Enclosed herewith please find ten (10) copies of the Bid Tabulation
relative to the above referenced project.
Each proposal received has been checked and corrected, if necessary,
for proper extension of the unit prices. The costs indicated on
the Bid Tabulation are correct.
Based on the bids received, the low bidder is Widmer Brothers, Inc.,
with a contract price of $40,115.00. The Engineer's Estimate was
$36,591.25, which is 9.6 percent below the Widmer Brothers, Inc.
proposal.
We are herewith recommending that the bid of $40,115.00 from Widmer
Brothers, Inc. be accepted and that a contract be awarded.

SPECIAL MEETING
OF THE
CITY COUNCIL
August 26, 1980
Pursuant to due call and notice thereof, a special meeting of the City Council
of the City of Mound, Hennepin County, Minnesota was held at 5341Maywood Road
in said City on August 26, 1980 at 7:30 p.m.
Those present were: Mayor Tim Lovaasen, Councilmembers Gordon Swenson, Donald
Ulrick and Benjamin Withhart. Councilmember Polston was absent. Also present
were City Manager Leonard L. Kopp and City Clerk Mary H. Marske.
The first item of discussion was the 1981 budget.
MINUTES
The minutes of the meeting of August 19, 1980 were presented for consideration.
Ulrick moved and Withhart seconded a motion to approve the minutes of the meeting
of August 19, 1980 as submitted.
The vote was unanimously in favor.
VACATION OF STORM SEWER EASEMENT
Withhart moved and Ulrick seconded a motion
RESOLUTION 80-335 RESOLUTION PROVIDING FOR A PUBLIC HEARING REGARDING
THE VACATION OF A STORM SEWER EASEMENT TO BE HEARD

The Council directed the Manager to send a letter to Buffalo Bituminous and request

divided has met with the seller and all agree to the subdivision.

Dear Mr. Kopp:
The Council has directed us to prepare a recommendation as to whether or
not that portion of Cumberland Road lying northerly of a line one foot north of
the north curb between Stratford and Essex should be vacated.
When this portion of Cumberland was built in the 1979 Street Improvement
program, right-of-way was acquired on the south side of the street primarily to
facilitate the sewer construction, and to keep the backslope of the street off
the properties to the north.
Since the project has begun, we have had numerous discussions with the
property owners to the north. As shown on the attached sketch, the owners of
Lots 22 through 26 would like fill placed on their lots so that they can
construct garages. When this fill is placed, the yards will generally drain to
the east between the houses and garages and in order to keep the dralnage away
from the houses, the garages have to be placed approximately where shown. If
the garages are to be built where shown, either a setback variance will be
needed for each one or a portion of the street must be vacated.
We recommend that the street be vacated from one foot behind the north curb
to the north right-of-way. This will leave the City with a 30 foot
right-of-way, which is the same as all the other streets in the area. A per-
manent easement for storm sewer must be retained adjacent to Lots 25, 26, and
27. The variance procedure in this case could be very cumbersome, since some
of the property owners do not intend to build their garage right away and would
have to come back to the Council to get another variance if they don't build
within a year.

The attached plan also shows a 6 inch drain system connecting to the storm
sewer. Ail of the houses shown have basement pumps which discharge behind the
houses. With the drainage being carried closer to the houses because of the
fill, the homeowners feel that this drainage system, which is designed to pick
up the flow from the basement pumps is necessary if their back yards are to
stay dry. The drainage system will cost $3,100 (Cost-is based on Hardrives
doint the work on a change order basis). Does the City wish to go ahead with
this drainage system. If so, the property owners will want to know how it will
be paid for.

The Cable Television Committee met for the first time; a copy
of the minutes is attached.
The Committee recommended a fund be established for expense.
The fund to be $3,000 or $750 from each city.
The money expended can be recouped as a charge to winning bidder
-when the contract is let.
It is recommended the Council establish such a fund and appro-
priate $750.

Donald R. Melton and Hugh Buchanan of Harmon and Company, Denver
Hubertus Sarrazin of Mickelson Media, Inc.
Hugh Buchanan, Harmon and Company, set up a demonstration of types of
cable TV programs that could be expected. Hubertus Sarrazin distributed
folders with information relative to steps required for franchise, sample
ordinance, etc. Discussion followed with questions being answered by Mr.
Sarrazin. Discussed briefly hiring a consultant.
Cable Systems Territory for Minnetrista, Mound, St. Bonifacius and Spring
Park will be on the Cable Board's agenda for approval on Friday, Septem-
ber 12th. Meeting will be at 500 Rice Street, St. Paul beginning at 9 a.m.
Nominations were offered for Chairman and Vice Chairman of the Committee.
Sorensen moved to nominate Leonard Kopp as Chairman. Weinzierl seconded
the motion. There being no other nominations offered, nominations
closed.
'Ulrick moved to nominate Larry Johnson for Vice Chairman; motion
seconded by Heller. Being no other nominations, nominations closed.
Ulrick moved and Heller seconded a motion to declare Leonard Kopp,
Chairman, and Larry Johnson, Vice Chairman, elected by acclamation.
It was decided to have meetings at Mound City Hall/or at School (because
of the central location). Wednesday meetings seemed to best fit the
schedules of members.
Procedure
Ulrick moved a motion establishing a rule that all presentations be
made to the committee as a whole. Bickmann seconded the motion.
The vote was unanimously in favor.
MembershiE - Requirement is to have 2 members from each active community.
Ulrick moved a motion that in addition to the 2 members from each
city, that each city may appoint alternates to this committee and
such alternates would have full voting rights when serving in place
of regular member. Weinzierl seconded the motion. All voted in favor.

Bickmann moved a motion that each Council be requested to give $750
for operating expenses (total $3,000); with the stipulation that these
funds be reimbursed by the winning applicant for the cable TV franchise.
Motion seconded by Sorensen. All voted in favor.
Next meeting date to be tentatively set for September 17th at 7:30 p.m. at
the Mound City Hall.
Mr. Sarrazin of Mickelson Media offered to set up working models for display
in the communities in order to generate public interest and awareness. He
will work with members of the committee on best times and place .for each
community.
Weinzierl moved and Heller seconded a motion to adjourn the meeting at 9:40
p.m. All in favor. Meeting adjourned to September 17, 1980 meeting.

are over six months past due and should be turned off for non-payment.
In order to turn off the water, the Council should hold a public hearing.
A suggested date for the public hearing would be September 16th.

SUBJECT: I.O.D. Officer
Attached is a copy of a letter from Officer Swanson which is the same
as the letter the Council passed on for Officer Johnson.
Officer Swanson will have a letter from his Doctor in 3 or 4 weeks
giving him final word as to whether or not he can return to work. No
replacement will be made during that period as we await the Doctor's
report.
Council approval of the letter attached is requested.

Dear Mr. Kopp:
In response to the meeting on August 15, 1980, this letter
is my acknowledgement and agreement to the following terms:
The extension of my present status to August 29,
1980 at 0000 hours.
That at that time I will be allowed to on 8
weeks of my accrued sick leave.
During the above two steps, I will continue to
release the workman's compensation checks to
the City as has been in the past.
That, at the end of the 8 weeks of sick leave,
I will go on straight workman's compensation
with severance pay for the vacation and one-
third of the remaining sick leave accrued at
that time.
I wish to' thank all concerned for their efforts in making
this transformation as~ smoo.th as possible·

Dear Mr. Kopp:
Allen Olson and I met with Mr. Jim Lassek, who owns the house on Wilshire,
just south of the fire station.
Mr. Lassek is concerned about the additional runnoff on this property from
the new construction. He is also concerned that the new road on the south side
of the fire station is only two feet from his property line and that snow will
be plowed onto his property during the winter.
Mr. Lassek says that his concerns would be resolved if the City would in-
stall a privacy fence on the property line from his rear lot line to his house
and a split rail fence from that part to the street right-of-way. I told Mr.
Lassek that I would bring this matter to the City Council's attention.

facing because of existing conditions.

MINUTES OF MOUND ADVISORY
PARK COMMISSION MEETING
August 14, 19BO
Present: Toni Case, Council Rep. Lovaasen, City Mgr. Leonard Kopp, Dock Insp.
Donald Rother and secretary Dorothy De laney.
Case, only member present, there was no quorum for any action to be taken.
Lovaasen called the meeting to order at 7:45 p.m. explaining that those present
would act as a sub-committee and relate particulars to members at next meeting.
Citizens present to request decision from Park Commission were:
Paul Hanssen 5149 Woodland Point
Dave & Cyndi Osdoba 2600 Wilshire Blvd.
Hanssen, who has home on Lots 22, 23 & 24 of Block 8, Woodland Point, at inter-
section of Woodland and Bluebird has requested that he be allowed to put a dock
out on lagoon at the end of Block 8, known as Jennings Bay.
Lovaasen explained that property in front of his home is owned by the City and
classified as Wetlands and as such there is not docking there. In order to fac-
ilitate his request it would take a change in the land classification and there
are other docking spaces fairly close on Dove but he will be put on the November
agenda, when the Commission reviews dock permits and special requests. Hanssen
stated that due to vandalism in the specified docking areas he would prefer loca-
tion as requested so that he could observe his boat.
Dave Osdoba wished to express his view on the negative attitude of Park Commission
on bouys/moorings for sailboats.
Lovaasen explained that the Park Commission had shied away from boat bouys/moorings
on the commons and there is an ordinance that prohibits bouys/moorings. Asked Don
how many requests had been received for bouy/mooring for sailboats, Rother stated
5 to date. Rother explained although requesting a bouy/mooring space, applicant
would have to apply for a dock permit and we have none available as of now. In
1977 the City had requested 425 dock permits from the Lake Minnetonka Conservation
District and the LMCD had applied a moratorium on dock permits, so we have not re-
quested additi'onal dock permits since then.
Lovaasen suggested that a set of regulations on bouy/mooring, type of anchorage
etc. should be worked out to be incorporated in dock ordinance. Suggested that
Osdoba keep in touch with Rother to see how progressing and possibly give bogys/
moori'ngs a trial next year.
Although not present, Orval S, Domholt, owner of,~Lot 19, Block 24, Seton had re-
quested an. exhange of thi's property, to the Ci'ty, for a more suitable building
lot. Consensus could see no advantage to this type of trade and that land might
possi'bly go tax forfe?t and City might acquire it for wetlands.
Lovaasen stressed the need. for add~tlonal Park Commission members, the Laker will
carry item request?ng those interested to write letter to City and hopefully will
have a full complement of members by year end.
There bei'n§ no further citizens to hear, meeting was declared adjourned by Lovaasen.
