SUBJECT: Comprehensive Plan - Request for Extension
The Comprehensive Plan will not be finished by the Metro Council
deadline; therefore, a resolution from the Council requesting an
extension will be necessary.
The Planner has prepared a suggested resolution.

RESOLUTION REQUESTING TIME EXTENSION ON SUBMISSION OF
THE MOUND COMPREHENSIVE PLAN FOR METROPOLITAN COUNCIL
REVIEW
WHEREAS, the 1976 Metropolitan Land Planning Act mandates the City of Mound
to complete a local comprehensive planning update program by July 1,
1980, and
WHEREAS, the City of Mound through the Mound Planning Commission and City
Council started its planning update program in the fall of 1978, and
WHEREAS, the present status of the local comprehensive planning program is
one of technical completeness awaiting final review and public
hearing, and
WHEREAS, the City of Mound needs additional time to proceed with local public
review and to receive neighboring community review, and
WHEREAS, the planning program is scheduled for local approval by August 1
and final neighboring community comment completed by January 1,
1981,
NOW, THEREFORE, LET IT BE RESOLVED BY THE CITY COUNCIL OF THE CITY OF MOUND,
MINNESOTA:

That the City of Mound herein requests a six month extension on its
local Comprehensive Plan Submittal to the Twin Cities Metropolitan
Council as part of the requirements of the 1976 Metropolitan Land
Planning Act.

SUBJECT: Comprehensive Plan - Zoning Ordinance
In order to complete the Comprehensive Plan, it was suggested the
Zoning Ordinance be changed.'(See copy of letter attached )
In order to change the Zoning Ordinance, it is necessary to have a
public hearing - July 8th is recommended.
Also a change in the Zoning Ordinance requires a 4/5ths vote of the
Council. To call the hearing only takes a majority.

For us to progress on getting our Comprehensive Plan accomplished along
with the draft Zoning Ordinance/Map, ! recommend that the City Council
establish a future date in July for a public hearing. The second Tues-
day in July, July 8th, would be most appropriate for my attendance.
This date w.}ll also give us enough time for a 10 day advance notice in
the newspaper.

Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Mound, Hennepin County, Minnesota was held at 5341Maywood Road
on June 10, 1980 at 7:30 p.m.
Those present were: Mayor Tim Lovaasen, Councilmembers Gordon'Swenson, Robert
Polston and Benjamin Withhart. Councilmember Ulrick was absent and excused.
Also present were City Manager Leonard L. Kopp, City Attorney Curtis A. Pearson,
Assistant City Engineer Lyle Swanson and City Clerk Mary H. Marske.
MINUTES
The minutes of the meeting of The Board of Review were presented for consideration.
Swenson moved and Withhart seconded a motion to approve the minutes of the Board
of Review as submitted.
The vote was unanimously in favor.
The minutes of the meeting of June 3, 1980 were presented for consideration.
Polston moved and Withhart seconded a motion to approve the minutes of the meeting
of June 3, 1980 as submitted.
The vote was unanimously in favor.
PUBLIC HEARING - 197 STREET~ASSESSMENT · ~
The City Clerk presented an affidavit of publlication in the offi~ial newspaper
of the notice of public hearing on said 197~Street Assessment. Said affidavit
was then examined, approved and ordered filed in the office of the City Clerk.
The Mayor then opened the public hearing for. input on said 197~ Street Assessment
and persons ~resent to do so were afforded an opportunity to express their views
thereon. Th~ following persons offered comments or questions: Mr. Stevenson,
1717 Finch Lane, Mound. The Mayor then closed the public hearing.

staff to approach the Minnetrista staff seeking a cooperative solution.

Because of the soil conditions under the water, the plans for
the Black Lake Bridge had to be revised.
Attached is a copy of the original design and a copy of the re-
vised design.
Mr. Genzlinger of the County Highway Department will discuss
this with the Council at the June 17th meeting.

COUNCIL MEMORANDUM NO. 80-211
SUBJECT: Fire Pension Plan - Proposed Increase
The Fire Department Pension Committee has requested that the
monthly pension for retired firemen and future retired fire-
men be increased from $140.00 per month to $185.00 retroac-
tively to January 1, 1980. Copy of this letter of May 29 is
attached.
The firemen claim that the law allows the City Council to make
this increase without going to the 1. egislature as previously
required.
Attached is a copy of a new actuarial study of the Fire fund
showing the following:
Page 3 - Total contribution which is the 1980
budgeted amount
Page 9 - Plan Provisions
The change requested can be financed within the present budget.
This will be on the June 17 agenda.

Dear Mr. Kopp:
As discussed'in previous.meetings, the Mound Volunteer Fire
Department-intends to increase its pension benefits to
$185.00 per month retroactive to January 1, 1980. This
benefit increase would also pertain to retired members
currently receiving pensions. Attached is a summary of
the plan provisions from our 1980 actuarial report.
The 1980 actuarial report indicates the tOtal contribution
required to fund a benefit of $185.00 per month, plus the
provisions, is $47,037 if paid on January 1, 1980, and is
$49,389 if paid on December 31, 1980. The funds for these
contributions would come from an estimated $23,000 from 2%
insurance money and $25,000 from our new salary/pension
plan ($3.40/hr. x 7500'est. hrs.).
This new pension increase has been discussed and approved
by the Mound Volunteer Fire Department, the Mound'Volunteer
Fire Department Relief Association and the Relief Associa-
tion Board of Directors. We plan to attend the June 17,
1980 Council meeting to seek the final approval from the
Mound City Council that will put this increase into effect.

Section 3. Contributions
The Volunteer Firemen's Relief Association Guidelines Bill
of 1971 (Chapter 261 of Minnesota Statutes 1971) specifies
minimum support rates required on an annual basis. The
minimum support rates from the municipality and state aid
are determined as the amount required to meet the Normal
Cost plus amortizing any existing prior service deficit over
a 20-year Period. This total contribution is shown below.
The contribution required by the municipality for any year
is determined by taking Item 3 below, and subtracting one
year's~ estimated state aid expected from the state pursuant
to Minnesota Statutes, Chapter 69.

The minutes of the May 12th and May 27th Planning Commission meetings were
presented for consideration.
Hanson moved and Paulsen seconded the motion to accept the minutes of May 12
as presented. The vote was unanimously in favor.
Paulsen moved and Peterson seconded a motion to accept the minutes of the
May 27th meeting as presented. The vote was unanimously in favor.
BOARD OF APPEALS
Subdivision of Land

Arvin Senne was present.
Mr. Senne reported that his neighbor did not wish to sell any of his
land.
Hanson moved and Paulsen seconded a motion to approve the subdivision
with a 6 foot side yard variance.
Th~ vote was: Dornsbach and Hanson - Aye; Dewey, Paulsen, Peterson
and Smith - Nay.
Reasons given: Not appropriate subdivision; create more problems for
City and property owners; would approve if way could be worked out on
]9 foot strip'to be Part easement so there would not have to be a vari-
ance on the East side of Parcel A.

Initial Review of Site Plan for the Romness-Carlson Property
Based on the site plan submitted, and after meeting this afternoon
with Doctors Carlson and Romness, initial review of the proposed
townhouse project is generally in conformance with City Zoning
Code' outside the following items:
Lot Area - For the nine units proposed'32,500 square
feet of total lot area is indicated. According to
the townhouse code.for two bedroom Units 4,000 square
feet per unit is required or 36,000 square feet total.
This is 3,500 square feet short.
B. Low Area - Two of the lots have a low area which on-
