COUNCIL MEMORANDUM NO. 79-244
SUBJECT: Street Construction
The Engineer has presented three items for consideration (copies attached):
1. Lakewood Lane
The Engineer recommends a 26 foot wide street from Bartlett sou%h
to its termination.
2. Dove Lane Sewer
The Engineer recommends that the sewer not be installed because
the pipes cannot be put in deep enough.
3. Easement - Wren and Hillside
The owner of the property at Wren and Hillside wants $1,000 plus
$500 for an elm treet that must be removed.
What does the Council wish to do?

Dear Mr. Kopp'
We would like to recommend that the Council allow us to
narrow the width of Lakewood Lane from Bartlett Boulevard to
the south end of the street from 28 feet back to back of curb
to 26 feet.
The attached plan shOws that there is a line of trees on
both sides of this road and by narrowing the street we can
save nearly all of the trees.
At the present time there are three houses on the street,
all of which have ample off street parking. There are four
other potential building sites which front on the street.
If you have any questions or need additional information,
please advise.

1978 Street Construction
Dove Lane
Dear Mr. Kopp:
The City Council recently authorized the preparation of
plans and specifications for a sewer extension on Dove Lane
to serve Lots 20 and 21, Block 3, Dreamwood and Lots 13 and
14, and 16 and 17, Block 10 of Woodland Point.
After doing the surveys for this project, we ran into
a number of problems. If we were to raise Dove Lane sufficiently
to provide frost cover for the isewer, it would also require
one of two things; either to fill all of the yards abutting
the street or to leave a ditch adjacent to the street to drain
the yards. Neither solution is good. Filling the yards involves
filling around trees and re-doing a blacktop driveway. I doubt
if we would be abla to get the property owner's permission to
do this. Leaving a ditch adjacent to the road will not work
because the sewer services crossing the ditch will not have
sufficient cover.
It is our reCommendation that since all of the properties
involved front on Eagle as well as Dove Lane, that no sewers
be constructed on Dove and that the property owners be advised
that if they wish to build on Dove Lane that they will be
required to sewer their house to Eagle Lane and provide an
easement for this purpose.
Since we have been unable to obtain the easements for the
construction of Dove Lane in this area, we would further
recommend that in order to complete the 1978 Street Project
that a blacktop mat equal in width to the existing street be
placed on this portion of Dove Lane.

Glister Easement
Dear Mr. Kopp:
Our office and Curt Pearson have had nUmerous conversations
with Mr. Glister regarding getting a permanent easement of
approximately 110 square"faet on his property to provide for
a radius around the sharp corner on Wren Road.
Mr. Glister is asking $1,000.00 for this easement and
$500.00 for an Elm tree Which would be removed.
We can construct the street without a permanent easement,
but the corner will be ~very sharp. If it is constructed without
the easement, a stop sign should be installed at the corner.
How do you wish to proceed on this?

Island View Drive
Dear Mr. Kopp:
The City has received a letter signed by 12 property owners on
Island View Drive requesting a narrower street.
The plans for the 1979 streets have a 28 foot back to back of curb
on this street which is the standard width street in Mound.
Island View Drive has a 25 foot right-of-way and in order to construct
the 28 foot wide street a 5 foot permanent easement is required for the
entire length of street. The attached map shows the permanent easements
which have already been obtained. In addition to this the property in
Block 17 is owned by Walter Carlson who has indicated he will grant the
easement. Lot 1, Block 16 is owned by Buss Sikes who has also indicated
he will sign the easement. I have taked with James Brown the owner of
Parcel 4000 which is between Ayr Lane and Laberton. Mr. Brown says
he would give the City an easement if the street were narrowed 2 feet.
The owner of Lot 1 an'd 2, Block 2, James Vogel will not give the City
an easement because he feels he will lose parking in front of his
garage if the street is moved closer to his house. The owner of Lots
23 and 24, Block 2 will not sign any easement whereby he loses part of
his property.
To summarize, the City can apparently get all easements necessary
to construct a standard width street from Clyde to Ayr, and from Radnor
to Dorchester. From Ayr to Lamberton we can get sufficient easements for
a 26 foot, back to back of curb street and from Lamberton to Radnor
a 24 foot back to back of curb street.
I would not recommend building this street with varing width, so
that leaves only three alternatives. One would be too construct a 24
foot back to back for the full length. The second alternate would be
24 feet wide from Clyde to Radnor and 28 feet back to back from Radnor
to Dorchester. The third alternate would be 28 feet back to back as
the plans now show, but this would most likely would require condemnation.
We will be pleased to discuss this further with you at your convenience.

INFORMATION MEMORANDUM NO. 79-81
SUBJECT: Continental Telephone
We have received resolutions from the following Cities expressing a
desire to enter into discussion regarding the proposed rate increase:
Brownsdale
Center City
Ghent
Elbow Lake
Also received is a letter from International Falls stating they would
be interested in meeting regarding the proposed rate increase and asking
to be contacted when the meeting date has been set.
Also the City Council of Wheaton has decided to go along with discussion
of the possibility of raising objection to the rate increase.
The City Clerk of Comfrey has sent the following letter, "In reply to your
letter of June 12th in regard to Continental Telephone Company raising its
rates. The City Council feels as you do about the proposed rate increase,
but feels it cannot assume any financial obligation in regard to this
matter."

As I told you before we notified NSP in writin9 on June 8, 1979 of the street-
lights that were out in the Central Business District. Nothing was done with
them by the 19th of June so I called them and talked to Don Flewelin§. He
stated that they were too busy with storm damage to get to them. I asked him
why they weren't fixed in the weeks before the storm ? Don stated that he did
not know why but stated he would 9et back to m¢.~ So far I haven't heard anyth~n§.
You stated to me that you talked to Don yourself and received no answer yet.
We had Ed Luwen run new wires across County Road 15 last week for the ones out
on Shoreline. Tomorrow morning we are going to pull the pole behind the Minnesota
Federal to hook up the wires.
I will continue to call NSP and try to get a service man out to replace the
bulbs in the other lights.

of neighborhood meetings in conjunction with our "Parks are People" program.
The ~eetings will consist of opening comments by members of the Park Commission
and a slide presentation; this to be followed by an open discussion period, invit~
ing questions and comments from al'l those in attendance.
We are aware that your organization has taken a keen interest in the Park and Re-
creation Programs. in Mound in the past. With this in mind, we are making a special
effort to urge your membership to attend'these neighborhood meetings. The Park Com-
mission suggests that each.member attend the meeting involving his or her own neigh-
borhood. It is hoped the end result of these meetings will be a better underStand-
ing of what the residents in Mound would like to see in their parks.

Civil Defense warning sirens
Over the past couple of weeks there have been malf.unctions in the warning sirens.
When the national weather service activated warning sirens for alerting citizens
to the severe weather the siren located in downtown Mound went off but the siren
on Island Park failed to. After this problem occured we manually tested the siren
and found that it was operable. On July 4, 1979 at 1:00 p.m. the regular monthly
warning siren test was conducted by Hennepin County and both sirens were found
to be operating properly during this test.
In checking with Hennepin County Civil Defense it was learned that the problem in
Mound was not unique and similar problems were occuring throughout the metropolitan
area, in that in many cities one or more of their sirens would fail to go off while
others did work. Apparently this was a problem with the Northwestern Bell circuitry
and Northwestern Bell began working on the problem after the malfunctions. App-
arently whatever the problem was has been solved as is evidenced by the fact that
our sirens did work properly during the test on July 4.

of the City of Mound, Hennepin County, Minnesota was held at 5341Maywood Road
in said City on June 26, 1979 at 7:30 p.m.
Those present were: Mayor Tim Lovaasen, Councilmembers Gordon Swenson, Donald
Ulrick and Robert Polston. Councilmember Benjamin Withhart was absent and excused.
Also present were City Manager Leonard L. Kopp, City Attorney Curtis A. Pearson,
City Engineer William McCombs and City Clerk Mary H. Marske.

Swenson moved and Ulrick seconded a motion to approve the minutes of the meeting

Daniel E. Tibbetts, 4313 Wilshire Boulevard, wishes to remodel his home
without a survey being furnished.
The area is zoned A-2, 6,000 square feet, and the lot has a metes and
bounds description - the lot size is-not known. The application will
have to go to the Planning Commission as-a non-conforming use as it is
less than the minimum setback from the lake and the distance from County
Road 125 is unknown.
The addition to be added will be on the second flOor and not increase

In the process of obtaining easements for the 1979 Street
Improvements, I had a request from Mr. Leroy Jessen at 5t89
Emerald Drive to vacate the present drainage easement on his
property. On this portion of Emerald we are installing storm
sewer to handle all of the street drainage with 'a discharge
line running to the lake. Mr. Jessen has given the City a
perpetual easement across his property for this storm sewer.
He would like the eXisting drainage easement removed
from the records. I see no reasons for the City to retain
that easement now that storm sewer is being installed.
Attached is a copy of this existing easement as
photographed from the Certificate of Title.

SUBJECT: Grants - 701 Planning and Law Con
The Planner has applied for the Comprehensive Plan and a LawCon Grant
for developing Indian Mound Park on Lake Langdon.
Council action is required on the 701 Planning Grant, while LawCon Grant
is sent to the Council for information or comment.
Attached is a proposed resolution to go with the application for the 701
Planning Grant which will be $6,470, if received.
The LawCon Grant application came about when DNR indicated funds would be
available and one of their priorities was a Park on Langdon Lake.
The Park Commission selected the Indian Mound Park over a site on Beach-
wood Road. The sketch attached shows the general idea of the development
which has been approved by the Park Commission.
If the Council has objections to these Planning and Grant applications~
they should be made.

been advised to discuss the ongoing concern of zoning setbacks.
701 PLAk~ING GP_ANT - A special set aside planning grant program from
HUD is available to local co~mtmities upon application, l~ile the total
funds available for the metro area are small ($50,000), I feel confident
a reasonable request by Mound emphasizing housing has a good chance of
being accepted. 'I~e grant if awarded would be largely supplementary to
our existing progrmn and act as another funding source for $6,000. This
grant would be in addition to the .~.Ietro. Council planning grant. A
resolution submitting the application along with the application is
attached.
LAWCON PARK GR~N7 - ~a~other grant opportunity is available for park
development which I feel Mound has a chm~ce to participate in is the
LAWCON program. The park grant program is available at 75% state/federal
funding.
DNR's e~hasis this year is for lake access projects of which Langdon
LM~e is listed as one of the metropolitan area funding priorities. After
~o meetings with the Park C~mission and site visits, we've developed
a prel~nina~7 application at the IndianMound Park site adjacent to the
~CC operation. Your review and comment is appreciated.

total of $240.00,

Minnesota Statute 473.863, you are required to review

District, but also to the Metropolitan Council directly.
I would greatly appreciate such a review and comment
from you, or otherwise a letter specifically stating
that you have reviewed the Westonka District's.program,
but have no comments to offer. Such a letter, if dated
prior to August 1, 1979, is likely to obviate a direct
approach to you on this matter by the Metropolitan
Council.

LEGISLATIVE AFFAIRS
· As an aid to city officials, the AMM is sponsoring
a half day seminar on levy limits and state aids, how
they interact and how to best utilize them. Included
in the Agenda this year ~¢ill be a discussion on assessed
value calculation for property taxes, some of the major
property tax law changes, and what we,' as local.officials,
need to do to influence local government destiny in the
legislature.
Proper understanding and use of levy limitation pro-
visions are vitally important for all cities and city
officials. The laws are complex and often misunderstood.
The seminar is designed to provide that understanding and
knotvledge in a comprehen(iib!e manner., so that officials
will have as much flexibility as pos~ib!e for local budget'
preparation.
Although this seminar is similar to previous years, it
]amesKrautkremer will serve as a good refresher for current budget

COMMUNITY MEETING TO EXPLAIN FOOD BUYING CLUBS AND CO-OPS
The West Hennepin Food and Nutrition Action Council will be
'sponsoring an informational meeting concerning how to start
food buying clubs and co-ops on Monday, July 9, from 7:30 -
9:00 p. m. at Minnetonka City Hall, Employees Lounge, 14600
Minnetonka Blvd., Minnetonka. The information will be presented
by the All Co-op Assembly in Minneapolis.
The West Hennepin Food and Nutrition Action Council invites you
to a community informational meeting given by staff at the Ail
Co-op Assembly. The meeting will teach you how to start a food
buying club, a way for neighbors or families to join together
to buy bulk food at a lower cost. Also, information will be
given on the process of starting a food co-op. Pam Nelson from
the Food and Nutrition Action Council said, "With the rising
food prices, we need to start to find alternative places and
ways to buy our food. Both buying clubs and co-ops are ways of
cutting food cost in addition to encouraging a community feeling."

Dear ~r. Pearson:
We have talked with ~r. Carl Glister, the owner of Lots
4, 5, and 6, Block 9, Linden Heights Addition, a number of
times and he has refused to give the City a permanent easement
~hick we require on ~fren Road for street purposes.
As you can see on the attached plan, the 30 foot right-
of-way on Wren Road adjacent to Mr. Glister's property makes
a 70 degrees turn and has no provision for a radius at the
corner. To further complicate things, there is a scraggly
looking Elm'tree and a few lilac bushes just off the right-
of-way at the corner which block the vision of cars making
the turn from the north.
We cannot build a street that would be satisfactory to
anyone without an easement from this property owner. ~e feel
that further talks with the man would not be worthwhile as lately
he has started tearing out our survey stakes and using them
to stake his tomato plants. How can you help us on this?
This is almost the last easement we have to get in this area.

Dear Len:
At a recent council meeting an inquiry was mad. e by Councilman
Swenson as to the status of Perron vs. City of Mound.. Mr.
Wayne Tritbough, Attorney at Law, is now a part of this case
representing the Home Insurance Company, who is the worker's
comp carrier for the City of Mound. He has submitted written
interrogatories to Mrs. Perron and I enclose herewith a copy
of their letter of June 22 and the answers to those interroga-
tories. The answers are not signed so I am not sure whether
Mrs. Perron has provided the additional information. She has
not provided it to me.
To the best of my knowledge this case has not been filed with
the court and therefore I am not sure of the plaintiff's inten-
tion to proceed. I have on several occasions attempted_ to sit
down with the plaintiff's lawyer to see if there is any chance
of negotiating a reasonable settlement on this file but to date
I have been rebuffed in all efforts to bring this to a conclusion.
Please note there are now at least five lawyers involved in this
litigation and a sixth may be necessary if Mr. Phleger's insurance
company becomes involved.
I will be in contact with the attorneys for the Home Insurance
Company and other parties involved and will continue to see if
there is any way to resolve this question. This is for your

THE INTERROGATORIES
OF TIlE CITY OF MOUND
Plaintiff Ellora A. Perron hereby submits the following Answers to the Interro-
gatories of the City of Mound:
1. State-how you have been damaged as a result of the allegations contained
in paragraph VIII of your Complaint. Be specific as to each and every item of damage
you claim rising out of each specific allegation.
1. ANSWER: It is impossible for me to separate the damage I suffered because
of the actions of Officer Richard A. Johnson set forth in paragraph VIII from the
damage stated in the other paragraphs. However, because of the actions which ensued
I have sustained' damages among other things to my physical and mental well-being.
I couldn't sleep at night until I received medications. I tremble inside as well as
visibly outside. I was required to seek the attention of a physician. I was required
to obtain the services of legal counsel to defend against thc unfounded allegations. I
was forced to quit my job and lost my public employees retirement and other benefits.
I could have worked ten years before compulsory retirement and three years before
voluntary retirement. I hat] to sell my home and move out of Mound, Minnesota.
2. State the names of all those'persons whom you claim are witnesses to the
allegations of paragraph XIII. Delineate' each allegation and the witnesses to each
allegation.
2. ANSWER: Mr. Gary L. Phleger, Esq.; Judge Neil Riley; Mr. Wayne M.
Boysen; Mr. Harold W. Schulz II, 'Esq.; Mr. L. T. Merrigan, Esq.~ and other Court
personn, el whose names I do not know.
3. State all those facts-upon which you base your allegation concerning the
"normal and accepted procedure in like cases" delineated in paragraph XV of your
Complaint.
3. ANSWEI~: It is the understanding of the plaintiff and her counsel that where
a person stands accused and voluntarily submits to a polygraph examination, which
reveals the truth of the accused persons testimony, that the charges are normally
dismissed without further proceedings. Specific instances where this procedure was
followed should be known to Mr. Phleger.
'4. If you claim that anyone on your behalf requested of the attorney, Gary
Phlcger, that he in turn request anyone else to submit to a polygraph examination,
state the names of those Persons. If you do not, than indicate so.
4. ANSWER: Plaintiff through her counsel requested that polygraph examination
be taken of Richard A. Johnson and Bradley J. Mason.
5. State all those facts upon which you base your allegation that the "charges
against the Plaintiff became a matter of notoriety in that community" as contained
in paragraph XVII.
5. .ANSWER: There was a substantial amount of talk taking place, in the
community concerning the alleged sale. Articles appeared in the local newspaper
concerning the criminal action brought against me.
6. State ail those facts upon which you base your allegation that Defendant,
Phleger, acted "not out of a sense of prosecutorial responsibility, but either because
of fear, maliciousness or both" in proceeding with the prosecution of the plaintiff, as
said allegation is contained in paragraph XVII.
6. ANSWER: Plaintiff understands that certain "political" pressures were exerted
against Mr. Phleger which f~rced him to continue with the prosecution of the case
rather than dismissing it. That even after voluntarily undergoing a polygraph exam-
ination, through an expert suggested by Mr. Phleger, and passing the examination, Mr.
Phleger continued to pursue the case.
7. State all those facts upon ~hich you base your allegation contained in
paragraph XVIII that "Richard A. Johnson, and others, have circulated rumors that the
plaintiff was acquitted because the Court felt sorry for her." Specify which facts
apply to Richard Johnson, which apply to your allegations concerning the circulation
of rumors by "others" and state the witness who will so testify.
7. ANSWER: In the Superamerica service station, police officer Bostrom told
Julie Clyne that the Jl~dge'said to officer Johnson "that he thol~ght that I was guilty
but because of my age he said I wasn't guilty." This same rumor was told to Claudia
Person by officer Johnson at the Seven-Eleven store in Navarre.
8. State all those facts upon which you base your allegation contained in
paragraph XIX that "subsequent to the plaintiff's acquittal at the trial on March 1,
1977, the Mound Police relentlessy harassed the plaintiff by making frequent stops at
the Mound Municipal Liquor Store and discussing the way she performed her job with
the manager."
8. ANSWER: Chief Johnson came into the liquor store in August, 1977 on a
friday night. The other clerk waited on him. ]~ecause I was very busy, I did not have
time to talk to him. He was wearing a light tan suit. Later I told the clerk she
had just waited on the chief of police. The following tuesday night, at a counsel
meeting, he approached my boss, Nelson Scherneau, and told him that he had seen
several young people in the liquor store friday night and that no one was checking
I.D.'s. tie also said I didn't know who he was.
9. State all those facts upon which you base your allegation that the acts
previously alleged in paragraph XIX "c~used the plaintiff great mental distress", and
all those facts upon which you base your allegation that the acts alleged in paragraph
XIX "finally forced her to resign her job on August 24, 1977."
9. ANSWER: A squad car backed into the fire lane next to my home. The
officer was looking at my car and writing something down on a pad. This was the
day after the trial on March 1, 1977. Squad cars .drove past my house much more
frequently after the trial. One night, my sister and I were returning home after
swimming at a friends house at about 11:00 p.m. when a squad car tailgated me for
approximately 2-3 miles. They turned off about one block from my house. I received
an obscene phone call at 2:30 a.m. during this period. I had never received one before
and haven't received one since.
The superintendent of the Mound schools wrote a letter to councilman Gordon
Swenson stating he should quit sticking his neck out for me. The council tried to
expel Mr. Swenson because he persisted that I was being unfairly charged and harassed.
10. If there are any special circumstances surrounding any of the acts undertaken
by an'y of the defendants that you claim qua. lify them as "wanton, negligent, wrongful,
outrageous and malicious acts", then so specify.
10. ANSWER: See plaintiff's answers to ail of the above questions.
11. If you claim that you have had your earnings decreased in any manner,
then state the following:
a. Any dates you may have missed work because of any of the acts of the
defendants alleged in your Complaint,
b. Any diminution in salary or benefits that you may have received as a result
of any of the acts alleged in your Complaint,
c. The date on which you returned to work after August 24, 1977 at any
-occupation.
d. If you will do so ~vitheut a Motion to Produce, please provide us with copies
of your tax returns for the last five years.

were received, and whether or not any litigation was commenced as a result thereof.

24. If you suffered from any physical impairment prior to the injuries alleged
herein, state the date such impairment was first known to you, the nature and extent
thereof, and the names and addresses of the doctors and .hospitals consulted for such
condition.

25. If you claim the aggravation of a pre-existing condition, state which condition
existed and specify the following:
a. What aggravation resulted for what period of time? State the names and
addresses of the doctors who treated you for this aggravated condition. '

of your pre-existing condition? If so, describe in detail

Sometime ago, when we asked that you draw up this agreement, you asked a lot of
questions I couldn't answer. I think I have most of the answers now.
Contracting parties:
Engineer:
'Mound and Spring Park
Eugene A. Hickok & Associates, Wayzata, Mn.
City to construct lines:
City of Mound
Method of payment:
Each City to pay 50% of all costs. Mound will pay
the contractor and the engineer and will bill Spring
Park each month for 50% of the cost.
Priorities and time of
Construction:
The connection over Seton Channel to be made as soon
as possible.
The connection over Black Lake Channel to be made with
the reconstruction of the bridge by Hennepim;County,
now scheduled for 1980: However, if the bridge is
not built by 1981 the cities will proceed with water
connection.
Water Usage:
The water line will have a valve on each side of the
bridge. The valve will be opened and closed by an
employee of each City.
These lines will be used Only for emergency purposes.

In cases of emergency (fire or natural disaster) Fire~~
Chief or Police Chief can order the valves opened.
In case of an emergency caused by water pressure loss,
the Public Works Directo~ or City Administrator~can auth-
orize the use of same.
Charges for Water Usagei
If water is needed for more than 24 hours it can only be
supplied upon request of one City Council and the approval
of the other.
When wa'ter .is used, the amount of water used
will be calculated by the length of time the
valves are open, the size of pipe and water
pressure flow.
Maintenance:
The amount charged will be an average of the
water rates charged by each City. i.e. Mound
charges 70¢ per 1,000 gallons and Spring Park
60¢ per 1,000 gallons. The rate charged will
be 65¢ per 1,000 gallons.
Each City will maintain the pipes and equipment within
their City limits. If the location of the repair is
questionable as to which City is to make ~epairs, the re-
pairs will be made jointly.
Termination of Agreement: This agreement can be terminated by either party by giv~'
ing three years (36 months) written notice.
Disassembling System:
If the system is ever to be disassembled, each City will
disassemble or remove the pipes in their City.

Dear Sir;
I have in my possession a copy of your letter to "Ail Mayors
and City Managers served by the Continental Telephone Company".
I. received my copy of this letter by calling your City Administra-
tor and requesting it.
There are some items I would like to comment on. First, why
was my name left off your mailing list? S%. Bonifacius is also
one of Continental Telephone Company's exchanges and I am'also
the ~ayor of that exchange. I am going to try to make myself
believe that this was an innocent oversight on your part.
Next, how can you, as Mayor, take the authority to spend
everyone's tax money on stationary, postage, salaries, etc.,
to produce a prejudicial letter such as this against a private
business? I feel what you have done is highly unethical and
hardly demonstrates the honest, unbiased approach %o a problem
that a ~ayor should be taking.
I am proud to state that I do not submit to certain '~pressure
groups". I can also state that I, as Mayor, conduct my position
under a code of ethics that would not permit me to.prod, uce a letter
such as you did.
If you wish, I would be happy to discuss this further with
you.

Dear Mayor and Council Members:
Ely, Minnesota, has been awarded the k~80 ~merican Legion National
World Series of Baseball. The Tournament will be held August 28
through September 1, 1980. In order to get the bid, Ely was obli-
gated to guaranty $25,000 plus an additional $15,000 for expenses.
This is the first time that this Tournament will be held in a com-
munity of less than 100,000 people~ and only the second time this
great baseball tournament will be held in Minnesota.
The State Tourism Division has projected that over $3,000,000 will
be spent in the State of Minnesota during that week, and there is a
strong possibility of one-third repeat business from the fans coming
into Minnesota for the first time.- .,'
We are putting out an at~ractive - -'"'
souvenir booklet to help defray the
cost of this tournament, and are asking_ for your help. We,,would ap-
preciate it very much if you could purchase an ad (8~ x 11) for
$100 in our booklet. The ad could include a picture of something
from your area that would attract the fans on their return trip so
that they would stop in to see your co~unity and also spend a few
dol!ars. We are going to try to get this souvenir booklet out by
October 1, 1979, so that the people planning this trip from various
parts of the country can see the beauty of our State, and not only
the baseball tournament.
Some of the events that we have scheduled besides baseball are a
wall-eye pike banquet at which the main speaker will be Bob Feller.
We are having a dance with the Florian Chmielewski Orchestra, and
also a co~unity Bar-B-Q, put on by master chef Duke Skorich. Bruce
Jenner will also be a guest at the Tournament, along with many other
VIP's.
If you intend to participate, please send your check for $100 payable
to the 1980 Tournament Committee to the above address along with any
pictures and your ad. Deadline for ads is August 1, 1979.
Mr. Mayor, if you like to attend any of the other functions, such as
the banquet, please let us know so that we may reserve some tickets
for you. We intend to have a special section just for the Mayors of
Minnesota.
