the
development site from the total upland area of 6.9 acres.

We would propose to impede this runoff by placing fill for
the roadway across the drainageway, followed by construction of
a small pond with a 12 inch storm sewer line outlet to control the
level of the pond.
The storm sewer will be a 12 inch pipe with a capacity
of approximately 2.4 cubic feet per second flowing full. As
you'll note, the proposed discharge rate is much lower than
the rate which could presently occur in the 100 year event.
Additional water which cannot be carried immediately by the
12 inch pipe will be temporarily stored in the outlot area
east of Mill Pond Lane. A table which follows lists the 100
year storms of varying duration together with the estimated
total inflow to the outlot area. The outflow volume from
the pond during the storm and the volume stored at the end of
the storm is also included.

The storage within the Outlot A area appears to be adequate with
storage between elevation 959.2 (which is proposed to be the
elevation of the storm sewer) and elevation 961.0. A total of 0.5
acre feet of storage will be developed. The 100 year pond elevation
would therefore be approximatel~ 961 with a 1.8 foot rise in water
elevation during the storm.
The material dredged out of the proposed pond in Outlot A
should not be depOsited within the outlot, but rather should be
spread within Lot 1 so as not to decrease the available storage
volume in the Outlot. The pond will serve as a sedimentation area
for settleable solids being carried by the runoff.
Please let me know if you have any questions or comments on
the calculations or the project in general. We would appreciate .
receiving the consideration of the Minnehaha Creek Watershed District
Board of Managers at their Meeting on November 17, 1977.

Discussion dealt primarily with ho~ to deal with the open space for
the city in the writing of the new ordinance to cover this planned unit
development. Two suggestions were to haFe the developer help the city
with Avalon Park or to donate money based on number of dwellings to
the park funds for further development of city parks.
Gridley, representing Turnqu/st, stated he felt the Pelican Point de-
velopment provided for the recreational needs of that development and
the surrounding community as well.
