B~ IT ~SOLVED, That the contract submitted By the Suburban Hennep~n
County Relief Board of the County of Hennepin for the administration and
supervision of poor relief in the Village Of Isla~ Park be accepted and
approved; and,
Bi ET FURTPH~R RESOLVED, That the proper officers_ of said Village Of Island
Park be directed to execute said contract in duplicate and when executed to
return one of said contracts to the Suburban Hennepin ~ounty P~lief Board.

standing tax title, which repudiatel~nhw~het~ by the State Of Minnesota for that
portion of the service road of Phelps ~sland Park First Division/ and that he is
further authorized to call upon Harold ~ Rogers our village attorney to perform
such steps in accordance with the a~ove as he deems neccessary. M?tion ~arried.

the Village Of ~sland Park the polls shall be opened at 1~ o'clock noon and be
closed at 8 o'clock P.M. This resolution however will not be applicable to
G~N~RAL ELECTIONS.

AnN ORDINANCE LICENSING A~TD REGULATING TH~ RETAIL SALE 0F CIGARETTES AND
CIGARETTE T~RAPP~RS.
TIlE VILLAGE COUNCIL OF ISLAND PARK DO ORDAIN AS FOLLOWS:
Section 1. License Require~.-- After December Bi~ 1941~ no person shall
direc+.17 or indirectly or by means o! any device k~ep ~or re+.ail sale~ sell at
retail~ or otherwise ~ispose of any cigarette or c!~.aret~e wrapper ~t any place
in the Village O~ Island Park unless a license therefor shai3 first N~ve been
obtaine~ as provided in this ordinance.
Section ~.-- Application o! issuance.-- Application for such license shall be
ma~e to the Village Clerk on a form supplied by ~h~ village. Such ap21ication
shall state the name and ad~ress of the ap?~icant~ the locatio~ of the builair~
and the part intended to be used by the applicant under such license~the kind o!
buseiness conducted a~ such location,and such information as shal2 be require~
by the applicatioz form. Upo~ the filin~ of such application with the clerk it
shall be presente~ to the vil~.a~e council for its consideration~ ~nd if ~rante~
by the council a ]~cense shall be issued b7 the village clerMupon payment of the
required ~ee.
Section 3. License ~ee.-- The fee for such license shall be $ 1~.00 per annum.
Every such license s?~ll expire on December Bi m~xt after its issuance. For any
license issued after Januar7 ~1 in an7 7ear~ the fee shall be computed at the
rate of $ 1.00 for each month or fractional part of a month covered by +,he license.
Licenses shal~ not be transferable from one person to another.
Section 4. License Shall Be Displaye~.---~ Every such license shall be kept c~n-
spicuosly posted abo~,+, the place for which the license is issued and shall be
exibite~ to any person upon request.
Section 5. Restrictions.-- ~o license shal~, be issued except to a person of ~ood m~
moral character, No license shall be issued to an applicant for sale o! cigarettes
at any place other than his establishment ,~l,ce of business. No license shall be ~
~ssue~ for the sale of cigarettes at a movable ~lace of business: nor shall an.v
license be issne~ for the sale of cigarettes a+~ more than one place of business.
No person shall sell or ~ive a~ay any ci~&rette~ cigarette paper or cigarette
wrapper to an.v person below the ag~,e of 1~ ~eare o~ ~e. ~o person sha~ ~eep
for sale~ sell~ or dispose of any cigarette containing opium~morphine~ ~imson
weed~ bells donna~ strychnia~ cocaine~ mari~uana~ or any other ~eleterioue or
poisonous dru? except nicotine.No person shall sell cigarettes by the ~.se of any
automatic ven~ing machine or other mechanical aevice or set up or install any
such machine with intent to sell cigarettes by such method.
Section 6. Revocatiom--- Every such license may be revoked by the council
for a violation of any provision of this ordinance if the license has been siren
a reasonable notice and an opportunity to be hsant.
Section ?. Penalty,-- Any person who shal~ violate ~y provision of this omii-
hence sha~! be ~uilty o! a misdemeanor and upon congiction thereof shall be
punished by a fine of not to exceed $ 100.00 or by imprisonment for not ot excee~
90 days.
