(next to Tipi-Wakan) to show everyone what is intended.
The meeting will continue at lunch at the Minnetonka Mist.

Dear Mr. Kopp:
Regarding our telephone conversation of today, I would like
to invite the members of the Mound City Council, the Planning
Commission, the Park Commission, your official staff and
any other person or persons whom you think might be interested
to meet with Tom Gridley, my son, Rolf and me at our property
on Phelps Island Park, Mound, Minnesota at 10:30 AN, Saturday,
October 29, 1977. As you know, this property is called
"Pelican Point" and is located just South of the Tipiwakan
Apartments.
The purpose of this invitation is to acquaint the proper Mound
Officials with our property and the plans which we are pro-
posing for development.
We are also inviting representatives of the Lake Minnetonka
Conservation District and the Department of Natural Resources
to join us at the same time.
We feel we have developed an unusual concept which will
enhance the entire area of Lake ~innetonka and especially
Phelps Island Park.
We would also like to extend an invitation to join us for
lunch at the Ninnetonka Mist Restaurant in Spring Park
immediately following our 'tour' where we can discuss the
project more fully if necessary.
It would be appreciated if we could know the approximate
number of those in your group who could attend lunch so we
can notify the restaurant accordingly. I will call you Friday.

Stop Sign - On Tuxedo at Wilshire (# 125)
The Council asked for an investigation of the possibility of
a stop sign on Tuxedo at Wilshire.
Attached are copies of letters from the Police Chief and
Public Works Director - both recommend against placing a
stop sign at the proposed location.
They suggest leaving it as is and placing stop signs in
Tipi Wakan driveways.

Stop sign at Tuxedo Blvd. CSAH #125

It is recommended that a stop siEn should not be placed on Tuxedo Blvd.,
northbound at CSAH #125. The visability of drivers eastbound CSAH #125 who
must stop at this intersection is essentially clear and unobstructed for
northbound traffic. I believe placing a sign at this location would create
more of a hazard than it m~v alleviate. Drivers eastbound CSAH #125,
seeing traffic stop northbound, may well assume traffic stops in all directions
and thereby, may not yield to southbound traffic. Northbound traffic would
be more likely to congest in this area if a stop sign were placed, thereby,
increasing the probability of rear-end accidents on Tuxedo Blvd.
I concur with Bob Miner's recommendation of placing stop signs at the exits
from the Tipi-Wakan Apts. It is believed this would help to control traffic
from this location and thereby, decrease the traffic hazard.

The City Council has requested a report on the installation of a stop sign at
the "Y" intersection, northeast bound lane of Tuxedo Blvd. and CSAH #125. The
Public Works Dept. has taken a forty-el§hr hour traffic count at that intersection
October twenty-one through October twenty-third. This count shows,a two way count
of ten thousand one hundred and seventy-eight cars, about twenty cars more than
last year, 1976. This traffic count could possibly double when the road repair
and bridge replacement start next spring. The traffic count on Brighton Blvd.
at CSAH ~125 was just over sixty three hundred cars in fourty-eight hours, October
third through October fifth, about four hundred cars less than 1976. The Tttxedo
and CSAH ~125 intersection during the bridge and road construction period could
be more of a hazard with the proposed stop sign, due to the traffic that would
be backed up during some periods of the day. Tuxedo Blvd. is an MSA Street
and carries a high volume of traffic making it a main throughfare, these are not
recommended for stop signs, however, we have the signs and posts and will install
if Council ~ishes. The driveway at Tipi-Waken Apt. is approximately 220 feet
from this intersection and does create a hazard for traffic. Si§ns indicating
a hidden, blind driveway can be installed as a warning to on comin9 motorists.
We can also.request the owners of Tioi-Waken to have stop signs installed at all
driveway exits as a further precaution.

At the meeting in Spring Park, it was suggested that the
County do a plan with less retaining walls and one or both of
the Council's would talk to the appropriate agencies about
filling the Lake.
The County has prepared such a plan and the total cost is
estimated at $258,495.00, made up as follows:

Attached is a request from the Public Works Director requesting that
Manchester Road from Devon to Tuxedo be "No Parking" on both sides of
the street. ~M~nchester is a 30 foot wide right-of-way.
A copy of a report from the Police Chief will also be forwarded to the
Council.
An ordinance change is required to establish a "No Parking" area.

The Public Works Dept. is requesting that the City Council consider posting
Manchester Road from Devon Lane east to Tuxedo Blvd., No P~rking both sides.
This street is narrow and has a topographic structure that limits line of
sight visability in an area that has a number of young children. Manchester
is a blacktop surfaced road that is rough and irregular with little or no
shoulder.
Parking on this road makes a very hazardous situation. All properties that
abut Manchester have off street parking areas, this does not appear to be an
area that would inconvenience the residence by posting it No Parking both sides.
Chief 3ohnson is also submitting a report on this road.

SUBJECT: Tuxedo Easements
The City has received a deed from the State for Lot 1, Block 11,
Arden - the old filling station across from Grimm's.
It is the intent of the Public Works Department to dig up the
gas tanks to see if they can be used by the City.
Also we have found someone who will take the building down
for the material.
We plDn to have N.S.P. disconnect the electricity and the phone
comfy take out the phone.
If this is no objection from the Council we will proceed by
allowing the building taken down for the material. The work
should start in the next few weeks.
