The Northwest Tonka Lions have made application for a bingo
permit for August 8 - Bingo to be played in conjunction with
the Sports Center Street Dance in the lot east of Minnesota

They are requesting that the bond and the fee be waived.

SUBJECT:
Sidewalks - Three Points Boulevard
The discussion at the last meeting relative to installing sidewalks
on both side of Three Points Boulevard and assessing one side was
tabled for a report on whether or not another hearing was needed.
The Notice of Hearing for the street construction was as follows:
" ...... Street improvements by construction of: Bituminous
streets, concrete curb and gutter, and storm sewer on the fol-
lowing streets: ....... "
" ...... Watermain extension on the following streets .... "
" ...... Sanitary sewer extension on the following street .... "
" ...... Completion of storm drainage in Brookton Park ...... "
Sidewalks are not mentioned so it would be my guess that the Attorney
would say a publication and a new hearing would be required.

Pursuant to due call and notice thereof, a special meeting of the City Council
of the City of Mound, Hennepin County, Minnesota was held at 5341Maywood Road
in said City on July 29, 1980 at 7:30 p.m.
Those present were: Mayor Tim Lovaasen, Councilmembers Gordon Swenson and
Donald Ulrick. Also present were City Manager Leonard L. Kopp, Assistant
City Engineer Lyle Swanson and City Clerk Mary H. Marske.
MINUTES
The minutes of the meeting of July 16, 1980 were presented for consideration.
Swenson moved and Ulrick seconded a motion to approve the minutes of the meet-
ing of July 16, 1980 as submitted.
The vote was unanimously in favor.

The Mayor then opened the.publ, ic hearing for input on said ZOning Ordinance.
and persons present to do so were afforded an opportunity to express their
views thereon. The following persons offered comments or questions: Rick
Wolowicz, 5316 Three Points; Ron Mann, realtor; Roy O'Donnell, 3207 Charles;

Points Blvd. The Mayor then closed the public hearing.

SUBJECT: Public Hearing - Vacation of Dorchester Road
A request to vacate Dorchester Road from Essex Lane westward to the
westerly boundary of Lot 5, Block 10, Wychwood and the westerly line
of Lot 28, Block Il, Wychwood, will be heard August 5th.
The Council asked that the lot owners be listed so they could determine
no one would be denied access to their property. The map attached shows
owners in the immediate area being vacated have access off of Richmond
or Manchester.
The City holds for wetlands Lots 1, 2, 3, 30, 31 and 32, Block ll.
According to the map, they have access off Essex Lane.

Drainage Problem
1700 Shorewood Lane
Dear Mr. Kopp:
As requested we have looked at the drainage problem at 1700 Shorewood.
(See attached map). During the heavy rain the existing catch basins
do not take all the water and it drains across the driveway and to the
lake. This has caused some erosion problems on the lawn.
We did notice that the catch basin on the corner of Three Points
Boulevard and Shorewood was plugged. I understand this will be cleaned
very shortly, however, this will not completely solve the problem. The
primary reason for the problem is that the slope of the street past the
existing catc~ basins is so steep that the water runs right past them,
We would recommend that a new catch basin be constructed where shown
on this drawing and connected to the catch basin across the street.
We estimate the cost of this work to be $1,400. This assumes that
a Contractor will lay the pipe and set the catch basin and that the City
crews will patch the blacktop.
If you want to go ahead with this, please advise.

Fees for Engineering Services
Dear Leonard:
On past street projects we have worked out an engineering charge for basic
services determined by the cost of the project. Last year the fee for the
engineering services was 6.528% of the project construction cost. Extrapolating
the previous fees too, the total of the 1980 project fee would amount to 6.1% of
the construction cost. This would be the normal basis for a charge for the
basic engineering services. However, we are experiencing a difficult problem
this year and would ask the city's consideration of a different fee.
This year we ~l~ve encountered several problems with the construction cost
that make it difficult for McCombs-Knutson to make ends meet for the 1980 Street
Project at 6.1%. As you are aware the contractor's costs have been reduced
substantially from last year due to the lower cost of materials including
concrete and bituminous and the general depressed construction market. However,
engineer's have not experienced a reduction in their cost. Our work is almost
totally labor cost and our labor costs have increased since last year. For this
reason, the reduced cost of the project has resulted in us having to do about 7%
more work to accomplish the same dollar amount of construction that was done
last year. In addition, as you're well aware, since the City was faced wlth a
impossible money market until just recently, McCombs-Knutson has been financing
the engineering fees at very high interest rates for several months. We have
had bills into the City since the 1st of the year for over $150,000, and that
amount has been increasing each month. With that background, we would like to
request the City to approve the same percentage fee as last year (6.528%). This
would ~mount to about $14,000 additional cost to the project and would
approximately offset the cost of interest that we incurred against this

As of now, we will be starting our downtown planning project by
fall (September or October); once the comprehensive plan and
zoning ordinance are completed.
To properly prepare for this undertaking, it is imperative that
we give very serious consideration in establishing a downtown
planning task force group. My experiences are that such a group
with a broad background is most effective in getting things done,
Therefore, I am recommending that the City Council appoint a 7
member downtown planning task force group made-up of two Council-
members, two HRA members, two downtown businessmen and a citizen
consumer representative that shops downtown.

On the same day the preliminary census was received, the Metropolitan
Council sent the 1980 estimate which is:

The Federal C~nsus has 3,624 housing units~ the Building Inspector counted
the houses an~ found 3,458, Metro Council has 3,415 and a quick count of
the utility billing records show 3,442.
Since the house count is down, I see no way to object to the preliminary
census except the 170 vacancies seem very high.
The Metro Council's estimate will be used for 1981 State Aids.
The Census Bureau indicates that the census count will be revised and prob-
ably upwards since not all households had been heard from.

Potential Reduction in State Aid Payments

Minnesota State Finance Commissioner Wayne Burggraaff called League representatives
to his office this week in order to confirm the recent newspaper stories concerning
a possible shortfall in state revenue because of the recession. The Commissioner
indicated that the state has the matter under close observation and that the Governor
has instructed the Finance Department to develop plans which would reduce State ex-
penditures and prevent the accumulation of a deficit in the state's budget for the
1980-81 biennium.
Commissioner Burggraaff indicated that at last calculation the shortfall in anticipated
revenue to the State's general fund is $90 million. He expects to refine these esti-
mates in mid-August and face decisions about how to meet this situation either then or
postpone final judgments until mid-September when additional information concerning
state revenues will be available.
But, at whatever time the state faces up to the shortfall--providing the total exceeds
$50 million--then, it is likely that the Governor will cut the amount of funding avail-
able for local government aids.
Because cities have already budgeted in anticipation of receiving a specific amount
of state aids in 1980, any reduction in aid payments in 1980 will result in a pro-
portionate reduction in money available to cities to spend in 1980.
If the potential reduction in state aids does not occur until 1981, and if the Governor
announces his intention to reduce aids in 1981 before the cities must certify their
levy for taxes payable in 1981 (on October 10, 1980), then cities may anticipate this
reduction in state aid in 1981 during the process of developing the budget for 1981.
I would encourage each city to tell the Governor exactly what effect a reduction in
state aids would have on the city. No exact information is presently available as to
the amount of the potential reduction. Indeed no decision is expected by the Governor
on any reduction until mid-August. However, you may wish to use the figure of a 5%

reduction in the annual state aid payments as an amount to consider when informing
the Governor about the potential effect a cutback would have on your city.
Please send us a copy of any correspondence you have with the Governor on this issue.

program this year and there are school properties that will be
assessed for the work.

The Council asked the Engineer for an idea of what could be done
about the parking along Bartlett Boulevard since the installation
of curb will curtail the parking now taking place.
Attached is a copy of a plan the Engineer drew. The 28 parking
places are on school property. The estimated construction cost
under the City's contract is about $20,000.
The City would appreciate the School District seriously considering
this parking area. The City will be willing to work with the School
Board on this problem. I think arrangements could be made for the
parking to be assessed along with street projects.
The Council will greatly appreciate your bringing this to the School
Board's attention. If you have questions, please call.

Because you represent many of the people who will be effected by the Hennepin
County Juvenile Justice Cente~, I want to share this Letter to the Editor with
you ana the Mound City Council. I feel strongly that the issue has been clouded
and mired down in secondary aspects of the selection process. Not only is the
Railroad site more practical for the purpose of the Center, but the bottom line
is cost. The taxpayers of Hennepin County deserve to have their interests
protected...not only for the initial cost of the facility, but for the long
range effects of any site. If we do not consider ALL the costs, we are not
meeting our responsibilities to the citizens we serve.
I strongly urge you to review this matter, Mayor Lovaasen, and share it with your
colleagues on the Mound Council. The people involved in this decision need input.

It is unfortunate that the media coverage of the Juvenile Justice Center site
controversy has given the impression that what's at stake is the personal reputa-
tions and positions of a number of elected officials rather than the interests of
the City and County taxpayers. As an°elected official, I made a con~nitment to my
constituents to hold the line on taxes. In opposing the use of the General
Hospital site for the Juvenile Justice Center I have reconfirmed that commitment
in that the use of this site will result in a significant loss of tax revenue and,
as such, will have grave implications for future generations.
We as public officials must put the interests of the taxpayer first.
Given the economic consequences of a General Hospital site for the Juvenile
Justice Center, I can only conclude that the City's position on this matter
is fiscally irresponsible. Use of this prime downtown property, valued at
$25/SF in contrast to the less than $5/SF value of the Railroad site, seriously
limits the County's ability to meet other downtown space and facility needs on
County-owned property. The impact of this will be that the County will not be
able to make available the Dependable Garage block for private development;
something we agreed to do if the City had approved our use of the Railroad site.
The likelihood of private development on the Dependable block is not mere
speculation on n~ part as the County has already received an offer from a
private developer for construction of a $40 million medical office and medium-"
income housing complex. Developed to its maximum density, the Dependable Garage
block would generate $2.5 million in taxes annual or as much as $62 million over
the next 25 years; more than six times the amount of taxes which could be
generated at the Railroad site. Further, use of the General Hospital block for
the Juvenile Justice Center will require that the County expend additional tax
aollars for construction premiums associated with high-rise construction in
excess of $1 million and at least $60,000 annually in increased operating costs.
Personal conflicts are likely to surface in times of stress. Throughout my discussions
with various City officials on the Juvenile Ju§tice Center I have been unable to
determine any clear reasons as to why the City has rejected our use of the Railroad
site. In my opinion, the City should no more have taken a position that did not
protect the interests of the taxpayer, than the County should take a position which
is not in the best interests of the children and families served by the Juvenile
Justice Center. Nevertheless, it is unfortunate that in my concern that the economic
issues of the Juvenile Justice Center were not being addressed~ my conversations with
A]oermen Rainville and Corrao became personal in nature. I intend to put personalities
aside at this point and am committed to resolving the issue at hand; namely, construc-
}tion of the most economic Juvenile Justice Center possible within the earliest time
frame.
