SUBJECT:Accounting Clerk Resignation
The attached letter was submitted to me by the Accounting Clerk
yesterday afternoon. I have taken the liberty of adding it to
this evenings agenda. I have consulted with the Accounting
Clerk to determine if this decision is final and unchangeable.
It is evident from our conversation that she has given this consid-
erable thought and intends to seek employment in the St. Cloud area.
In order to keep the ship on even keel it will be necessary to ad-
vertise this position as soon as possible in order to allow the
replacement employee some time with Harriet to acquaint with the
job responsibilities.
I would request acceptance of the resignation and authorization to
advertise for an Accounting Clerk immediately.

I am submitting herewith my resignation from the position of accounting
clerk with the City of Mound. I will be relocating to the St. Cloud
area and will seek other employment there.
I would like to say that I have enjoyed my tenure with the city. It has
been a challenging and satisfying three years and the experience that I
have gained here will be invaluable to future employment. I cannot speak
highly enough of my supervisors and fellow workers; they have been such a
pleasure to work with.
My resignation will be effective November 25, 1977

Under the Home Improvement Program the Metro Council has approved the
first two grant applicants for $9,338.00. The total grant budget al-

Pursuant to due call and notice thereof, a regular meeting of the City ~
Council of the City of Mound, Hennepin County, Minnesota was held at
5341 Maywood Road in said City on November 1, 1977 at 7:30 P.M.
Those present were: Mayor Tim Lovaasen, Councilmembers Orval Fenstad,
Robert Polston, Gordon Swenson and Benjamin Withhart~ Acting City Manager,
Mary H. Marske and Acting City Clerk, Marjorie Stutsman.
MINUTES
The minutes of the meetings of October 18, 1977 and of October 25, 1977
were presented for consideration.
Swenson moved and Withhart seconded a motion to accept the minutes of
the meeting of October 18, 1977 as presented. The vote was unanimously
in favor.
On Page 174 of the October 25, 1977 minutes, correct Resolution 77-496
to read: Appointing City Clerk as Acting City Manager .... to November 13,
1977. Polston moved and Withhart seconded a motion to accept the minutes
of October 25, 1977 as corrected. The vote was unanimously in favor.

COMMENTS AND SUGGESTIONS BY CITIZENS PRESENT
Ted Jameson, 2021 Arbor Lane - On rental of dwellings: Should speculators
be allowed to own several properties in City and not keep them up? Does
any inspection take place before allowing rental; what is City policy on
this? Can a formal complaint be filed against a property to require
cleaning up and bringing up to code? Could present fire hazard.
The Mayor addressed the problem and a discussion followed.

RESOLUTION REQUESTING CITY PLANNER AND
CITY ATTORNEY TO PREPARE A FEASIBILITY
REPORT AT THE EARLIEST POSSIBLE DATE AS
TO THE BEST SOLUTION TO THIS PROBLEM ON
PROPERTIES & PARTICULARLY RENTALS.
The vote was unanimously in favor except Fenstad voted nay - Not position
of Planner to be put on this type of job.

Jim Whitesell, Box 234, Mound, commented on 1) keeping to the 2 minute
limit on "comments and suggestions by citizens present" and 2) Acting
City Manager better looking than .......
Ray Tharalson stated that it is commendable when two negotiating teams can
sit down and work out agreements that the Council passes unanimously--a
great example for the Lake area.
CITY HALL ROOF
The Acting City Manager reported that the roof is leaking (and in different
places) since the work done by Central Roofing last week. Job was inspected
by Mr. O'Brien, Architect, who stated to the Acting City Manager that he had
sent a letter to the Roofing Company conveying his disappointment in the job
done. The Council directed the Acting City Manager to notify the City
Attorney that the City plans to take whatever action is necessary.
MULTIPLE DWELLING ORDINANCE
The Acting City Manager reported the material presented by the City Planner
on this is not in appropriate ordinance form as confirmed by the City Attor-
ney.
Swenson moved and Fenstad seconded a motion to carry this item over to the
November 15th meeting. The vote was unanimously in favor.
I.M. 77-192 Grandview-Lynwood Storm Sewer
The Council briefly discussed information in the letter from the Engineer
relative to the MSA portion of the Grandview Storm Sewer and the options
to keeping this as a State Aid Road. No action was taken.
I.M. 77-193 L.M.C.D.
Councilman Fenstad reported to the Council on the actions being considered
by the LMCD. Proposed ordinance which would result in a $3 charge for each
of Mound's dock permits was discussed. Since we inspect and regulate our
own docks, it was felt Mound doesn't belong under commercial docking.

Special Use Permit
Duane's "66" has requested to use Lot 30, Part of Lot 33 and 46,
Auditor's Subdivision No. 167 (Plat 61250 Parcels 6010 and 9000).
The area is zoned Commercial and the intended use is not a permitted
use, therefore they are seeking a Special Use Permit.
If the Council grants the Special Use Permit the Council may want to
consider some stipulations. The following may be considered:
1. That all U-Haul Trailers be stored in an orderly manner·
2. The lot not be used for repair of trailers, cars or trucks.
3. That bulk storage not be allowed.

Item 1 of Council Memorandum 77-308 (Page 599) ~vering Planning Commission
recommendations was tabled. The petition indicated he would be back for a
later meeting. It appears that he will make t~e November 8th meeting.
The request is for a Variance on Lots 1, 2 & 3/, Skarp's East Lawn - zoned
commercial - to install a prebuilt building, lThe' Planning Commission, in
September, recommended the structure be approved providing the Council is
furnished a current certificate of survey, a plot plan showing location
of the existing and proposed structure, a parking plan and the structure
plan be presented the Fire Chief.
Attached are copies of brochure of plans showing the type of building in-
volved. Also attached is a note from the Fire Chief.
Addition of this structure will also increase the parking requirements.
To date, no plan has been submitted showing a parking plan. The existing
building houses Watercare and "CB" Sales Company. Commercial zoning
required 3 square feet of parking to each one square foot of floor space.

the subdivision".

The Administration concurs in the recommendation.
4. Parking Variance, Rear Yard Variance and Street Vacations

. The Planning Commission recommended:
A. A five foot rear yard variance
B. A 39 car parking variance providing an agreement is entered

C. A portion of the curve at Three Points Boulevard and Com-
merce Boulevard be vacated and a portion of the property
~ on the N.W. corner be accepted as street right of way.
The Administration concurs with the recorm~endation. Action can be
taken on the rear yard setback and the parking variance, but a
public hearing is required on the vacation. December 6 is a sug-
gested hearing date. Also a legal description of the area to be
vacated is needed.
A copy of the contract-resolution on parking entered into with
Pflug is attached.

Would concur for combination subdivision of plotted lots into two building
sites as proposed, provided that any easements which are required of this
property for the improvement of Tuxedo Blvd., that provisions could be
made that they be acquired at this time if easements have not been pre-
viously acquired if needed, and that due to the topography of the lot,
would suggest the Council require either attached or detached garages
and improved non-porous drives and off-street parking be installed at
the time of the initial construction of any proposed dwelling unit.
2. Recommend that the city retain easement if said property is vacated. The
abutting property owners on either side of the right-of-way will receive
half of the right-of-way. The city should retain adequate width for
drainage and utility purposes. The newly erected retaining wall, which
is now 17~" on abutting private property be allowed to remain by proper
private easements so as not to place the city into a liable position
should any injuries occur on any portion of that retaining wall that will
be over and/or on any easement retained by the City of Mound.
3. Would concur with the Planning Comm. recommendation to allow the under-
sized lot as a building site, provided that the stipulation be added to
benefit future property owners that the fabrication of the original
structure was so designed to meet the setback requirements of the zoning
ordinance for that area.
4. Would concur with the Planning Comm. recommendation of the rear yard
variance and parking variance of 39 1/3 spaces, provided the fee owner
enter into a parking resolution agreement similar to Resolution No.
77 - 157, and that the street vacation be allowed to make for better~
use of the land for the city, but would deny at this time the proposed
self-service gasoline use. That particular area could account for more
adequate parking area and lessen the parking variance needed, as it would
be possible to increase the parking by approximately 7 stalls.
5. Concur with Planning Comm. recommendation to approve a non-conforming use
of undersized lot and inadequate street front setback for expanding the
proposed existing structure to make it more habitable. However, I can
see no reason for not allowing this existing structure to increase in
perimeter as long as the portion of the future garage location and off-
street parking requirements could be met, and that any expansion to the
existing structure meet the requirements of the municipal zoning.
6. I can see no problem in allowing the combination subdivision. Would
recommend a 3Oft. street front setback requirement so as to allow future
property ov~ers better use of the land because of a setback of the
dwelling on the property to the west~may bring about a hardship and a
time loss for a future variance to properly locate a new structure on
the proposed subdivision site.

7. Recommend to allow the expansion of existing non-conforming use of
undersized lot and inadequate side yard provided the existing non-
conforming boat house is either removed from the premises or moved
to a location on the lot where it would meet the requirements of
the city zoning.
8. This particular site is slightly more than half the square footage
requirement for a building site of that particular zoned area, and I
don't feel that it would be in granting the right to refurbish this
existing non-conforming use in continuity of the area and/or the
zoning for the City of Mound.
9. Concur with Planning Comm.
10. I believe the initial design of the structure on the property should
have been so as not to need variances and, in particular, a newly
developed area.
11. Concur with Planning Comm., provided garage area and improved off-street

The establishment is presently known as How Dee's and is owned and

RESOLUTION AMENDING RESOLUTION NO. 73'162 AND
DEFINING PURPOSE AND PHILOSOPHY OF TEE MOUND
YOUTH COMMISSION
BE IT RESOLVED BY TH~ CITY COUNCIL OF T~E CITY OF MOUND, MOUND, MINNESOTA:
1. That there is hereby established an Advisory Commission to be known as
the Mound Youth Commission.
That the purpose shall be:
A. The Mound Youth Commission's purpose is to identify the various
social, recreational, health and. economic needs of our youth.
B. After imput from several sources (public hearings, testimony from
professional youth workers, sur~eys, etc.), the Youth Commission
shall draw up a prioritized needs list. This list shall be sent
to the Council for its review and comment.
C. The next step is to identify agencies and organizations that would
be interested in working with Youth Commission Sub-Committees in
designing and implementing programs to meet these needs.
D' The final step will be for the Youth Commission to evaluate the
success of these ~ programs in meeting the identified
needs. A written copy of this evaluation shall be shared with
the Council.
That the philosophy shall be:

A. Youth are recognized as a complete human being--having their own
needs, troubles, freedom of choice, emotions, speech, account-
ability and goals.
B. This does not mean that the adult members of the Youth Commission
will allow the youth to run rampart, or initiate plans and programs
that are contrary to established social norms.
C. Conversely, it does not mean that the adult members, in their ·
responsible role of guidance, will usurp the initiative or imagina-
tion of the youth.
D. Rather, the adult members will cultivate the dignity, responsibility,
accountability and freedom of choice of the youth.
That such Commission shall have fourteen members, of which seven shall
be beyond high school age and seven shall be of Junior High/Senior High

That the school age members of such commission shall be appointed by
the City coUncil. The terms of the school age members shall be 1 year.

therefore, I have a great interest in the regulation of the
Commons. I fully intend on representing all abuttin~ property

interested in seeing that good safe parks -~re available and
maintained for our children to play.
I have had some experience in'the operations and
management ,o£ park systems, in the Summer of 1972, I was the
Water Fr6nt Director for the Cleax Lake Iowa City BeaCh. Duties
included Organizing an entirely new program of swimming instruct.-.
ion, lifequarding, and a small craft school. Duties also
included hiring and supervision of personnel, making up %~orR
schedules, instructi~ sl~imming and small craft classes, life-
quaxding and grounds maintena~nce.
I hold a degree in accounting from the University of
Northern Iowa and a Masters degree in Business Adminstration
fro:m the same university. I have considerable experience in
preparing an~ maintaining ~udgets for governmental units.
I also have been the finandia/ officer for a few Law Bnforce-
ment Assistallce Association federa/ grants. I believe thi~

I would appreciate being considered to fill a vacancy on the Planning
Commission. I have lived in Mound for a little more than a year and
am anxious to be of service to the community.
Prior to my moving to Mound I lived with my three children in St. Louis
Park for eight years. During those years, I was very involved in city
politics, as well as the state IR party, holding various offices at the
city and senate district level, being alternate or delegate to all conven-
tions, etc. I was serving my second term on the St. Louis Park Charter
Commission at the time of our move. I served on the Board of Directors
as treasurer of the Gerard Schools Parents. Association, the school being
a residential treatment center for children in Austin, Minnesota, for
years 1974-76. I am very involved in various activities of my church
and at present am attending the University of Minnesota extension classes
program.
I am employed full time by DATA 100 Corporation in Minnetonka as a
corporate tax accountant being involved in international, federal and state
tax. I have been in the tax field for six years.
