Firemen's Pension Plan - 7 P.M. October 4, 1977
The Firemen have requested an increase in their pension
plan from $120 per month to $145 per month.
The Mayor has asked the Fire Relief Board in at 7 P.M.,
Tuesday, October 4, 1977, to discuss their request. The
Council is requested to meet at 7 P.M.
An increase in the pension will require Council action and
a new bill by the State Legislature.
Presently the City is funding the pension plan (taxes and
the 2% insurance refund) at the rate of $27,200. per year.
To increase to $145 per month, a $12,000 increase will be
necessary.
The Firemen are requesting this increase in lieu of a salary
increase.
A copy of their latest actuarial statement is attached.

Notes on Fire Pension Plan:
The Firemen have suggested that in lieu of a salary
increase, the City for each of the next four years increase
the contribution to the pension fund.
In order to attain the $145 per month pension, a $12,000 in-
crease would be needed for 1978. The suggestion has been made
that the City's contributions be increased as follows:

Sinclair Court Subdivision
Lots 7 through 13, Block 16, The Highlands
The subdivision development located between the unimproved Sinclair and Muriel
Roads proposes the replat of five (5) parcels, with sufficient front yard set
backs and adequate building sites.
The subdivision characteristics are:
Total gross area - 2.6 acres
Minimum lot size - 11,500 square feet
Zoning - A-2 Single Family (6,000 sq ft but lots are in excess of Al)
Area Outlot A - 11,670 square feet or 10.3% of total area
Utility a~d drainage easements shall be provided as required.
The preliminary site improvement costs for the proposed (5) five parcel subdivision
are:
Sewer $9,800.00
Water $8,100.00
Street $9,400.00
Total $27,300.00
The proposed drainage plans, street right-of-way and parcel improvements such as
any land filling are to meet with the approval of the Minnehaha Watershed District
and the L.M.C.D.
The storm sewer service availability, street right-of-way and street lighting plans
shall be approved by the City Engineer prior to construction.
The Outlot A (11,670 sq. ft.) and the street right-of-way of Sinclair Court will be
dedicated to the City of Mound.
The community space provisions are adequate with (3) three park sites located east
and northeast of Sinclair Court on Highland Blvd.

SUBJECT:r Preliminary Plat Requirements (Chapter 22)
The preliminary plat shall indicate:
The location of then existing property lines, streets, buildings, water
courses, railroads, utilities and other similar features.
The names, locations, widths and other dimensions of proposed streets,
alleys, easements, parks, and other open spaces, reservations, lot lines,
building lines and utilities.
The approximate location in the adjoining streets or property of existing
sewers and water mains, culverts and drain pipes, electric conduits or lines
proposed to be used on the property to be subdivided, and invert elevations
of sewers at points of proposed connection.
The title under which the proposed subdivision is to be recorded, with the
names and addresses of the owner and the technical author of the plan; and
a notation stating the acreage.
The names of subdivisions immediately adjacent; also the location and names
of adjacent streets and other public spaces on immediately adjoining proper-
ties.
All parcels of land proposed to be dedicated to public use and the conditions
of such dedication, if any.
When requested by the Commission, contours at vertical intervals of not more
than five (5) feet where the slope is greater than ten percent and not more
than two feet where the slope is less than ten percent. Elevations shall be
marked on such contours bases on a datum plane approved by the City Engineer.
Date, north point and scale.
When required by the Commission the preliminary plat shall be accompanied by
profiles showing existing ground surface and proposed street grades including
extensions for a reasonable distance beyond the limits of the proposed sub-
divisions; typical cross-sections of the proposed grading, roadway and side-
walks; and preliminary plan of proposed sanitary and storm water sewers with
grades and sizes indicated. All elevations shall be based on a datum plane

approved by the City Engineer.
The preliminary plat shall be accompanied by a plan indicating the use of the lots
proposed by the subdivider whether for one-family dwellings, multi-family housing
business or industrial purposes, and copies shall be submitted of the proposed
documents or instruments where by the use, building line, open space and other re-
strictions are proposed by the subdivider to be imposed.

The applicant proposes to re-plat this ~rea into five larger lots
on which custom homes are contemplated to be built taking into
consideration each building site and the desires of the new home
owners.
The preliminary plat was approved by your plsn~{~g commission on
August 25, 1977.
The applicant would now appreciate city council approval of this
plat so he may proceed with road and utility work, and proposes
that such work is to be completed as soon as possible so that when
the fin~/L plat is to be recorded all work will be complete to
specifications of your city. The applicant wishes to proceed in
a manner to permit home construction as early in 1978 as possible.
The existing platted lots presently meet building codes, however
the new platting will enhance the existing lots in wh~t we consider
to be a better utilization of the land.
The city has been furnished with c~pies of the prel!m~uary plat,
drainage plan, topography plat and preliminary utility plan as
prepared by McCombs-Knutson Associates, Inc., land surveyors and
consulting engineers. All work meets the requirements as stated
in Chapter 22, platting and subdivision regulations. We ~lso wish
to thank the city of Mound for their assistance in this matter.

A public hearing on the expenditure of Revenue Sharing Funds
in relation to the budget has been called for October 4th.
Revenue Sharing Funds are proposed to be used primarily for
Capital Outlay projects. Projected income for 1978 is $42,000
and in addition, the 1977 funds of about $41,000 are left.

There are three levies filed With the County Auditor to

the. County Auditor not to levy for these two bond issues,
the Sewer and Water Bonds and the Water Revenue Bond.

DIRECTING CERTIFICATION TO THE COUNTY AUDITOR
WtIEREAS, the City Council, pursuant to Minnesota Statutes
Chapter 429 (Laws 1953, Chapter 398, as amended)
has the power to levy supplemental assessments and
the power to levy deferred assessments, and
WHEREAS, the following assessments were not initially levied
in the projects as indicated, but waivers of formality
for supplemental and deferred assessments have been
executed by the property owner and delivered to the
City:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MOUND,.
MOUND, MINNESOTA:
Pursuan~ to its authority under Chapter 429,
Minnesota Statutes, the City Council does hereby
determine that each of the parcels of land here-
inafter described have benefited in an amount
equal to the amount set opposite each of the said
parcels by virtue of the project as indicated and
that they be, and hereby are, assessed in the
amount set opposite each such described parcel,
and each such supplemental and deferred assessment
shall be payable in equal annual installments over

Such installments shall be payable as follows:
The first of the installments to be payable on
or before the first Monday in January, 1978 and
shall bear interest at the rate of 6% per annum
from the date of the adoption of this assessment
resolution. To the first installment shall be
added interest on the entire assessment from the
date of this resolution until December 31, 1978.
To each subsequent installment, when due, shall
be added interest for one year on all unpaid in-
stallments.
The owner of any property so assessed may, at any
time prior to certification of the assessment to
the County Auditor, pay the whole of the assessment
on such property, with interest accrued to the date
of payment, to the City Treasurer, except that no
interest shall be charged if the entire assessment
is paid within thirty (30) days from the adoption
of this resolution; and he may, at any time there-
after pay to the County Treasurer, the entire amount
of the assessment remaining unpaid, with interest
accrued to December 31 of the year in which such
payment is made.
The clerk shall forthwith transmit a certified
duplicate of t~is assessment tc the County Auditor
to be extended on the proper tax lists of the
County, and such assessments ~hall be collected

The community-level forecasts of population, households and emplo?nment
sent to you in April of this year were a first attempt at revising the
Council's Development Framework forecasts. These forecasts have been
submitted for local review, and we have been receiving co~ents during
the past few months through the System Statement review process. We
would like to resolve any remaining differences of opinion regarding
the forecasts in the next few weeks, if possible.
In response to local comments, recent housing trends and other factors,
we have made a number of generally minor revisions. The result, we
believe,is a consistent and accurate set of forecasts.
Please check the enclosed numbers to see if any changes have been made
in your community. If you have any questions about the latest revisions
or about original forecasts that have not been answered, please contact
Vic Ward (291-6460) or Michael Munson (291-6331) of our staff.
We intend to make the forecasts the basis for an amendment to the Developme~
Framework, to be adopted after formal public hearing s.
We plan to initiate the formal public hearing process on October 13, so
please bring any difficulties you may have with the forecaststo our
attention before then.

Members p~esent: Thomas Maple (Deephaven), Robert Brown (Greenwood), David
Nixon (Laketown Township), Robe=t Pillsbury (Minnetonkm), Alan Clark (M~n-

BOAT STORADE~ MOORING & LAUNC~VNG COMMITTEE: Pillsbury reported that the
co~ttee reviewed the Boulder Bridge application with the applicant who
presented a letter in response to the questions raised at the last Board
meeting regarding DNR regulations, the lagoon and f~ontage. Afte~ review
of the proposal and the question regarding discussion of a tabled item,
Fenstad Moved, Keeler Seconded, that the Boulde~ Bridge matter, be removed
from the table. Motion, Ayes (7), Nays (1), Abstains (2), Soderberg voting
Nay, and Clark and Paurus abstaining.
Maple read a copy of a letter f~om the Environmental ~1 ity Council to the
City of Shorewood which notifies the City that an Environmental Assessment
Worksheet (EAW) is needed. The Responsible Agency (i.e., the agency pre-
pa~ing the EAW) could conclude that there is no need for an Environmental
Impact Statement, and the LMCD attarney advised that it would be premature
far the LMCD Board to take action on the Boulder Bridge dock license appli-
cation at this time. A copy of an EAW prepared by Sho~ewood for Boulder
Bridge was given to Maple, and Boulder B~idge representatives presented
letters requesting input from the LMCD into the EAW.
Ehrman Moved, Fenstad Seconded, that the LMCD seek to be designated by the
EQC as being the Responsible Agency on matters involving Lake uses, docks,
etc. in applications in general and in the Boulder Bridge project in partic-
ular. Motion, Ayes (7), Nays (3), Brown, Keeler and Soderberg voting Nay.
Brown Moved, Maple Seconded, that the EAW be distributed to every board
membe~ so that the three come, trees may bring recommendations to the Board

costs, estimated to be $25 pe~ permit fo~ 1978, and ~ecommends that a Code
amendment be d~afted establishing fees to mecover this expense.

establishing a deicing permit fee of $25, be approved. Motion, Ayes (10),

its review of mo=ato~ium matte=s, such as the one-boat-pe~-50' of shoreline
frontage concept, the 1Eoposed definition of boats to be cou~ted fo~ storage
purposes, ~ chs~t of boat storage potential on various segments of shoreline,
that one boat stomed per 50' of shomeline aplEoximates one boat stored per
acre of wate=, a recent survey which indicated that there a~e over 4,000
frontage sites on the L~ke, and a legal b~ief regarding boat sto~age
regulations.
The committee reviewed a letter from the Wayzata Yacht Club requesting an
extension of its District Moo~ing A~ea Pemmit so that it may remove its
moomings after its last boat mace in November. The cu..,.~ttee was not op-
posed to some del~y in compliance; however, buoys should be memoved before
f~eezeup, and themefore no formal time extension should be given. The
committee recommends that the club be advised to coordinate the removal of
its buoys with the Sheriff's office as soon ~s possible after the completion
of the macing schedule, and no late~ than the first weekend in November.
Pillsbury Moved, Fenstad Seconded, that the Wayzata Yacht Club be so advised.

The W~yzata Yacht Club has applied for a special event permit for an extra
race to be added to its schedule for Saturday, August 20m. The co~ttee
recommends approval of the ~pplication subject to the following stipula-
tions: (1) that there be a ten-minute spacing of the boats in the race;
(2) that they use lighted buoys this late in the season; ~d (3) that they
do not beat upwind in the West Point P~ssage, and a~range the direction of
the race so that they will be munning downwind as much as possible through
this a~ea.

W~yzata Yacht Club's special event permit application, be approved with the

The City of Mound has initiated a Home Improvement Loan Program to
encourage the rehabilitation of Mound area homes. The program is
directly tied to the Minnesota Housing Finance Agency whereby the
Mound area residents, who are eligible, may borrow up to $10,000.

Section 1. Minnesota Statutes 1976, Section 471.345, Subdivision 3, is
amended to read:
Subd 3. Contracts over $10,000. If the amount of the contract is estimated
to exceed $10,000, sealed bids shall be solicited hy public notice in the manner
and subject to the requirements of the law governing contracts by the par-
ticular municipality or class thereof provided that with regard to repairs ard
maintenance of ditches, bids shall not be required if the estimatetl amount of
the contract does not exceed the amount specified in section. 106.471, subdi-
vision 2.
Sec.'2. Minne~ta Statntes 1976. Section 471.345, Subdivigion 4, is amend-
ed to read:
Subd. 4. Contracts from $5,000 to $10,000. I~ the amoun~ o~ tim contract
is estimated to exceed .~5,00o but not to exceed $10,000, the contract may be
made either neon sealed bids or by direct negotiation, by obtaining two or
more quotations for the purchase ox. sale ;;'lien possible, and without ad-

tive bidding. All qnotations obtained shall be kept on file for a period of at
least one year after receipt thereof.
Sec. 3. Minnesota Statutes 1976, Section 471.345, Subdivision 5, is amend-
ed to read:
Suhd. 5. Contracts lass than 55,000. If the amount of the contract is es-
timated to be $5,000 or less, the contract may be made either neon quotation
or in the open-market, in the discretion of the governing body; but, s6 far
as practicable, shall be based on at lease two quotations which shall be kept
on file for a period of at least one year after receipt thereof.
Sec. 4. This act is effective on the day following its final enactment.

Dear Leonard:
In response to City Council Resolution 77-415 dated September 13, 1977, our
department has investigated the possibility of time staggering the proposed
County Road 125 improvements to cause less inconvenience for the residents of
Mound. The two projects involved are County Project (C.P.) 7585, Cook's Bay
bridge reconstruction, and C.P. 7630, grading and surfacing from Essex Lane
to Anglesey Lane.
Currently our plans are to let both projects this winter with construction during
1978 season. Construction time of the Cook's Bay bridge, because of its complexity
and poor soil conditions, is expected to consume the entire construction season
of 1978. In fact, our construction engineers advise us that a March starting date
will be necessary to assure completion by fall. This project will necessitate the
complete closure of CSAH 125 to through traffic for the entire duration of con-
struction - in other words from March until about November.
The grading project from Essex to Anglesey will consume considerably less construction
time and must be completed within 40 working days (approximately two and one half
calendar months). Construction operations will occur during the months of late
May, June, July and possibly into August. It will also be necessary to close this
segment of CSAH 125 to through traffic during construction operations. However,
residents living on CSAH 125 adjacent to the work area must, as stipulated in the
standard specifications, be provided access to their properties at all times during
construction.
As you can see because of the duration of the Cook's Bay bridge project it will not
be possible to accomplish both projects in the same year and avoid simultaneous
closure of CSAH 125 at the project sites. During the period of simultaneous closure
residents living in the area between the two projects will be required to use city
streets for access to their homes. One such routing would be via Bradford Lane,
Devon Lane, Manchester Road, and Tuxedo Boulevard as shown on the attached map. This
routing could be designated as the official detour route for the duration of the

grading project (7630) and, therefore, would be maintained by the county during the
detour period. This traffic routing had been discussed with the Mound city staff
during the project planning stages.

sure these much needed projects can be accomplished with a minimum of inconvenience
to the residents.
