COUNCIL MEMORANDUM NO. 81-12
SUBJECT: Additional Taxicab License
On December 2, 1980, the City Council granted a taxicab license to Carl
Glister with the stipulation that the vehicle purchased for the taxicab
be inspected and verification of insurance be made before issuance of the
license. A 1975 Dodge Dart was purchased, inspected and we have evidence
of insurance on the vehicle.
Mr. Glister is now doing business as the Westonka Taxi Company. He has
made application for a second taxicab license for a 1975 Oldsmobile. The
Police Department have inspected the car and stated that it is okay for
service.
The taxicab license would expire January 31, 1981.

SUBJECT: Part Time Police Officer
The Police Department has three officers off injured-on-duty. These
officers with a vacancy in the Chiefls office makes the force four men
short.
Officer Smith whose position was abolished in the new budget will stay
on on a month to month basis as long as we pay his regular salary and
fringe benefits.
It is recommended that the City Council by resolution authorize retain-
ing Officer Smith for January and on a month to month basis after Janu-
ary if his services are still required.

We ask that you consider reappointing The Laker as Mound's
official newspaper. We appreciate having been chosen to serve in that
capacity in the past, and we would like to continue as your
official paper.
As of September, we switched from paid circulation to free
distribution, providing blanket mailed coverage of Mound. We made
the change because the Legislature last session changed the law to
make it possible for free newspapers to carry legal notices.
The rate we charge for publishing legals is that rate set by
the state. The Laker is printed each Monday morning, and the dead-
line is 4 p.m. Thursdays.

Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Mound, Hennepin County, Minnesota was held at 5341Maywood Road
in said City on December 16, 1980 at 7:30 p.m.
Those present were: Mayor Tim Lovaasen, Councilmembers Gordon Swenson, Benjamin
Withhart and Robert Polston. Councilmember Ulrick was absent. Also present
were City Manager Leonard L. Kopp, City Attorney Curtis A. Pearson and City
Clerk Mary H. Marske.

Polston moved and Withhart seconded a motion to approve the minutes of the meet-

When the Metropolitan Sewer Act w-ds enacted by the legislature over
a decade ago, it provided for the establishment of Sewer Service
Area Advisory Boards (SSAAB) for the purposes of reviewing, cu~:nen ~ting
and advising the Co~,L,~ssion on its 9-driOUS activities.
The Co--sion ~Duld like to re-activate these service area advisory
koards, therefore we would like to suggest that you and your council
appoint a member of the council or an employee to serve on this
Advisory Board. The responsibilities of the Advisory Board would
be to review and ~t on such matters as the cost allocation
syst~n, operating budgets, capital improvem~_nt programs, air/water
quality standards, future wastewater standards and related operating
and capital costs, and other such matters that would rec~i re review

We should immediately begin recruiting for a Police Chief, getting
everything in order and allowing the new City Manager to make a
selection.
Attached is a copy of the present job description. The job des-
cription has been approved by the Council. Unless the Council
wishes to change the description, it will be used as is.
Also, the 1981 salary established for the Police Chief is $28,500
and this too will be used unless changed by the City Council.

SUBJECT: Selection of a City Manager
The responsibility for choosing a City Manager falls upon the City Coun-
cil. The manner in which a manager is selected can be accomplished in
many ways. Some of which are:
You can hire an outside consultant to make a search; sometimes called
a "head hunter". Cost for a consultant runs about 20% to 25% of the
first year's salary.
2. The Council can handle everything themselves.
3. The Council could ask the current manager to do the leg work letting
all decisions be made by the Council.
Items to be considered are:
1. Minimum qualifications.
2. Salary to be paid.
3. The length of time you wish to accept applications.
Attached is a copy of the present job description. Also attached are
copies of Section 412.611 through Section 412.6~1 regarding Plan B
form of government.
There are many details to be ascertained which can be gotten into when
the Council decides how they wish to move on the selection.
The usual place for ads to be placed for a City Manager is in the City
Managers' Newsletter published twice a month by the International City
Management Association and in the League of Minnesota Cities' magazine.

Dear Mr. Kopp:
As requesteO, we have looked at the possibility of vacating part of the
right-of-way of Island View Drive between Devon and Amhurst.
The Council recently granted a variance for construction of a garage on Lot
2, Block 13, Devon. The proposed garage is 4.6 feet from the right-of-way but
is 22 feet from the edge of the concrete street. The house on Lot 1 is less
than 2 inches from the right-of-way and 15 feet from the edge of the street.
As you go west from Lot 5, the street gradually gets back in the right-of-way
as shown on the attached sketch.
There is a saoi_tary..~ewer located in the right-of-way in this area which is
10 to 12 feet deep. This is also shown on the sketch.
If this sewer ever needs' repair, the entire right-of-way of Island View
would be torn up to make the repalr. For this reason, we do not recommend
vacating any of the existing right-of-way.

There are three items I would like to bring to your attention'
1. GUIDELINES FOR REVIEWING LOCAL COZ~REHENSIVE PLAN AMEIfDMENTS
Very soon your city will be receiving a copy of the
"Metropolitan .Council Guidelines for Reviewing Local Compre-
hensive Plans" hearing draft. The draft document was approved
by the Council's Physical Development Committee on December 18,
1980 for a public hearing to be held on January 22, 1981. This
draft is very similar to the draft you received on November 25,
1980 which I wrote to you about in an earlier letter. Minor
changes have been made as a result of input received from local
officials and the AMM.
The draft guidelines you will receive have not been en-
dorsed by the A~I~ and perhaps they can be improved upon further
with your assistance. The A~M's Metropolitan Agencies Committee
will be meeting on Wednesday, January 7, 1981 to review these
proposed guidelines and would welcome any suggestions you might
have. Please forward your comments to Vern Peterson at the
AMM office prior to January 7th. The A~ Board of Directors
will meet on January 8th to review the Committee's report.
2. A~M LEGISLATIVE POLICY II-R, "UNIFORM BUILDING CODE"
There has been considerable discussion from building in-
spectors and some councils concerning that portion of the
policy dealing with abolishing the State Building Code Depart-
ment and adopting the national code as the state uniform code.
The committee recommending this policy, as well as research
done at the time, did not come up with the negative comments
that are now surfacing, nor did any member city object during
the six week review period prior to adoption of the policy
at the annual meeting.
However, because of the current objections, the AMM Board
of Directors has determined not to pursue this policy this

year and has referred the item to the General L~i§l~ti0~
Committee for additional study. When that committee meets
in the spring of 1981 to consider 1982 policy, it will meet
with representatives from building inspectors' associations
and interested city councils to refine this particular policy.
It should also be pointed out that the AI{M will continue to
strongly support the Uniform Building Code continuance for the
metropolitan area.
AM~.~I BOARD VACANCY
There is a vacancy on the Board of Directors effective, January 1,
1981 due to the resignation of Judy Rowley, Mounds View Council-
member. The Board will be considering this vacancy at the
January 8th Board Meeting. The person selected to fill the
position will serve the remainder of the term, which expires
May 31, 1981. The Board is soliciting recommendations for
