January 23, 2018
The Mound Housing and Redevelopment Authority in and for the City of Mound, Minnesota, met in
regular session on Tuesday, January 23, 2018, at 6:55 p.m. in the council chambers of the Centennial
Building.
Members present: Chair Mark Wegscheid, Ray Salazar, Jennifer Peterson, Jeff Bergquist
Members absent: Kelli Gillispie
Others present: City Manager and Director of Public Works Eric Hoversten, Finance
Director/Clerk/Treasurer Catherine Pausche, Director of Community Development Sarah Smith,
Mickayla Stoner, Christel Salazar
Public Present: None.
1. Open meeting
Chair Mark Wegscheid called the meeting to order at 6:55 p.m.
2. Approve agenda
Hoversten request additional agenda item 5.1 Action to approve notice of call for redemption
on Tax Increment Revenue refunding bonds (MetroPlains Project) Series 2006
MOTION by Salazar, seconded by Bergquist, to approve the agenda as amended.
All voted in favor. Motion carried.
3. Approve minutes
MOTION by Bergquist, seconded by Peterson, to approve the minutes of the November 28, 2017
regular meeting. The following voted in favor: Wegscheid, Bergquist, Peterson. The following
voted against: None. The following abstained: Salazar. Motion carried.
4. Appointment of Acting Chairperson
MOTION by Salazar, seconded by Peterson, to adopt the following resolution. All voted in favor.
Motion carried.
RESOLUTION NO. 18-01H: RESOLUTION APPOINTING KELLI GILLISPIE AS ACTING
CHAIRPERSON FOR THE HRA FOR 2018
5. Statutory Tort Limits
MOTION by Bergquist, seconded by Peterson, to adopt the following resolution. All voted in favor.
Motion carried.
RESOLUTION NO. 18-02H: RESOLUTION MAKING A SELECTION NOT TO WAIVE THE
STATUTORY TORT LIMITS FOR LIABILITY INSURANCE PURPOSES
5.1 (Added). Action to approve notice of call for redemption on Tax Increment Revenue
refunding bonds (MetroPlains Project) Series 2006
Catherine Pausche, Finance Director for the HRA, said there are two active TIF districts, 1-2 and 1-
3, which is the Mound Harbor Redevelopment District. TIF 1-2 relates to Mound
Marketplace/Jubilee/Village by the Bay for which we have outstanding bonds and a subordinated
TIF note. Pausche said that if TIF proceeds surpass the amount needed for the bonds, there is an
agreement with the original developer that 1/2 the excess proceeds will be used to pay down the
bonds and 1/2 will be used to make a payment on the subordinate note in $5,000 increments.

Pausche said during the recession, TIF decreased and this was a non -issue, but with the recovery,
excess TIF is available.
MOTION by Salazar, seconded by Bergquist, to approve a notice of call for redemption on Tax
Increment Revenue refunding bonds (MetroPlains Project) Series 2006. All voted in favor. Motion
carried.

MOTION by Bergquist, seconded by Peterson, to adjourn at 6:59 p.m. All voted in favor.
